    Gender, Social Inclusion and Safeguarding Officer

    Job Description

    The Gender, Social Inclusion and Safeguarding Officer will provide technical direction, oversight, and leadership to create and maximize opportunities to engage social inclusion and gender equity though direct project activities. The candidate will support and lead the development and maintenance of a Gender Equality and Social Inclusion (GESI) and Safeguarding action plan to recognize the structural disparities and social norms that limit vulnerable populations, especially young women, in the Kenya ASAL’s participation. He/She will ensure integration of gender and social inclusion, community led safeguarding and support institutional development and envisioning of groups. S/he will build the capacity of the project team in gender and social inclusion and will manage and support the delivery of gender technical aspects of the intervention at a project level, through both direct delivery and partnerships with project partners, supported by colleagues who provide the necessary youth inclusion initiatives required for the effective and sustainable project delivery.  The incumbent will work closely with the Project Manager, technical team and partner representatives to ensure that gender, youth equity and social inclusion aspects are incorporated and well-developed in all technical activities, including in communications activities that promote social behaviour change. S/he will work closely with the MEL Specialist to capture efforts of gender and youth inclusion as part of a learning agenda and relevant project indicators.

    Key Responsibilities

    • Ensure that the SNV, Donor and project’s Gender, Social Inclusion and Safeguarding policy and other relevant gender and inclusion principles and regulations are applied consistently throughout the project cycle.
    • Support in the development of action plan for gender, social inclusion and safeguarding and implementation of plan for Gender, Social Inclusion and Safeguarding Officer development.  
    • Conduct gender mapping, analysis in the value chain and support inclusion of marginalised categories in key participating positions.
    • The role in addition will ensure inclusion aspects for People with disability, refugees and other excluded groups in all project intervention areas.
    • Provide technical leadership and oversight, and integration of Gender, Social Inclusion and Safeguarding approaches across program activities.
    • Use Gender, Social Inclusion and Safeguarding analysis to purposefully engage youth, women, and marginalized groups in all activities and result areas.
    • Develop and lead the implementation of the project’s Gender, Social Inclusion and Safeguarding strategy and action plan, including the adaptation and development of tools and approaches to support the strategy and action plan.
    • Work with senior project management and partners, to raise awareness and capacity of project staff on issues related to Gender, Social Inclusion and Safeguarding, and to expand gender content of the project.
    • Work closely with project staff to build their understanding of gender and youth issues, in the ASALs. Facilitate Gender, Social Inclusion and Safeguarding training and develop and/or adapt training content.
    • Work closely with M&E team to ensure that Gender, Social Inclusion and Safeguarding considerations are reflected in M&E plan, frameworks, and reports to assess whether the objectives are being met. Support the tracking and maintenance of any Gender, Social Inclusion and Safeguarding performance indicators.
    • Support the integration of Gender, Social Inclusion and Safeguarding activities within the work plan; Gender, Social Inclusion and Safeguarding specific tools in work planning to promote gender and youth balance in the project implementation.
    • Support development of Gender, Social Inclusion and Safeguarding sensitive behavior change communication activities and messages. Write success stories related to the Gender, Social Inclusion and Safeguarding work being done.
    • Work closely with M&E team to ensure that Gender, Social Inclusion and Safeguarding considerations are reflected in M&E plan, frameworks, and reports to assess whether the objectives are being met. Support the tracking and maintenance of any Gender, Social Inclusion and Safeguarding performance indicators.
    • Map out potential employment opportunities and link young women and men to decent and fulfilling employment. 

    Qualifications

    • Bachelor’s Degree in in social work and social administration, social sciences preferably development studies, gender studies or any other relevant discipline. Those who hold master’s degree will have an added advantage.
    • 5+ years’ experience at field level in Gender, Social Inclusion and Safeguarding development
    • Practical experience in implementing Gender, Social Inclusion and Safeguarding projects in remote locations, especially in fragile ecosystem.
    • Experience in youth skilling and business start -up, incubation, training mentorship and acceleration
    • Prior experience working in the integration of gender and youth considerations in value chains, or skilling for employment is projects preferred.
    • Ability to develop effective working relationships with donors, government, local organizations, community groups, and other program partners and stakeholders.
    • Proven experience leading the gender development and planning for a donor-funded program of this size and geographic expansion.
    • Strong leadership skills, experience in partnership development and deep understanding and experience in consortia management. 
    • Good communication skills in English, both written and spoken, with excellent reporting facilitation and presentation skills. 
    • Demonstrated commitment to gender equality and social inclusion in all aspects of work. 
    • Willingness to travel to all program locations, including remote areas
