    General Manager, Monitoring Evaluation, Research & Learning

    Job Purpose

    Reporting to the Executive Director, the General Manager, Monitoring & Evaluation will oversee all project monitoring, evaluation activities of programs under the EGF pillars taking a technical lead on development of and management of Projects’ Performance Monitoring Plans (PMP) data collection systems and tools, timely reporting, dissemination and publication of project outcomes, as well as lead, mentor and support the M&E team.
    They will be responsible for developing monitoring, evaluation and research & learning plans, systems and tools that include Program indicators, baseline data, targets and a plan to evaluate performance and produce timely, accurate and complete reporting, and disseminating of learnings generated from program implementation to help continually improve program implementation based on M&E findings.
    They will lead research for proposals & partnerships.

    Leadership in operationalization of EGF’S MERL agenda

    • Contribute to the M&E-specific components of program implementation plans, taking a lead role in ensuring M&E activities are comprehensively covered and budgeted
    • Support in the development of project & program-specific M&E plans, including data collection tools and reporting templates
    • Develop M&E frameworks to monitor project performance
    • Work with program staff, technical specialists, and M&E staff to develop and plan key components of the projects’ M&E system and contribute to annual work planning processes
    • Update and disseminate indicators definition matrices by program area
    • Lead in organizational program performance monitoring and review meetings
    • Ensure performance reports are developed on time, reviewed appropriately and reported on time to internal and external teams
    • Strengthen cross- pillar & Equity Group inter-departmental engagement in M&E
    • Lead in preparation of data and analysis for annual score cards and EGF reports for the engagements within the Group1
    • Lead & collaborate with projects’ M&E and technical program teams to ensure real-time data collection from all stakeholders and engaging partners & stakeholders where applicable
    • Ensure compliance to donor, institutional and stakeholders M& E reporting requirements in all projects and regions
    • Ensure all data collection processes adhere to ethical standards (Develop/ review, disseminate and ensure utilization of data management tools and SOPs)
    • Plan and implement routine data quality assessments including patient chart abstractions and follow up actions to improve data quality
    • Build the capacity of implementation partners and other stakeholders in M&E
    • Operationalize Projects’ & Programs’ learning agenda
    • Work with projects’ technical team & stakeholders to contribute to the effective implementation of the learning agenda and data use for decision making.
    • Ensure data analysis, results, and lessons learned are effectively documented and communicated to internal teams and external partners
    • Coordinate a capacity assessment to identify strengths and capacity gaps across the M&E and program implementation team and coordinate the delivery of a targeted, collaborative capacity development plan to the team
    • Participate in Equity Group’s Technical working groups on data management, project management, research & learning as called upon
    • Provide technical direction in all program evaluations and drive the publications agenda
    • Provide technical assistance and guidance for EGF pillars in developing evaluation protocols
    • Support the program team in research, writing and presentation at relevant local, national, regional, and international fora to articulate the work of EGF

    Management

    • Line management of staff in the department including managing work schedules, reporting, leave and learning
    • Capacity building and mentorship of direct reports in technical and managerial components of their work
    • Establish systems for continuous capacity building and mentorship of all staff in the department
    • Create a conducive culture that encourages team work, development and open communication among all staff in the department
    • Conduct performance evaluation of direct reports and ensure the department performance evaluations are conducted as required.
    • Determine workload needs in department considering specialization required for the different positions & support for various pillars
    • Nurture talent among M&E staff to grow the department
    • Assign roles appropriately to the team to manage workload
    • Work with finance team and program leads to ensure proper budgeting for M&E
    • Ensuring accountability for resources under the M&E pillar including budgets, systems e.g., DMIS, equipment, data etc.
    • Communicate decisions from management to the M&E team in a timely manner.

    Qualifications

    • A Master's level degree in Project Management/ Planning, M &E, Statistics or related field; a PhD is an advantage.
    • Minimum of 7 years of relevant experience in Monitoring and Evaluation of large-scale cross sectoral programs
    • Experience with a Data Management Information System & key donor reporting systems and requirements
    • Demonstrated research experience and skills, complemented by experience in facilitation, close collaboration with varying types of partners.
    • Proven track record of hands- on, results-oriented team player
    • Highly innovative and motivated organization leader

    Computer Skills

    • Microsoft Office Suite
    • Database Management Systems
    • Quantitative Data Software – Statistical Packages for Social Sciences (SPSS), STATA
    • Qualitative Data Analysis Software - NVivo
