    Grants and Compliance Manager

    Summary:
    The Grants and Compliance Manager will be responsible for proper implementation and functionality of the Grants Under Contract (GUC) project component of the anticipated ‘Sustainable, Transformational and Accessible WASH Interventions’ (STAWI) project and advancing CRS’ work serving the poor and vulnerable. You will be involved in developing and embedding best practice to comply with donor financial rules, supporting donor proposal budgeting, analysis of institutional income, donor contract expenditure tracking, monitoring and providing management information on key risks, contributing to the implementation of improved financial systems and processes to facilitate better donor reporting and compliance.
    The position holder will set up and monitor the entire grant management process and ensure proper compliance with USAID regulations, the contract objectives and requirements as contained in the RFP and contract agreement.
    This position will be overseen by the DCOP Finance/Operations and work closely with programs, finance and comp liance officers and consortium partners to oversee financial reporting and selection of applications to ensure conformity with the grants program criteria, including the implementation of sub-Recipient capacity building (technical, organizational, and financial management). 

    Job Responsibilities:

    1. Support the development / regular revisions of the grants’ facility manual.
    2. Ensure financial and programmatic compliance of the grant to contractual obligations, donor requirements and CRS policies.
    3. In collaboration with the CoP, DCoPs and other Technical Lead, contribute to decisions on expanding economic opportunities in Kenya ASAL counties through better management of water resources, expansion pf water and sanitation services and improved water for domestic and productive services.
    4. Coordinate with the CoP, DCoPs, Technical Lead and Finance staff to provide input in the design and development of grants to ensure activities are feasible, achievable within current capacity, and comply with all relevant USAID and CRS policies and procedures
    5. Prepare grant agreements, negotiation memos, and detailed budgets on a regular basis, ensuring attention to detail, compliance, and accuracy.
    6. Act as the point of contact (PoC) for GUCs before and after awards ensuring thorough due diligence assessments are conducted and resulting recommendations are implemented, monitor GUCs’ activities to ensure quality implementation that is aligned to projected timeframes and budgets, and alert senior management of implementation challenges in a timely manner.
    7. Support STAWI GUCs to align their systems and policies to comply with USAID grants financial regulations and policies as outlined in the grants facility manual.
    8. Contribute/Lead updating expense forecasting and APP data for the contract
    9. Support the finance department in reviewing Staff, SR and Consortium member advance and expense liquidation reports and work on conflict resolutions, if any to keep the advances reconciled at all times.
    10. Review monthly BCRs and track commitment and provide analysis to the CoP and DCoP on major variances.
    11. Support STAWI GUCs in the implementation and reporting on their grants.
    12. Ensure the maintenance of all files, records and documents relating to CRS' program and projects within the program portfolio.
    13. Oversee grant closeout processes in line with guidance provided within the grants’ facility manual.

    9. Required/Desired Foreign Language: Excellent command of English and Kiswahili required. Travel Required**:** More than 40% travel with Kenya.

    4. Typical Background, Experience & Requirements:

    Education and Experience

    1. Master’s degree in Accounting, Finance, Business Studies, Auditing, Economics or a related field.
    2. CPA (K), ACCA, CISA
    3. At least 5 years of experience managing and administering U.S. Federal contracts and/or grants with grant making components.
    4. Experience working with USG supported projects and knowledge of financial rules and regulations, including fiscal controls and fund accounting procedures.
    5. Grants Management Training experience highly preferred.
    6. Possess analytical skills to identify and assess credibility of organizations eligible of grants.
    7. Ability to train partners on grant management and required reporting highly desirable.
    8. Experience in mentoring, coaching and skills transfer.
    9. Excellent representational and communication skills, written and oral proficiency in English.
