    Ground Safety Manager

    Brief Description

    The Ground Safety Manager shall be responsible forproviding guidance and direction for the planning, implementation, operationand monitoring of the Safety Management System and review and monitoroccupational health and safety measures and programs to check company’scompliance. The Safety Manager will also develop, implement and monitorenvironmental strategies, policies and programs that promote environmentalsustainability within the company and neighboring community.

    Detailed Description

    • Ensure that the Safety Management System for the Airline is implemented, monitored and maintained to ensure that high standards of flight safety performance are achieved, to satisfy the KCAA requirements and the Company’s safety policies.
    • Implement and maintain an efficient Corporate Emergency Response Plan ensuring that the plan is kept up to date.
    • Develop and implement an Emergency Response Plan to cover operational incidents/accidents, occupational injuries, fires, spill, dangerous goods etc. Ensure routine monitoring of safety and quality critical activities and ongoing conformity with all regulatory requirements, organization standards and local procedures.
    • Develop and manage the company Environmental management system to ensure compliance to standards set by Environmental legislations in particular the Environment Management and Coordination Act (1999).
    • Establish, implement and maintain riskbased tools and techniques and conduct operational risk assessments to strengthen operational programs, processes and controls.
    • Ensure continuous improvement of the hazard identification and safety risk assessment schemes and the organization’s Safety Management System.
    • Collect, collate and produce periodic industrial safety reports so as to identify significant safety trends for action by management.
    • Coordinate, follow up and verify implementation of the safety recommendations developed by the safety committee to continuously improve and maintain safety.
    • Ensure corrective and preventative actions identified by quality& safety audits; investigations or other internal reporting mechanisms are undertaken within the agreed time frame.
    • Act as an information conduit to bring safety and quality issues to the attention of management and to deliver safety and quality information to the organization’s staff, contractors and stakeholders.
    • Conduct safety inspections, surveys and audits of operational system, infrastructure and procedures affecting or likely to affect the company operations and assess risk exposure. Investigate any operational accident/incident, or un-serviceability affecting the safety of persons or equipment, aircraft accidents and make appropriate recommendations. To this end he will have access to Company Accident/incident Reports, technical log entries and Voyage Reports having a flight safety connotation; as well as hazard logs.
    • Investigate ground and workplace incidents and accidents and make appropriate recommendations to relevant division.
    • Conduct periodic ground and workplace audits for company and third party organizations to assure compliance with company policies as well as industry requirements for management decision.
    • In carrying out the above roles the manager shall put emphasis on the following tasks: a) Monitoring and maintaining data on incidents and accidents and preparing statistical data for analysis. b) Analyze technical data for trends related to hazards, events, occurrences and audit findings. c) Acting as focal point for awareness and understanding of accident prevention methods. d) Dissemination of safety and quality information to all crew and relevant personnel.
    • Keep under constant review improvements in safety equipment, procedures and training and make recommendations as necessary to the Head of Quality, Safety and Environment so as to ensure that the highest standards of safety and quality are maintained.
    • Liaise as necessary on behalf of the Company with agencies and services based in and outside the various operational bases of the Company.
    • Maintaining an open liaison with manufactures, flight safety organizations, government regulatory bodies and other airlines worldwide.
    • Ensure and maintain a healthy, safe and secure working environment in compliance with the relevant industry, regulatory and legislative requirements, company procedures, regulatory authorities and requirements of customer airlines.
    • Promote safety culture amongst staff within the company to raise the level of safety awareness.
    • Prepare, produce and disseminate safety information bulletin to raise safety awareness.
    • Plan and Coordinate the Ground Safety budget.
    • Plan and coordinate the training of the Safety personnel in line with the company objectives.
    • Monitoring and managing day to day running of the Safety office.
    • Monitoring and ensure compliance with the regulatory requirements in regards to Safety, Health and Environment.
    • Ensure and maintain a healthy, safe and secure working environment in compliance with the relevant industry, regulatory and legislative requirements, company procedures, regulatory authorities and requirements of customer airlines.

    Job Requirements

    • Technical qualification in the field of Occupational Health & Safety or Aircraft Maintenance, Ground or Flight Operations.
    • University graduate with bias in Safety and/or Quality Management or holder of Commercial Pilot’s License.
    • NEBOSH Training
    • Has successfully completed training in:
      • Quality Management Systems and Safety Management Systems course recognized by KCAA;
      • Risk Management
      • Quality Auditing
      • Incident Investigation
    • Thorough working knowledge and experience of airline: ramp operation, quality auditing, ICAO and IATA (IOSA & ISAGO) regulations and standards.
    • Experience in establishment of and operation of Occupational Safety, Health and Environment programs.
    • At least Five (5) years’ work experience in ground operations;
    • At least three (3) years’ experience in aviation Safety Management and  Internal evaluation/ Quality auditing.

    Additional Details

    • Thorough working knowledge of airline, ramp operation, quality auditing, ICAO and IATA regulations and standards.
    • Excellent people management skills.
