    Head of Sub Office

    Duty Station : Kakuma, Kenya

    Context:

    Under the overall supervision of the Chief of Mission and the direct supervision of the Head of Programme and Policy Development and with technical guidance from Resettlement Migration Management Operations Department and Migration Health Departments in Kenya, the incumbent will:

    Core Functions / Responsibilities:

    1. Oversee and manage all aspects of the operational, programme, administrative and budgetary activities of the sub-office in coordination with relevant units in IOM Nairobi. Supervise all aspects of the projects implementation and assume all administrative, budgetary, financial and reporting responsibilities including renovation or construction of office premises.
    2. Develop project proposals in line with IOM project development and implementation handbook, identified priorities by key stakeholders and/or calls for proposals of various donor institutions. Ensure communication and liaison with Regional Office (RO) Nairobi for proper review, endorsement and submission.
    3. Oversee local recruitment and provide training to staff in accordance with the needs of the area and programme requirements, in coordination with the relevant units in Nairobi.
    4. Supervise and coordinate the implementation of all resettlement programmes particularly with the United States Refugee Admissions Program (USRAP) and other projects in Kakuma, Kenya. Liaise directly with the Head of Operations, and Head of Migration Health Department in Nairobi on all resettlement, medical and operational matters.
    5. Closely coordinate with the Resettlement Migration Management Operations Department and Migration Health Departments in Kenya on all operational/medical requirements and activities.
    6. Be responsible for the management of both Sub-Office and IOM Guest House. Ensure that both premises are operating smoothly. Supervise sub-office staff for daily operations and maintaining good condition of both premises.
    7. Supervise and coordinate the implementation of non-resettlement projects in close coordination with the respective programme managers.
    8. Undertake emergency response operations and implement mitigation initiatives, e.g., refugee influx, drought and mitigation of resource-based conflicts.
    9. Support and assist fund-raising strategies; develop and maintain donor contacts at local level.
    10. Identify and recommend new projects, draft project documents. Serve as programme manager during the implementation of the project once funding is secured.
    11. Establish close coordination and consultation with the Office of the United Nations Department of Safety and Security (UNDSS), Staff Security Unit (SSU), civil and military governmental authorities, tribal leaders, village councils and others in order to ensure security of IOM staff.
    12. Represent IOM in Turkana County and establish partnerships, maintain and develop working relationships with district, provincial governmental authorities, tribal leaders, village councils, United Nations agencies, non-governmental organizations, partners and other stakeholders, including but not limited to implementing community relations initiatives and cultural sensitization.
    13. Analyze migration trends and issues; assess the potential for programme development and advice on migration related developments.
    14. Prepare and distribute internally and externally on a regular basis, statistical and narrative reports as required.
    15. Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

    • Master’s degree in Political or Social Sciences, Law, Business Administration, Migration Studies, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
    • University degree in the above fields with seven years of relevant professional experience

    Experience

    1. Five years management/supervisory experience in working with resettlement programmes particularly USRAP; with supervisory experience in administrative, human resources and financial management;
    2. Experience in Programme management, emergency operations and refugee and migration related issues;
    3. Experience in project management in the field of migration;
    4. Experience in liaising with Government authorities, other national/international institutions;
    5. Experience in liaising with governmental and diplomatic authorities, as well as, with National and international institutions;
    6. Previous experience working with IOM and with UN specialized agencies an advantage;
    7. Experience in preparing clear and concise reports.

    Skills

    • Sound knowledge of migration management principles, concepts and techniques;
    • Demonstrated expertise in post-conflict /emergency operations.

    Languages

    IOM’s official languages are English, French, and Spanish.

    For this position, fluency in English is required (oral and written).

    Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
