    Head of Technical Quality and Assurance

    The Head of Technical Quality and Assurance (Kenya) is responsible for driving overall quality, consistency, and technical excellence across all integrated eye care service delivery in Kenya. This role coordinates the national team of technical specialists to foster cohesion and alignment while delivering on national project objectives and supports the alignment of quality in the four regional Programs (Coast, North Rift, Lake basin and Eastern Kenyan) ensuring the delivery of high-quality programmatic and technical outcomes and consistency in delivery and partnership approach. Acting as a key advisor to Country leadership, the Technical Lead integrates clinical, programmatic, and quality perspectives into strategic decision-making, while supporting team growth and knowledge sharing. This is a senior role in the Kenya Leadership structure and will serve as a member of the Senior Management Team (SMT).

     KEY RESPONSIBILITIES:

    • Team Leadership and Technical Coordination: Lead and coordinate the technical team of specialists based in Nairobi to ensure that individual technical plans are contributing to strengthening the delivery of integrated eye health service delivery across Kenya’s Country Program.  Act as the central link between technical advisors, regional coordinators, and the national team, fostering cohesion and alignment of work plans and technical approaches.
    • Continuous Quality Improvement (CQI) Assurance Focal Point: Oversee and drive the implementation of quality assurance processes, ensuring that all programmatic and technical activities meet agreed standards and milestones, and that definitions and expectations are consistent across regions. Together with The Foundation’s global network of medical advisors, ensure that all CQI activities are designed and implemented in line with national and Foundation frameworks and that implementing partners are supported through continuous quality improvement initiatives designed to enhance patient outcomes and sustainability.
    • Project Design and Review: Provide expert internal peer review of regional and national projects, proposals, identifying gaps, facilitating connections to relevant technical advisors, and ensuring high standards.
    • Project Implementation Quality Control: Support the development and consensus of milestone definitions and quality metrics for partner contracting, ensuring technical rigor and preventing inconsistent or perverse outcomes. Work with the technical advisors and global leads to ensure that Kenya’s approach to partner management, program design, monitoring and evaluation is done consistently and to a high level.
    • Team Development: Inspire and supervise a team of technical experts, acting as a facilitator rather than a micromanager, and supporting their professional growth and effectiveness. Guide and support technical backstop and support of the regional coordinators as peers and foster a collaborative learning environment.
    • Knowledge Sharing: Coordinate country-level technical learning and knowledge sharing, ensuring that best practices and lessons learned are disseminated and applied across the team. Represent the Kenya Country Office in global learning forums both internal and external to The Foundation.
    • Strategic Advisory: Serve as a key advisor to the country leadership, maintaining the focus on service delivery excellence and integrating CQI, programmatic, and quality perspectives into strategic decision-making.

    WHAT YOU’LL NEED TO SUCCEED

    • Bachelor's degree and a master's degree (ophthalmology, medicine/clinical, nursing, public health or related field preferred).
    • At least 7 years' experience collaborating with major donors as a Technical Lead or Advisory role in the INGOs sector is required.
    • Extensive experience in providing and overseeing technical assistance (TA) for Kenya’s National and County Governments preferably the health sector, project management and  the devolved health sector,
    • Strong experience leading CQI and technical teams in a health care or eye health service delivery context.
    • Experience in international health programs and working with diverse cultural and geographic contexts.
    • Demonstrated ability to implement and oversee quality assurance processes and clinical standards.
    • Proven track record in facilitating knowledge sharing and continuous improvement in technical practices.
    • Experience advising senior leadership on technical and programmatic strategies.
    • Experience coordinating multi-disciplinary and geographically dispersed teams.
