    ICT Analyst

    Under the overall guidance of the Chief, Information Systems and Telecommunications (IST), in Headquarters and the daily supervision of the Regional Operations Manager of ESARO, the ICT Analyst is required to ensure compliance with UN Women corporate ICT policies and procedures and to act as the focal point for all ICT related matters. The individual provides leadership in execution of ICT services in the Regional Office, develops and implements ICT management systems and strategies, supervises provision of daily technical support to users of information management tools and technology infrastructure.The incumbent is responsible for review and advice on the use of new technologies that will enhance the Regional Office productivity and support functions to Country Offices, Multi-Country/Programme Presences offices within the region. The ICT Analyst promotes a client-oriented approach and ensures reliable connectivity of UN Women’s corporate systems and applications, by maintaining up to date infrastructure.

    The ICT Analyst supervises the ICT team, providing assistance and support on information management tools, technology infrastructure and ensures availability of the Local Area Network (LAN) and the Wide Area Network (WAN) environments in coordination with multiple services providers, including UNON. The ICT Analyst will work closely with Country Office management, Programme and Operations teams in the Country Office staff for resolving complex ICT-related issues while liaising with HQ IST team.

    Duties And Responsibilities

    Ensure implementation of ICT strategies and introduce new technologies in accordance with corporate information management and technology standards, guidelines and procedures

    • Develop and review internal ICT policies and procedures in compliance with corporate ICT standards, guidelines and procedures
    • Elaborate on the content of internal Standard Operating Procedures in ICT in consultation with office management;
    • Develop and update the ICT annual work plan for the office;
    • Provide IT support in the use of ERP platform and other corporate systems in place by UN Women for improved business results and improved client services including Atlas ERP, OneApp systems for results management, partner agreements and donor agreements, etc.

    Manage UN Women hardware and software packages at the Regional Office level

    • Install, operate, and maintain all RO hardware equipment;
    • Provide advice on the acquisition of hardware supplies;
    • Make routine repairs and change of hardware electronic components;
    • Plan, install and maintain all communication systems including mobile and satellite phones;
    • Supervise and implement corporate UN Women software systems in the office;
    • Develop new software packages for high impact results (e.g. office management system, electronic registry, etc) following the corporate ICT standards, as required;
    • Ensure UN Women desktop and network resources are protected from malicious virus attacks and deploy countermeasures in the event of the attacks;
    • Maintain an up-to-date inventory of the software and hardware.

    Ensure efficient networks administration

    • Ensure a stable and responsive network environment based on daily monitoring of the network connections.
    • Ensure confidentiality, integrity and availability of RO ICT systems and information assets.
    • Operate network utility procedures, defining network users and security attributes;
    • Establish directories, menus and drive-mappings; configure network printers and provide user access;
    • Trouble-shoot and monitor network problems; respond to user needs and questions regarding network access;
    • Maintain up-to-date parameters of information for the network clients and electronic mail;
    • Implement backup and restoration procedures for local drives; maintain backup logs; organize off-site storage of backups;
    • Maintain measures for business continuity and disaster recover processes and procedures including backup and restoration of both server and local storage facilities;
    • Manage Local Area Network (LAN) Infrastructure and Internet connectivity meet UN Women requirements.

    Provide web management services

    • Identify opportunities and ways of converting business processes into web-based systems to address the issues of efficiency (office management system, donor profile software, knowledge management systems);
    • Maintain the RO website and SharePoint Intranet and extranet sites.
    • Provide advice to country offices on content management needs

    Provide administrative support regarding ICT issues

    • Provide advice to the procurement of new ICT equipment for the CO/MCO/RO and Country Offices, provide technical specifications and information on best options in both local and international markets, review quotations and bids;
    • Maintain inventory and stock of supplies and spare parts in cooperation with the Procurement Unit;
    • Provide ICT support to key office and Programme events - including support for virtual meetings, as required.

    Provide technical support and advice to RO and Country Office and Programme Presence staff

    • Diagnose, evaluate, and prioritize requests for assistance from staff in RO/MCO/CO and programme presence countries experiencing problems with hardware, application software, operating systems, networking and other computer related issues;
    • Provide strategic advice and direction to COs and programme presence countries;
    • Set up and ensure RO/MCO/CO staff have new email accounts;
    • Ensure all ICT on-boarding requirements are met for new staff;
    • Visit field offices; provide technical support and oversight in implementing ICT systems.

    Facilitate knowledge building and knowledge sharing in the CO/MCO/RO

    • Identify and promote different systems and applications for optimal content management, knowledge management and sharing, information provision;
    • Organize and lead trainings for the CO/MCO/RO staff on ICT issues;
    • Ensure staff training profiles and library of reference materials are maintained;
    • Synthesize lessons learned and best practices in ICT.

    Education And Certification

    Required Skills and Experience

    • A master’s degree in Information systems, Computer Sciences, Electrical Engineering or other related field is highly desirable;
    • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
    • Relevant certification in network administration is required e.g. Cisco Certified Network Engineer (CCNE) and Microsoft Certified Systems;
    • Engineer (MCSE) or Microsoft Certified Professional (MCP). If certification is not available at the time of recruitment, it should be obtained within 6 months;
    • Relevant certification in IT Security is highly desirable

    Experience

    • A minimum of 1 year of progressively responsible experience in the implementation and administration of large-scale network, hardware/ software, ICT infrastructure and Telecommunications is required;
    • Experience in IT security is required:
    • Experience in Microsoft Office365, Azure and SharePoint is highly desirable:
    • Experience in business intelligence tools is highly desirable such as PowerBI, or any other tools.

    Language Requirements

    • Fluency in English is required;
    • Working knowledge of another official UN language is an asset;
