    IT Officer

    Position within the Organization

     

    The IT Officer is a member of the Global Operations Unit which encompasses Finance, IT, Administration, Legal, Internal Audit and HR. The Global Operations Unit is led from the Headquarters office in Geneva, although team members are based in different locations around the world including in Bosnia, Côte d’Ivoire, Guatemala, Switzerland, Kenya, and Tunisia.
    The IT Officer reports directly to the Global IT Manager. The position coordinates and collaborates with Head Quarters, when needed, to support the Office’s work in the region.
    Under general supervision from the Global IT Manager, the IT Officer works closely with IT Officers, IT Focal Points from the field offices, and external service providers to maintain a coherent, sustainable, secure, compliant, and reliable IT infrastructure and internal systems that foster collaboration, knowledge management and analytics for all users. The IT Officer also works closely with Programme Officers to support the AV needs of the Programmes.

    Purpose and General Overview

    The IT Officer primarily provides IT support to the Interpeace team based in the ECA region and to other global IT initiatives. The IT Officer also supports the activities of the AV units in the region in collaboration with the Communications Team.

    Working closely with the Global IT Manager and in line with the Global Operations and IT strategy, the IT Officer supports global IT initiatives and defines minimum IT specifications for the Teams in the region. Guided by a global IT strategy and policy, s/he develops, guides, implements, monitors and maintains IT systems to ensure effective IT functioning for the teams in the region.

    The IT Officer also supports activities of AV in the region, providing IT technical support, needs analysis and procurement of AV equipment, in order to standardize equipment used in the region.
    The position requires regional travel.
    Guided by and in collaboration with the Global IT Manager, within the first 1-2 years, a successful Global Support IT Officer will have

    Collectively with the other Interpeace IT Staff, inform, support the definition of, roll out and maintain IT Security systems and policies.

    Successfully operationalized and optimized the Office’s IT

    Support the roll out and training of new systems replacing the existing Access Apps

    Duties and responsibilities

    Specific Duties:

    • Under the supervision of the Global IT Manager, the IT Officer will perform the following tasks:
    • System design, security, and maintenance***
      • Ensure the continued efficient operation of the existing systems in the Interpeace offices located in the Region, whilst the systems are being extended, improved and otherwise modified;
      • Analyze, design, develop, implement and maintain new systems and networks and participate as a member of a development team with responsibility for major components of the more complex systems;
      • Inform and implement IT strategies for the offices in the region in view of the Interpeace growth in field projects/offices. Identify the need for new systems (or modifications to existing systems).
    • IT policy, guidance sheets and manuals***
      • Inform and implement Interpeace IT policy and procedures for Offices in the region;
      • Inform (and adapt for the region if required) training materials, guidance sheets and operating and user manuals.
      • User training and support
      • Train staff in the use of key IT applications and processes
      • Provide specialized advice to users, analyze users’ requirements and where necessary translate these into new network resources or applications
      • Determine network and application systems integration and linkage issues Set up and operate an efficient help-desk function
      • Troubleshoot and provide continuing user support to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc. for the offices in the region.
    • Inventory
      • Support the Administration unit in maintaining the Inventory for all offices in the region
    • Audio-Visual Support and Coordination
      • Provide specialized advice to audio visual focal points in the region (Interpeace partners and offices), analyzing users’ requirements and guidance on the technological equipment and trends where necessary. Develop specification for new and existing AV equipment in consultation with the Global IT Manager and the Communications Team. More specifically:
      • Act as procurement focal point for all AV requirement needs for the offices in the Eastern and Central Africa region and partners offices.
      • Translate request into specification and recommendation for the AV equipment.
      • Work closely with the Programme officers, the Senior Global Communication Officer, researchers and audio-visual researchers to coordinate and produce audio-visual reports in forms of success stories and documentary films to accompany program or activity reports.
      • Acts as the focal point for ECA Audio visual related matters and as well as partners in Kenya, Rwanda, Burundi, The DRC and Somalia.
      • Support the management of the budget line of Audio-visual equipment during procurement for the ECA office and partners offices.
      • Provide training, mentoring and other capacity strengthening to improve the audio-visual capacity of partner organisations so that they are able to produce their own audio-visual reports
    • Financial responsibility
      • The IT Officer is responsible for monitoring the IT budget assigned to the Nairobi Office and advises on its optimal use and allocation

    Qualifications

    Education

    University Degree in IT or Industry Certifications such as MCSA/MCSE etc. required

    Experience

    • At least four years of relevant professional experience, including in deploying/maintaining Enterprise Networks, user support and training, IT Security including UTM solutions and website administration Competencies
    • Ability to work in a multicultural environment and to demonstrate gender-responsive and nondiscriminatory behavior and attitudes
    • Fluency in English and French required
    • Eligibility or able to obtain a work permit in Kenya
    • Deals with confidential information and/or issues using discretion and good judgment
