    Kenya Development Partners Group (DPG) Secretariat

    Objective
    The DPG would like to contract the services of a consultant to serve as a secretariat for the DPG as a means to support the work of the DPG, ensuring strong coordination, sharing of information and communication linkages amongst Heads of Cooperation, the Heads of Mission and the Government of Kenya.

    SCOPE OF THE CONSULTANCY
    With direction from the Co-Chairs of the DGP, the consultant (based in Nairobi) is responsible for secretariat services which include (but not restricted to) the following:

    • Support the organisation of the monthly DPG meetings (agenda and venue setting, prepare minutes, invite guest speakers etc.) and joint meetings between DPG and DPG HOMs.
    • Facilitate information sharing among the DPG and provide feedback and information to the Heads of Mission related to DPG meetings;
    • Mapping of the Joint Sector Working Groups (JSWGs) and Sector Working Groups (SWGs)
    • In consultation with the Government of Kenya and co-chairs of Development Effectiveness Group (DEG), coordinate JSWGs structure and help support the development of a strategy for the operationalisation of the JSWGs.
    • Support, facilitate and coordinate the DPG’s retreats, including with DPG HOMs and field missions, and ad-hoc thematic DPG meetings.
    • Store, centralize and maintain minutes from Sector Working Groups and Joint Sector Working Groups
    • Prepare speaking points and background notes for all relevant development policy issues as requested by the DPG to ensure a coherent approach of the DPG for dialogue with the Government of Kenya
    • In consultation with DPG particularly with Canadian partners, conduct analysis and research on issues of interest for the effectiveness of Canadian development cooperation.
    • Strengthening links and information exchange as required between Canada, the DPG and DPG-HoM groups (and other stakeholders as necessary).
    • Support contextualising and implementation of commitments of the Busan Partnership and Mexico and Nairobi High Level Meetings of the Global Partnership for Effective Development Cooperation in Kenya as requested by the DPG.
    • Support information sharing, communication and building coherent and accessible institutional memory on the Canadian assistance, the DPG and DEG (between groups and to the larger public).
    • Any other ad hoc support.

    LEVEL OF EFFORT

    • This position is for a part-time consultancy. The level of effort is estimated at Forty-Eight (48) days over a period of twelve (12) months.

    QUALIFICATIONS

    • The ideal candidate shall meet the following minimum requirements:
    • Minimum of five years of progressive experience in development programming/coordination;
    • An undergraduate university degree from a recognized university in development studies, project management, international relations etc.
    • Excellent English language skills (both orally and written);
    • Highly developed communication and facilitation skills;
    • Very strong organization skills;
    • Analytical skills;
    • Demonstrated experience in working with social media, information-sharing (electronic) tools;
    • Knowledge of gender equality is an added advantage.

    REPORTING STRUCTURES

    • The consultant will report to the Country Team Lead for Canada’s Field Support Services Project, based in Nairobi, Kenya. Ultimately, contracting obligations are with the Head of Cooperation at the Canadian High Commission in Kenya.

    BUDGET AND INVOICING

    • The Consultant will be paid a daily rate commensurate with the level of effort, qualifications and experience for each day spent directly on the performance of services, including approved travel time on a calendar day of 7.5 over a period of 12 months. Costs related to travel (except for outside of Nairobi), internet and stationery for the completion of the tasks outlined in the Terms of Reference are included in the fixed price. Any additional costs related to this mandate beyond the daily fee will be discussed/approved by the Head of Cooperation, Development Cooperation, in advance.

    All invoicing will be submitted in Canadian dollars.
