    The Water Services Regulatory Board (Wasreb) is a regulatory state corporation established by the Water Act 2002, this law was repealed by the Water 2016 operationalized in April 2017. Section 70 (1) of the Water Act 2016 established Wasreb with the main objective to protect the interests and rights of consumers in the provision of water services, while ensuring other stake-holders interests are also safeguarded.

    Manager Tariffs

    Job Purpose:

    Responsible for supporting water service regulatory activities through provision of economic / financial analysis guidance to promote efficiency and viability in the provision of water services.

    Reporting Relationship:

    This role reports to Director Licensing, Standards and Advocacy.

    Supervises:

    Senior Tariffs Officer, Tariffs Officer and Tariffs Assistant.

    Job Specifications:

    Duties and responsibilities at this level will entail:

    • Coordinate the evaluation of tariffs for water and sanitation services.
    • Oversee the implementation of regulations on asset development which shall include business, investment, and financing plans to ensure efficient and effective water services and progressive realization of the right to water services;
    • Determine the extent and conditions of financial support to be accorded to water services providers for providing water services;
    • Support private sector inclusion through Commercial Financing, credit rating of Water utilities, and promoting Public Private Partnerships (PPPs) in the water sector.
    • Coordinate the financial analysis of water service providers for purpose of investment planning and alternative financing; and
    • Identify funding gaps and advising County and National Governments.
    • Develop work plans and budgets for the Tariff Department.
    • Oversee the execution of the approved departmental work plans and budgets
    • Oversee performance management in the department
    • Prepare and submit all monthly, quarterly, and annual reports for the department
    • Prepare board papers for approval
    • Identify training needs for the departmental staff
    • Participate in the recruitment of staff within the department
    • Participate in the development and review of the WASREB strategic plan
    • Identify procurement needs of the department
    • Follow up on the implementation of agreed audit recommendations
    • Spearhead risk assessment of the department
    • Mentor and coach departmental staff
    • Participate in various committees in the Board
    • Review Tariff application with a view of recommending them for approval
    • Support development of the Annual Sector Performance Report
    • Ensure that the Water Service Providers implement approved tariffs and conditions.
    • Monitor and report on the performance contract of the department
    • Makes strategic, operational, and financial decisions for the department
    • Plans the work of subordinates
    • Assigns work to subordinates
    • Monitors subordinates work performance
    • Appraises/evaluates subordinates’ performance

    Person Specification:

    For appointment to this grade, a candidate must have:

    • Master’s Degree in Economics or Finance from a recognized institution
    • Bachelor’s degree in Economics from a recognized institution
    • A professional qualification in Finance or Accounting - CPA(K), or ACCA
    • Member to a recognized professional body in good standing
    • Demonstrated merit and ability as reflected in work performance and results
    • At least Ten (10) years’ work experience
    • At least three (3) years’ experience in management
    • Senior Management Course lasting not less than four (4) weeks from a recognized institution.
    • Meet the requirements of Chapter six of the Kenyan Constitution on Leadership and Integrity
    • Any other qualification as may be adjudged as relevant by the Board.
