Monitoring and Evaluation Officer at United Nations Office on Drugs and Crime (UNODC)

Task description

Under the overall supervision of the Head of Programme: Countering Transnational Organized Crime, Illicit Trafficking and Terrorism, and day-to-day supervision of the Crime Prevention and Criminal Justice Officers the International UN Volunteer will undertake the following tasks: Monitoring & Evaluation

•  Serve as UNODC programme focal point for the Transnational Organized Crime, Illicit Trafficking and Counter terrorism programme for monitoring, reporting, and evaluation of programme activities through the collection and analysis of relevant data and use of necessary tools and platforms;
•  Development and implementation of M&E framework including results-based M&E strategies, procedures, and templates for data collection,
•  Review and enhance existing M&E systems, tools, and indicators in use by the UNODC;
•  Manage an M&E framework across all project components that leverage qualitative and quantitative methods, and draws from a variety of data sources to measure pro-gress and evaluate the impact of programme;
•  Monitor effectiveness and quality of assigned UNODC programme outcomes, outputs, and activities on an ongoing basis, including by assessing pre- and post-workshop re-ports, conducting own evaluations, and consulting with project coordinators and beneficiaries;
•  Conduct substantive surveys and assessments on the performance of criminal justice systems of identified Member States in relation to the investigation and prosecution of TOC/CT including Trafficking in Persons (TIP) and Smuggling of Migrants (SOM) cases;
•  Support field staff to collect, use, and analyze data to track project progress and inform project decision discussions;
•  Maintain a clear and accurate information collection system to ensure a close and systematic monitoring of the project activities and their implementation status;
•  Communicate information obtained through M&E activities to programme staff, and external stakeholders, including the donor, to enable informed decision-making and course correction as needed;
•  Ensure that programme monitoring activities and evaluations are carried out according to schedules and that findings and recommendations are implemented;
•  Prepare reports, fact sheets, substantive input, etc., and present UNODC information to partners in close coordination and consultation with the UNODC programme managers;
•  Produce M&E interim and final project reports, as well as ad-hoc and situation update reports, for internal and external counterparts, including the Head of Programme and the donor, based on the project objectives and regional/national work plans. Communication & Visibility
•  Lead and advise the planning and design of plans and initiatives for common communication, advocacy, and outreach initiatives, in line with the UN communication strategy;
•  Track, research, and analyze information on assigned topics/issues, gather information from diverse sources;
•  Produce monthly summary reports of projects and activities for relevant stakeholders and counterparts;
•  Draft/compile a specific type (e.g. print, broadcast, etc.), of information communications products for target audiences, including press releases, media packets, and reports, brochures, briefings, video clips, newsletters, websites, etc;
•  Organize the clearance, production, and distribution of information material, conduct photo and graphics research;
•  Prepare, on the basis of official UN documentation and other sources, initial drafts of articles or chapters for inclusion on UN newsletters, periodicals, reports, and books;
•  In consultation with other team members, identify and propose information opportunities, activities, and approaches, taking into account the situation/topic and target audience;
•  Respond to a variety of inquiries and information requests internally and externally and prepare related correspondence;
•  Perform other tasks and assignments as necessary. Results/Expected Outputs
•  As part of a team, support with the substantive, programmatic operation, and implementation of the Transnational Organized Crime, Illicit Trafficking, and Terrorism Programmes in Eastern Africa;
•  Conduct baseline study and longitudinal survey on TIP and SOM cases through interviews;
•  Monitor, evaluate, and report on activities under the Programmes through the collection of data and use of relevant tools and platforms.
•  Finalise and submit baseline study and longitudinal survey on TIP and SOM cases and adherence to fair trial principles and international standards on the rights of migrants;
•  Contributed to institutional public communication efforts through good research, analysis of assigned topics, and timely preparation and distribution of information products to target audiences;
•  Effectively organized conferences and other media events;
•  Impacted the success of UNODC’s Programmes within specific areas of cooperation, in particular, the design, operation, and programming of activities as well as the creation of strategic partnerships.

Requirements

Required experience

• 3 years of experience in a relevant field, such as monitoring and/or evaluation (with a preference for rule of law, governance, migration-related projects), desktop publishing, communications, and information management, for a development-related organisation, is required.
• Previous experience in applying reporting, monitoring, and evaluation methods (both qualitative and quantitative) is required.
• Previous technical experience in programme/project monitoring and evaluation is desirable.
• Experience in gender mainstreaming in programme development, monitoring, and evaluation is desirable.
• Previous work experience in an international organization or with the United Nations system is desirable. Language Skills:
• Fluency and excellent drafting skills in English (written and verbal) is required.
• Knowledge of French is an advantage. Computer Skills:
• Strong computer skills and good knowledge of relevant software applications (i.e. Word, Excel, PowerPoint, social media, and others).
• Full working knowledge of printing procedures, graphics, and web development software i.e. Corel draw, Illustrator, Photoshop, picture publisher, Final cut pro, Adobe
