    Administrative Support Officer

    Task description

    Within the delegated authority and under the supervision of the Head of Transnational Organized Crime, Illicit Trafficking and Terrorism Programmes, ROEA – UNODC, the UNV will:

    •  As part of a team and in line with the applicable UN rules and regulations, contribute to the implementation of activities including secretarial, administrative, and logistical arrangements for workshops, meetings, conferences, and expert missions to support the implementation of the UNODC project on supporting the EAPCCO and its CTCoE.
    •  In connection with the project, perform general administrative tasks (including leave and attendance recording, arrangements for meetings and other events, reservations, budget follow-up, etc.), to include preparing and/or processing administrative requests/documents (e.g., requisitions, purchase orders, travel requests, contracts, expenditure authorizations, visa applications, etc.).
    •  Monitor processes related the project outputs, activities, and tasks; assist in the verification of receipt and accuracy of requisite documents, approvals, signatures, etc. to ensure compliance with the relevant legal, financial, and other requirements.
    •  Prepare official correspondence and other communications (including invitation letters, note verbales, etc.) using standard word processing package; produce a wide variety of large, complex documents and reports.
    •  Proofread and edit documents for accuracy, grammar, punctuation, style, and formatting.
    •  Perform data entry and extraction functions; generate a variety of standard statistical and other reports, work orders, etc., using various databases.
    •  Maintain calendar/schedules; monitor changes and communicate relevant information to appropriate staff; maintain hard- and soft-copy files and databases.
    •  Screen phone calls and visitors; respond to moderately complex information requests and inquiries (e.g., answers requests requiring file search, etc.), and as necessary, refer inquiries to appropriate officers.
    •  Review, record, distribute, and/or process mail and other documents; follow-up on actions.
    •  Update and maintain large distribution lists; monitor, prepare, and distribute various materials, reports, where possible using electronic formats; handle arrangement for printing and translation as necessary; coordinate shipment arrangements, courier services, etc.
    •  Provide guidance to less experienced staff on general office processes and procedures, computer applications, etc.
    •  Performs other tasks and assignments as necessary. Results/expected outputs: As part of a team, the Volunteer will be involved in supporting specified aspects of the work of UNODC ROEA Transnational Organized Crime, Illicit Trafficking, and Terrorism Programmes, and will receive guidance, supervision, and on the job-training on a regular basis. Additional training opportunities may become available through participation in specialized courses in the area of work and attendance to substantive events including field missions, seminars, workshops, etc. Through the assignment, the UN Volunteer will have:
    •  Gained improved knowledge on providing administrative and logistical support to capacity-building programmes and projects aimed at preventing and countering transnational organized and terrorism;
    •  Gained direct administrative work experience in supporting complex regional programmes in the areas of transnational organized crime and terrorism prevention;
    •  Gained exposure to the overall work of the United Nations, as well as improved skills in leading the relevant administrative work processes in line with the UN regulations and rules;
    •  Gained exposure to the overall work of the United Nations in the field of programme support;
    •  Gained experience in event planning and implementation;
    •  Improved skills in collecting, collating, analyzing, and presenting complex information related to the implementation status and other parameters relevant for the programme and project implementation;
    •  Improved skills in providing logistical support for the preparation and implementation of national/regional activities (e.g. training, missions, workshops, study tours, etc.) provided;
    •  Learn to conduct administrative monitoring and reporting to line and senior management in line with the UN regulation and rules;
    •  Weekly written and/or oral updates to the ROEA Head of Transnational Organized Crime, Illicit Trafficking and Terrorism Programmes and Programme Managers provided;
    •  Monthly written reports to the ROEA Head of Transnational Organized Crime, Illicit Trafficking and Terrorism Programmes and Programme Managers, detailing work undertaken and progress achieved within the month, provided; All the outputs should be submitted in English and meet the satisfaction of UNODC according to the following indicators:
    •  Quality of the reports produced;
    •  Technical competence; and
    •  Timeliness of the delivery.

    Requirements

    Required experience

    • 3 years of experience in providing secretarial, administrative, and logistical support is required; a first-level (bachelor’s) university degree is desirable
    • Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) is desirable;
    • Experience making administrative arrangements for meetings and events, including travel, is required;
    • Experience in document management is desirable;
    • Experience in drafting documents and correspondence is desirable;
    • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet is required;
    • Accuracy and professionalism in document production and editing, are required;
    • Experience working in an international setting such as the United Nations or any other international organization is desirable.
    • Excellent oral and written skills in English, including drafting, formulation, and reporting skills, is required;
    • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including high-level government officials.
    • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;

    Monitoring and Evaluation Officer

    Task description

    Under the overall supervision of the Head of Programme: Countering Transnational Organized Crime, Illicit Trafficking and Terrorism, and day-to-day supervision of the Crime Prevention and Criminal Justice Officers the International UN Volunteer will undertake the following tasks: Monitoring & Evaluation

    •  Serve as UNODC programme focal point for the Transnational Organized Crime, Illicit Trafficking and Counter terrorism programme for monitoring, reporting, and evaluation of programme activities through the collection and analysis of relevant data and use of necessary tools and platforms;
    •  Development and implementation of M&E framework including results-based M&E strategies, procedures, and templates for data collection,
    •  Review and enhance existing M&E systems, tools, and indicators in use by the UNODC;
    •  Manage an M&E framework across all project components that leverage qualitative and quantitative methods, and draws from a variety of data sources to measure pro-gress and evaluate the impact of programme;
    •  Monitor effectiveness and quality of assigned UNODC programme outcomes, outputs, and activities on an ongoing basis, including by assessing pre- and post-workshop re-ports, conducting own evaluations, and consulting with project coordinators and beneficiaries;
    •  Conduct substantive surveys and assessments on the performance of criminal justice systems of identified Member States in relation to the investigation and prosecution of TOC/CT including Trafficking in Persons (TIP) and Smuggling of Migrants (SOM) cases;
    •  Support field staff to collect, use, and analyze data to track project progress and inform project decision discussions;
    •  Maintain a clear and accurate information collection system to ensure a close and systematic monitoring of the project activities and their implementation status;
    •  Communicate information obtained through M&E activities to programme staff, and external stakeholders, including the donor, to enable informed decision-making and course correction as needed;
    •  Ensure that programme monitoring activities and evaluations are carried out according to schedules and that findings and recommendations are implemented;
    •  Prepare reports, fact sheets, substantive input, etc., and present UNODC information to partners in close coordination and consultation with the UNODC programme managers;
    •  Produce M&E interim and final project reports, as well as ad-hoc and situation update reports, for internal and external counterparts, including the Head of Programme and the donor, based on the project objectives and regional/national work plans. Communication & Visibility
    •  Lead and advise the planning and design of plans and initiatives for common communication, advocacy, and outreach initiatives, in line with the UN communication strategy;
    •  Track, research, and analyze information on assigned topics/issues, gather information from diverse sources;
    •  Produce monthly summary reports of projects and activities for relevant stakeholders and counterparts;
    •  Draft/compile a specific type (e.g. print, broadcast, etc.), of information communications products for target audiences, including press releases, media packets, and reports, brochures, briefings, video clips, newsletters, websites, etc;
    •  Organize the clearance, production, and distribution of information material, conduct photo and graphics research;
    •  Prepare, on the basis of official UN documentation and other sources, initial drafts of articles or chapters for inclusion on UN newsletters, periodicals, reports, and books;
    •  In consultation with other team members, identify and propose information opportunities, activities, and approaches, taking into account the situation/topic and target audience;
    •  Respond to a variety of inquiries and information requests internally and externally and prepare related correspondence;
    •  Perform other tasks and assignments as necessary. Results/Expected Outputs
    •  As part of a team, support with the substantive, programmatic operation, and implementation of the Transnational Organized Crime, Illicit Trafficking, and Terrorism Programmes in Eastern Africa;
    •  Conduct baseline study and longitudinal survey on TIP and SOM cases through interviews;
    •  Monitor, evaluate, and report on activities under the Programmes through the collection of data and use of relevant tools and platforms.
    •  Finalise and submit baseline study and longitudinal survey on TIP and SOM cases and adherence to fair trial principles and international standards on the rights of migrants;
    •  Contributed to institutional public communication efforts through good research, analysis of assigned topics, and timely preparation and distribution of information products to target audiences;
    •  Effectively organized conferences and other media events;
    •  Impacted the success of UNODC’s Programmes within specific areas of cooperation, in particular, the design, operation, and programming of activities as well as the creation of strategic partnerships.

    Requirements

    Required experience

    • 3 years of experience in a relevant field, such as monitoring and/or evaluation (with a preference for rule of law, governance, migration-related projects), desktop publishing, communications, and information management, for a development-related organisation, is required.
    • Previous experience in applying reporting, monitoring, and evaluation methods (both qualitative and quantitative) is required.
    • Previous technical experience in programme/project monitoring and evaluation is desirable.
    • Experience in gender mainstreaming in programme development, monitoring, and evaluation is desirable.
    • Previous work experience in an international organization or with the United Nations system is desirable. Language Skills:
    • Fluency and excellent drafting skills in English (written and verbal) is required.
    • Knowledge of French is an advantage. Computer Skills:
    • Strong computer skills and good knowledge of relevant software applications (i.e. Word, Excel, PowerPoint, social media, and others).
    • Full working knowledge of printing procedures, graphics, and web development software i.e. Corel draw, Illustrator, Photoshop, picture publisher, Final cut pro, Adobe
