    Monitoring and Evaluation Specialist (Nairobi)

    Background:

    The Center for International Health, Education and Biosecurity (Ciheb) — Kenya is a local non-governmental organization collaborating with the Ministry of Health and County Health Management Teams to strengthen health systems for improved quality of health care in Kenya. Ciheb-Kenya is collaborating with the county governments of Mombasa, Kilifi, Kwale, Taita Taveta, Machakos, Makueni, Kitui, Nairobi, Kisumu and Migori to support the implementation and expansion of high quality, sustainable and comprehensive HIV prevention, care and treatment programs and expansion of COVID-19 vaccination with funding from the President’s Emergency Plan for AIDS Relief (PEPFAR).

    Job Summary:

    The M&E Specialist will play a lead role in the design and implementation of a comprehensive monitoring and evaluation plan by developing appropriate indicators, implementing systems to safeguard the collection and management of COVID-19 vaccination monitoring, MoH Chanjo system support and program data, and recommending changes to annual work plans or data collection techniques as needed. The M&E Specialist will train project staff and liaise with MOH and Donor on national M&E reporting requirements and program learning strategies on COVID-19 vaccination monitoring, MoH Chanjo system support.

    Roles and Responsibilities:

    1. Oversee the application of Collaborating, Learning, and Adapting (CLA) principles to inform program implementation and management.
    2. Support the program in finalization and implementation of a Data Management Plan.
    3. Design the program M&E system and related tools, clearly identifying the users and the utility of the data/information.
    4. Define M&E indicators and adapt M&E tools to meet program needs, which may include pre- and post- tests, focus group interview protocols, community survey tools, and baseline, mid-term, and end-line survey instruments.
    5. Manage and safeguard data collection, train program staff, and supervise M&E activities of staff and sub-contractors.
    6. Oversee data collection processes, perform data quality assessments, and inform survey methods and design.
    7. Develop and revise M&E processes, SOPs and related tools that support quality assurance for key programmatic areas in vaccination programs.
    8. Ensure data fidelity throughout the value chain while guaranteeing maximal MoH vaccination data alignment through conduction of DQA/I initiatives and promptly share feedback with the program team.
    9. Analyze all data collected and advise program management on needed program revisions.
    10. Contribute to written performance reports for funder and other program deliverables.
    11. Work with grantees or partners to ensure accurate information flow, including guidance/support on grantee data collection, measurement, and reporting.

    Skills and Experience:

    • A Bachelor’s degree or its equivalent in social science, biostatistics, management, international development, monitoring and evaluation, or a related field preferred; A Master’s degree will be an added advantage
    • Minimum of eight (8) years of related work experience, with experience managing and implementing monitoring and evaluation and learning systems for donor-funded programs, preferably within education, livelihoods, or private sector development programs in Kenya or similar country contexts
    • Demonstrated abilities in qualitative and quantitative M&E methodologies, in knowledge management and organizational learning, survey and research tool design, data collection and statistical analysis, qualitative research, and dissemination of results
    • Experience coordinating with governments, ministries, and/or local NGOs, as well as with local communities, in the design and implementation of surveys and other data collection techniques
    • Proven interpersonal and communication skills and the ability to lead multidisciplinary teams
    • Ability to effectively use statistical analysis software such as STATA and SPSS
    • Experience on the use of M&E systems to support a learning agenda and evolve a theory of change to maximize impact
    • Provide specialized training to facility and sub-county teams in Health Information Systems including the EMR and other databases
