    Monitoring and Verification Specialist

    Overview: IBTCI is seeking a Monitoring and Verification Specialist for the Somalia Monitoring and Learning Project (SMLP) based in Nairobi, Kenya with travel to Somalia.  The purpose of this contract is to verify and provide independent confirmation of humanitarian aid programs in Somalia. This position is open to Kenyan nationals or Kenyan residents only.


    Responsibilities
     

    Essential Duties/Tasks and Responsibilities:  

    • Under the Deputy Chief of Party (DCOP)’s leadership, supervise the overall coordination of the Monitoring cycles, including developing the site visit plans and checklists, managing site visit data submission from subcontractors, ensuring protocols, assignments and deadlines are clearly communicated/adhered to and preparing/updating monthly SMLP site visit data submission schedules.
    • Reviewing incoming Third Potenital Monitoring (TPM) data for completeness, clarity and accuracy and advice TPMs on all data quality issues per MR cycle.
    • Initiate and supervise overall data and detailed threads analysis in close coordination with Information Management Specialist and the Learning Specialist under the technical supervision of the DCOP and under overall guidance of the COP.
    • Lead overall formulation and calculation of the Outcome Monitoring Indicators (OMI) and OMIs in all targeted sites.
    • Lead IP onboarding into the M&E system, including holding introductory meetings with IPs and preparation of IP award summaries and activity databases.
    • In coordination with the Information Management specialist, ensure all raw site visit data and associated implementing partner documentation is appropriately and systematically filed electronically on shared filing systems.
    • Partner with the DCOP to design Site Visit Tools and Protocols, Monitoring Plan and Monitoring Schedule, and other annual project deliverables.
    • Collaborate with the DCOP to sample and select sites.
    • In partnership with the Senior Project Coordinator Somalia Field Coordinators and Learning Specialist, develop and deliver field monitor training and capacity building.
    • Contribute to the development of content for external workshops, final presentations, IP workshops and external trainings.
    • Other duties as assigned.

    Qualifications

    Required Knowlege, Skills and Abilities: 

    • Previous experience with USAID programs.
    • Demonstrated working knowledge of monitoring principles.
    • Strong familiarity and experience with MS Office Software, in particular MS Word and MS Excel.
    • Demonstrated experience assigning, coordinating and managing tasks for a team of writers or researchers.
    • Must be detail-orientated and able to meet assigned deadlines in a timely manner

    Minimum Requirements:

    • At least 5 years of experience in Monitoring and Verification of international project, including experience with qualitative and quantitative data analysis and successful report writing/research/ publications.
    • In depth understanding of policies and regulations related to USAID project funding, sub-contracting and reporting requirements.
    • Previous experience managing third-party monitoring projects, M&E support projects, or large-scale evaluations, especially in the field of humanitarian assistance.
    • Proven experience managing the quality and consistency of a team of writers or researchers.
    • Oral and written fluency in English required.

    Education:  Bachelor’s degree in International Affairs, Statistics, Social Science, or related field required.  Master’s degree preferred.

    Preferred Knowledge, Skills and Abilities:

    Working Environment:  Work is typically performed in an office environment.

    Physical Requirements:  This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
