    Principal Finance Officer.

    Position Summary

    The Principal Finance Officer supports the Deputy

    Director Finance in the achievement of the departmental mandate and therefore participate in the planning, coordinating and controlling the Institute’s financial resources in accordance with government policies, procedures to ensure accountability; and ensure compliance with the Public Finance Management Act and Regulations in management of the Institute financial resources.

    Key Responsibilities

    Duties and responsibilities will entail: –

    • Reviewing and advise on financial and accounting processes in the Institute;
    • Developing and implement Institute’s financial policies, procedures and strategies;
    • Preparing summary feedback of financial statements and budget variances in order to monitoring budget implementation;
    • Developing and implement project management policies and procedures;
    • Developing and implementing internal financial controls;
    • Preparing annual financial reports, reports to donors and other project management reports;
    • Managing workflow and performance of the team against defined goals and objectives;
    • Managing the annual / monthly financial close process;
    • Reviewing and recommend modifications to accounting systems and procedures;
    • Ensuring correct application of Generally Accepted Accounting Principles;
    • Monitoring reserve accounts and short-term fund investments;
    • Ensuring optimal investments of funds by the Institute;
    • Ensuring follow up on Institute debts and facilitate timely collection;
    • Keeping custody of accountable documents;
    • Coordinating internal and external audits;
    • Managing hierarchy / scalability in chart of accounts and accuracy in the general ledgers and financial statements;
    • Creating and monitoring a system of controls and procedures for recording and reporting of fixed assets;
    • Managing project budgets, implementation and reporting;
    • Ensuring compliance with statutory regulations and International Accounting standard;
    • Coordinating all accounts duties of the Institute;
    • Interpreting financial Policies, budgetary controls and making financial returns;
    • Overseeing preparation of financial statements;
    • Monitoring financial expenditure trends and projections for the monthly and quarterly reports;
    • Supervising staff in the department; and
    • Participating in appraisal of staff in the department.

    Qualifications

    For appointment to this grade, a candidate must have:

    • Bachelor’s degree in any of the following disciplines: – Commerce KIPPRA ISO 9001:2015 Certified (Accounting/Finance Option), Business Management (Accounting/Finance Option), Economics, or equivalent qualification from a recognized Institution;
    • Master’s degree in any of the following disciplines: Business Administration, Finance, Commerce, or equivalent qualifications from a recognized Institution;
    • Six (6) years relevant experience in accounting and finance;
    • CPA(K);
    • Active ICPAK membership;
    • Management course lasting not less than four (4) weeks from a recognized institution;
    • Knowledge and experience of computerized accounting packages; and
    • Fulfil the requirements of Chapter six (6) of the Constitution.
