    The Non-Governmental Organizations Co-ordination Board is a State Corporation established by the Non-Governmental Organizations Co-ordination Act (Cap 19) of 1990. The Board has the responsibility of regulating and enabling the NGO sector in Kenya. The NGOs Co-ordination Board started its operations in 1992 and is currently under the Ministry of Interior and Co-ordination of National Government.

    Principal Investigations and Enforcement Officer

    JOB REFERENCE: PIEO/NGOB4

    Key Responsibilities/ Duties / Tasks
    Managerial / Supervisory Responsibilities

    • Oversee investigations and enforcement programmes, plans and activities;
    • Coordinate the collection, tabulation and recording of data on enforcement and investigations; 
    • Spearhead the receiving, collation, documenting and Coordinate verification of none compliant cases and work in conjunction with the vetting agencies on new applications;
    • Liaise with relevant divisions to generate notices and reminders for NGOs;
    • Coordinate training of other governments investigations and enforcement agencies; and
    • Supervise, mentor and coach staff.

    Operational Responsibilities / Tasks

    • Investigate cases on NGOs adherence to the NGOs Act, the regulations, terms an conditions, the code of conduct and other regulations in liaison with other Government investigation Agencies; 
    • Enforce compliance and detecting instances of NGOs abuse in liaison with relevant government bodies agencies for the purposes; 
    • Participate in conducting risk analysis of NGOs and the cases submitted to the division;
    • Develop a risk profile matrix and continuously review it to ensure compliance;
    • Receive and analyze investigation reports and recommend appropriate action;
    • Review cases and allocate them to investigations and enforcement teams based on complexity of the cases;
    • Develop criterion for blacklisting non-compliant NGOs and maintain a data base for all blacklisted NGOs;
    • Conduct record searches with relevant government departments on matters under investigation; and
    • Generate weekly and monthly reports on investigations and enforcement activities

    Academic qualifications

    • Master’s degree in Criminology or related discipline from a recognized Institution;
    • Degree in Criminology, Security or any other related discipline from a recognized Institution;
    • Minimum KCSE C+ (plus) or its equivalent;
    • Certificate in a Management Course lasting not less than four (4) weeks from a recognized institution;
    • Certificate in Leadership Course lasting not less than six (6) weeks from a recognized institution.

    Professional Qualifications / Membership to professional bodies

    • Membership and in good standing of a relevant professional body/Institution;

    Previous relevant work experience required.

    • Must have at least eight (8) years relevant work experience or served as a Senior Investigations and Enforcement Officer for at least three (3) years;
