Principal Supply Chain Management Officer – (1) Post at County Government of Nandi

Duties and Responsibilities

• The duties and responsibilities at this level will entail:
• The management and coordination of the supply chain serces in the county;
• Developing the County Annual Procurement Plan and ensuring adherence to it;
• Proding administrative guidelines on interpretation and implementation of Public Procurement and Disposal Act 2015 and the supporting regulations;
• Analyzing supply chain management policies, rules, regulations, structures and systems;
• In liaison with other departments, prode guidelines on matters of procurement, contract design and implementation;
• Preparing tender documents in accordance with the Public Procurement Act 2015 and coordinating the tendering process;
• Determining and proposing methods and strategies of handling the supply chain management function;
• Initiating and developing supply chain management policies and performance improvement strategies that are adaptive to the changing enronment and technology;
• Ensuring high professional supply chain management standards;
• Support departments and the Accounting Officers in full compliance and documentation of procurement proceedings. And
• Any other duty assigned by the Chief Officer Finance and Economic planning and Head of Supply Chain.

Requirements for appointment

• For appointment to this grade, one must:
• Be a Kenyan Citizen
• Have served for at least Six (6) years in Supply Chain Management three (4) of which must be in public sector;
• Possession of a Bachelor’s Degree in Procurement and Supply Chain Management or comparable qualifications from a university recognized in Kenya
• Possession of a Masters Degree in Procurement and Supply Chain Management or comparable qualifications from a university recognized in Kenya will be an added advantage.
• Must Have Professional Diploma in Procurement and Supply Chain Management fromChartered Institute of Procurement and Supply (CIPS) or Kenya Institute of Supply Chain Management (KISM)
• Have attended Senior Management course from Kenya School of Government or anyother institution recognized in Kenya;
• Have understanding and knowledge of E- procurement;
• Be a member of professional body (KISM) and possess current practicing license.
• Demonstrate understanding of the Public Procurement and Disposal Act 2015 Resed edition 2022 and its regulations; and
• Satisfy the requirements of Chapter six (6) of the Constitution on Leadership and integrity;
