    Project Officer -GF HIV

    Key Responsibilities:

    Project Planning, Monitoring and Implementation

    • Plan for the implementation of activities including interpretation of budget, preparing procurement plans, engaged in the procurement process and following the donor and WVK financial accounting policy/requirement.
    • Engage with the Ministry of Health County and Sub County Health Management teams to ensure successful implementation of TCS package and enhance Viral Suppression amongst PLHIVs. Including sharing of work plans and progress reports.
    • Ensure effective integration of GF HIV interventions with other WVK Projects in the Program sites particularly where the target beneficiaries are the same.
    • Work with local structures to foster positive knowledge, attitudes & practices by community members on up take of HIV prevention and treatment services amongst all age cohorts.
    • To coordinate and work with the KRCS Regional Coordinators, County Coordinators and MOH to ensure efficiency and effective implementation of the project
    • To provide technical support to the project team and the community volunteers in accordance with the project implementation guideline, National HIV guidelines and NASCOP guidelines.
    • Support timely community reporting and payment schedules to the Community Health Volunteers and Peer Educators
    • Ensure regular project review meetings at the County/Sub County to fast track and accelerate implementation.

    Project Reporting and Documentation

    • Utilize Global Fund HIV M&E tools and follow on set targets and timelines of reporting and documentation.
    • Participate in the Project assessments, designs, Annual Operating Plans development and reviews.
    • Prepare and submit timely quality monthly, quarterly, semiannual, annual and other relevant reports as per the requirements of the Project and ensure high level of data quality assurance in collaboration with the Project team.
    • Maintain a record of all monitoring back ups for effective tracking and performance review
    • Disseminate the relevant HIV information to the community members and relevant stakeholders for necessary action.
    • Ensure timely collection, generation and consolidation of monitoring data for reporting
    •  Support development and sharing of success stories
    • Ensure regular data reviews at the County/Sub County to fast track target achievement and quality data.
    • Review and build capacity of project staff on M& E deliverables in the Project

    Engagement, Networking and Coordination

    • Working with HIV Networks, MOH, Children Department, Education and social services for technical direction and leveraging of resources to strengthen the health systems to achieve HIV interventions targets at the County level.
    • Work with other NGOs, CBOs, FBOs, Units, Committees and Groups in the Project implementation sites who are implementing HIV interventions for synergy and achievement of bigger impact and sustainability
    • Facilitate community members to identify issues related to HIV, which require community level advocacy to enable the relevant stakeholders to take appropriate action towards the attainment of better health and protection status in the community.
    • Support and attend stakeholder’s forum related to Global Fund HIV interventions.

    Data Quality Assurance and Capacity Building

    • Build the capacity of staff, community groups, CHVs, CHEWs/CHAs and partners to enhance participatory monitoring for GF HIV
    • Ensure monthly DQA to assess reliability of the data by verifying on source data documents and quality of the same.

    Knowledge/Qualification for the role

    • Minimum of three years’ working experience in Health, Nutrition or HIV & AIDS Projects implementation and monitoring.
    • Bachelor’s degree (Public Health, Nursing, Clinical medicine, Community health, Community Development, Social Sciences or related field)
    • Experience working in Global Fund Grants is an added advantage
    • Networking and influencing skills
    • Ability to work with minimal supervision.
    • Experience with Kenya Health Information System (DHIS/KHIS) is an added advantage
    • Good understanding of Ministry of Health Structures at County levels.
    • Significant experience working with an NGO environment, community and people’s groups, state institutions etc.
    • Computer literate.
    • Ability to take initiative and work under minimum supervision
    • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure
    • Sensitive to multi-cultural differences
    • Energetic and positive attitude with strong interpersonal skills
    • Excellent communication skills and understanding of knowledge management approaches and mechanisms
    • Excellent presentation skills
    • Flexible, team player and result oriented
