    PROPEL Health Kenya Program Director

    Primary Duties and Responsibilities:

    The Country Director, based in Nairobi, will be responsible for liaison with donors and stakeholders, oversight and management of in-country implementation of one or more projects, and other duties relevant to Kenya and his/her technical areas, as assigned. He/she will report to the Field Programs Lead based in Washington DC and will work closely with government counterparts and Palladium country, regional and DC-based staff.

    Responsibilities:

    Stakeholder Liaison:

    • Serve as point of contact for Palladium’s Policy, Financing & Governance (PFG) portfolio in Kenya
    • Build productive working relationships through open communication with local stakeholders, including government counterparts, local partners, and Palladium donors.
    • Provide periodic updates on health financing and donor landscape to PFG leadership in Washington, DC
    • Seek opportunities to expand Palladium PFG business presence in Kenya

    Project Management:

    • If assigned to project-specific work, the position will be responsible for leadership and oversight of in-country project implementation, staff and reporting. He/she will work closely with DC-based staff to ensure project compliance with client requirements, donor rules and regulations, and Palladium policies and systems;
    • Further specifics on detailed project-level responsibilities will be developed with the Field Programs Lead, based on the nature of specific project(s) and the scope of work to be undertaken in Kenya.

    Technical Assistance:

    • Provide technical assistance in Health Financing and specific areas of expertise such as PFM, across Palladium’s PFG portfolio. This may include remote support, in-country support, or regional assistance via travel to countries or project sites.

    Required Qualifications:

    • Master's degree or higher in economics, public health, public policy, health systems, business administration, social sciences, or similar degree program is preferred but not required.
    • 12-15 years of experience in technical assistance at the national level in Kenya, on UHC, health financing, governance, health policy, using data for decision making, capacity development of public sector, sustainability, planning, and leadership. 
    • Experience establishing and strengthening productive and collaborative relationships with government counterparts, local organizations, the private sector, and other donor organizations.
    • Experience developing and applying systems management and monitoring tools and conducting assessments and analyses.
    • Experience implementing programs and providing technical assistance at the national and county levels in Kenya or other countries in Africa.
    • Proven experience conducting training events, workshops, and building the capacity of counterparts to strengthen financing, planning, and/or governance at the national and subnational levels.
    • Experience working on USAID-funded projects and knowledge of USAID contract management, policies, procedures, regulations and reporting requirements.
    • Proven experience providing mentorship and leadership to teams.
    • Demonstrated strong written and verbal communication skills.
    • Demonstrated experience in disseminating work through conference presentations, publications, and journal articles.
    • Ability to foster successful partnership approaches and relationships among a variety of organizations/institutions.
    • Successful track record in delivery of complex programs.
    • Ability to maintain positive relationships in complex and demanding situations
