Primary Duties And Responsibilities

• Collect and analyze budgets allocation and expenditure data for completion of Budget analyses and Public Expenditure Reviews and related briefs
• Prepare capacity building technical materials including power point presentation and county meeting reports
• Collect and analyze information in support of government agenda on Universal Health Care
• Play an active role in county capacity activities and support in documentation of success stories
• Organize, coordinate and support PROPEL Health workshops to build advocacy capacity of selected county champions to augment advocacy work at the county level to advocate for more resources for heath and HIV/AIDS
• Facilitate and support hosting of meetings, training workshops on resource tracking tools and advocacy
• Participate and guide the health sector at national and/or county levels in preparation of annual plans and Program Based Budget (PBB) as required under the Public Financial Management Act, 2012
• Support the project in results reporting to HQ and to the donor
• Provide assistance to others on matters related to topic area of health financing related research and evaluation and applied relevant methodologies to programmatic issues of importance
• Prepare health financing analyses, recommendations, briefing notes, and assessments for internal and client use
• Represent the company with others in the professional community and in the regional countries
• Supervise short-term local consultants in Kenya assigned to health finance activities
• Liaise, participate and coordinate with other donor agencies, implementing partners, working groups and advocacy groups on health financing capacity building and advocacy efforts
• Participate in the preparation of bids and proposals in response to government, foundations or other donor solicitation as requested by the company or supervisor
• Conducts all work to accepted standards of research ethics
• Performs other related duties and responsibilities as assigned

Education

Required Qualifications:

• BA in health policy, Public Health, Statistics, Economics, Health Economics, or relevant field; at least 3 years relevant work experience, or related field or equivalent experience.

Knowledge And Experience

• Strong written, presentation and oral communication skills for high-level policy audiences
• Minimum 3 years previous experience in a similar position, preferably with an INGO
• Experience with USAID-funded projects preferred
• Demonstrated knowledge and understanding of the Kenyan budget and budgeting process
• Experience and demonstrated understanding of health resource tracking tools (NHA, PEA, ETS)
• Excellent knowledge of Microsoft Office and any other statistical package like SPSS, R, STATA
• Strong organizational and technical reporting skills (policy briefs, blogs, etc)
• Excellent interpersonal skills and ability to work as part of a team.
• Ability to build effective relationships with all clients, peers, and stakeholders
• Ability to work hands-on, independently, and within a team
• Strong oral and written communication skills and ability to coordinate activities with officials from host country government, US Government, NGOs, and other partners
• A general understanding of health systems in Kenya

Language

Fluency in English is required.
