How can you make a difference?

The Public Partnerships and Resource Mobilization (PPR) Division leads UNICEF to secure quality public sector income for all children, promotes international development and humanitarian resources for child-focused outcomes, and facilitates UNICEF's intergovernmental and interagency engagement to champion child rights. The Division does this through its core functions of income, influence, insights, and stewardship by:

• Maintaining and expanding flexible resources for children from a diverse range of key international development and humanitarian partners
• Leading UNICEF's engagement with public sector partners globally
• Providing strategic insights and analytics on public partnerships
• Undertaking evidence-based influence & engagement with public sector partners to raise income and to champion child rights
• Providing global strategic direction, guidance, and oversight of the public partnerships function

The Public Partnerships Manager reports to the Senior Advisor, International Financial Institutions (IFIs) Team, as part of the PPR North Americas & IFIs Pillar in the Public Partnerships and Resource Mobilization Division. The incumbent will be the lead in the team on Regional Development Banks (RDB) engagement (Inter American Development Bank (IDB), Development Bank of Latin America and the Caribbean (CAF), Asian Development Bank (ADB), African Development Bank (AfDB), Islamic Development Bank (IsDB), Asian Infrastructure Investment Bank (AIIB), Caribbean Development Bank (CBD))​. For ADB, AfDB, IsDB and CAF the incumbent will work closely with the relevant Regional Offices on strategic engagement.

Specific responsibilities include:

​Agreement Clearance & Support​

• Lead review and negotiation of all RDB direct and indirect contribution agreements and amendments​ in close collaboration with relevant headquarters, regional, and country offices
• Provide quality assurance and clearance of all RDB partnership agreements​
• Contribute to risk management including due diligence and compliance with assigned partner
• Facilitate internal coordination across HQ divisions, regional offices, and country offices to strengthen institutional readiness and consistency in engagement with IFI financing modalities and partnership approaches.

Operational Engagement Capacity Building​

• Develop guidance, tools and templates to support operational engagement with RDBs​

Strategic Engagement​

• Work closely with relevant Regional Offices to position and prepare UNICEF leadership for strategic events, bilats, and other engagements with the RDBs.
• Engage with relevant Regional Offices to support the development of strategic partnership frameworks and institutional engagement plans with RDBs to strengthen long-term collaboration and pipeline development.
• Together with relevant Regional Offices, provide strategic advice and guidance to support country office engagement with the RDBs, including scanning the operating environment for partnership opportunities and risks.

Innovative finance and PPPs​

• Team focal point for all matters on innovative finance and PPP

Minimum requirements

• Education: An advanced university degree is required in one of the following fields: international relations, political science, communication, economics, finance, international development or other relevant technical fields.
• Work Experience: A minimum of 8 years of professional experience in one or more of the following areas is required: public affairs, programme management, resource mobilization, external relations, finance or other relevant area. Experience working with International Financial Institutions is required.
• Skills: Required skills include diplomatic communication, negotiation, partnership development, policy analysis, resource mobilization, and strategic engagement.
• Language Requirements: Fluency in English is required.

Desirables

• Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
• Experience implementing projects financed by the IFIs is an asset. Demonstrated experience in high-level negotiation & diplomacy, development finance, strategic advisory, senior government engagement, donor stewardship is considered an advantage.
• Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
