    RReDSS Regional Solutions Programme Manager

    Overall purpose of the role:

    The ReDSS Regional Solutions Programme Manager is responsible for providing technical and operational leadership to ReDSS’s regional activities, working closely with the ReDSS Director. This includes ReDSS’s cross-country activities and region-wide activities, as well as supporting ReDSS engagement in countries currently lacking dedicated ReDSS personnel (particularly Sudan and South Sudan). The Programme Manager will ensure coherent programme delivery, strengthens technical partnerships, and supports effective translation of evidence into practice. The Programme Manager also provides direct supervision to the Regional Programme Support Specialist and the Regional Learning and Communications Coordinator.

    Responsibilities :

    The ReDSS Regional Solutions Programme Manager will:

    • Provide strategic and technical support to ReDSS members and partners in applying durable solutions tools and frameworks to strengthen solutions-oriented programming.
    • Contribute to refining and operationalizing ReDSS’s regional durable solutions strategy, including support to Sudan/South Sudan processes.
    • Lead annual and quarterly work planning for the regional unit, ensuring alignment with the ReDSS Shared Agenda and cross-country priorities.
    • Translate strategic objectives into actionable, realistic, and cost-efficient programme plans.
    • Convene regular planning and review sessions to track progress, manage risks, and adapt work plans as required.
    • Support the ReDSS Director in deepening member engagement and identifying opportunities for collaborative action.
    • Contribute to actor mapping and the development of a prioritized stakeholder engagement and influencing plan.
    • Manage technical and programmatic relationships with regional stakeholders and support the Director in high-level policy and political engagement.
    • Ensure all regional research, analytical outputs, policy briefs, and learning products meet high technical, ethical, and editorial standards.
    • Lead adherence to ReDSS quality assurance processes, including peer review, learning workshops, and partner consultations.
    • Work with the regional team and consultants to ensure methodological rigor, contextual relevance, and accuracy of evidence products.
    • Strengthen linkages with country teams to ensure regional analysis and policy priorities reflect national/local realities and needs.
    • Identify operational and contextual risks related to research, political engagement, and capacity development, and escalate strategic or reputational risks to ReDSS Director with recommendations.
    • Coordinate delivery of research, capacity development, and policy dialogue activities across countries and thematic areas.
    • Provide supportive supervision and management to the Regional Programme Specialist and Regional Learning and Communication Coordinator.
    • Foster a collaborative, accountable, and learning-oriented team culture.
    • Contribute technical inputs to proposal development and support ReDSS Director in donor engagement processes.
    • Manage regional budgets, spending plans, and ensure compliance with donor and host-agency requirements.
    • Oversee and/or oversee high-quality donor reports, internal briefs, and external communication materials.
    • Ensure accurate documentation of outcomes, lessons learned, challenges, and good practices across the regional unit.

    Experience and Technical competencies (included year of experience)

    • Degree in social studies, political science, program management, international relations, international development, or a relevant field
    • Minimum 8 years of experience in similar positions involving programme planning, monitoring, and complex grants management with a consortium of partners
    • Strong knowledge of the socio-economic and political dynamics of the East and Horn of Africa region, more specifically on displacement, with a demonstrated ability to manage politically sensitive contexts
    • Demonstrated ability to work in a multicultural environment and establish effective working relationships, both within and outside the organization
    • Strong analytical and writing skills with proven experience in producing high-quality programs and lessons learnt tools, with the ability to present complex information in a simple and accessible manner
    • Strong programme and grant management skills
    • Solid experience in capacity development of a wide range of actors, including adult learning, mentoring and coaching, training of trainers, and impact monitoring of capacity development activities
    • Strong experience in translating evidence and research into programming guidance
    • Proven experience and strong interest in supporting community engagement and accountability processes
    • Excellent coordination, inter-personal facilitation, and communication skills to build trusted relationships with a wide array of humanitarian and development partners, donors, Government agencies, etc
    • Flexibility, proactive engagement, ability to work under pressure, and to demonstrate high tolerance for change, complexity, and unpredictability
