    Safeguarding Advisor - VisionFund International

    Job Summary

    VFI’s Safeguarding Advisor will provide technical expertise to build a culture of safeguarding; strengthen VFI’s safeguarding system; and mitigate VFI’s safeguarding risks at global, regional, national and local levels – in alignment with VFI’s Child and Adult Safeguarding Policy. S/he will create and update MFI-specific safeguarding guidance, will mentor and enable VFI Safeguarding Focal Points on their safeguarding role and build capability in the field.  They will continuously improve VFI’s safeguarding system by ensuring MFIs fully participate in the annual Safeguarding Update Reporting process and supporting MFIs in the development and implementation of their Safeguarding Action Plans.

    Key Responsibilities

    Coordination & Capacity Building - 50%:

    • Mentor and train VF MFI Safeguarding Focal Points on their safeguarding role
    • Identify safeguarding risks unique to a microfinance context and contextualise MFI safeguarding training materials to account for identified risks
    • Support VF MFI Safeguarding Focal Points to develop and/or update local safeguarding training materials for staff, interns, volunteers, contractors, partners, and Board/Advisory Council members
    • Support VF MFI Safeguarding Focal Points to develop and coordinate a safeguarding capacity building plan for their respective office inclusive of safeguarding orientation and in-depth training/courses/coaching for staff that targets their specific safeguarding responsibilities
    • Ensure safeguarding training and capacity building has been coordinated for all VFI Regional Office staff, interns, volunteers, Board/Advisory Council and affiliates
    • Equip VF MFI Senior Leaders at global, regional and national levels to build a culture of safeguarding in a microfinance context
    • Support and communicate thinking on MFI-specific safeguarding risks to VF MFI Senior Leaders
    • Develop and communicate practical guidance for VF MFI Leaders on how to effectively resource safeguarding at local, regional, and global levels
    • Initiate and Steward a VFI Safeguarding Advisory Group, ensuring participation from key stakeholders, driving agenda items and coordinating the group as a whole
    • VFI has a reputable culture of safeguarding the children and communities they serve
    • VFI Senior Leaders equipped to understand, communicate and mitigate safeguarding risks
    • VFI established an internal community of safeguarding experts who are building the safeguarding capacity of staff and strengthening their safeguarding system at all levels of the organisation, including with affiliates

    Safeguarding Policy Implementation and Global Compliance - 30%

    •  Support VF MFI Safeguarding Focal Points and VF Regional Offices to develop and roll-out a contextualised Child and Adult Safeguarding Policy – ensuring it accounts for MFI-specific risks
    • Ensure safeguarding implementation guidance is contexualised to meet the needs of MFIs
    • Raise awareness on the Partnership Safeguarding System, educating key stakeholders and colleagues on their roles and responsibilities and enabling them to fulfil these.
    • Create new MFI-specific safeguarding implementation guidance and tools that mitigate VFI’s safeguarding risks
    • Train VF MFI Safeguarding Focal Points on how to prepare a safeguarding incident preparedness plan (SIPP)
    • Support VF MFI Safeguarding Focal Points to complete the annual Safeguarding Update Report and create a Safeguarding Action Plan - reviewing every VF MFI Update Report before submission and monitoring progress on action plan and manage the reporting and analytics on this globally for VisionFund including Board and Key stakeholder updates
    • Key VFI safeguarding risks identified and mitigation measures in place
    • Demonstrated compliance to VFI’s Child & Adult Safeguarding Policy through Update Report process and findings – 100% of MFIs complete self-audit process in a timely manner
    • VFI’s safeguarding system is continuously improving – based upon evidence from the MFI’s Safeguarding Update Reports

    Safeguarding Incident Management - 15%

    • Coordinate and/or provide training on “survivor-centred” approaches to incident management for members of the Safeguarding Incident Management Team
    • Ensure every VF MFI including Regional Offices have an approved TOR for their Safeguarding Incident Management Team
    • Support VFI’s response to Level 2 and Level 3 safeguarding incidents, upon request – ensure MFI’s remain accountable to the WVI Integrated Safeguarding Unit, according to global protocols
    • VFI equipped to support sound safeguarding incident management practices, in alignment with WV’s safeguarding incident management protocols
    • VFI promotes and implements survivor-centred approaches to safeguarding incident management

    Peer Support and Learning Platform - 10%

    • Promote and facilitate peer support for VF MFI Safeguarding Focal Points – consisting of a platform for sharing, Q&A and general updates
    • Connect VF MFI Safeguarding Focal Points to their respective WVI Field Office’s Safeguarding Focal Point (where applicable) for mutual learning and support
    • Drive global alignment and integration building communities of local practice; connect and enable VF MFI Regional Office staff to collaborate with WVI’s Regional Office staff on safeguarding training, capacity building and incident response to minimize duplication of efforts and benefit from one another’s expertise (where applicable and feasible)
    • VFI’s safeguarding system is strengthened by peer learning and support, including collaboration with WV’s Safeguarding Focal Points

    Key Qualifications and Requirements

    • Master's degree or equivalent in a Legal, Human Resources or Child Rights-related field, or field/practical experience working with situations of policy formation, guidance and implementation
    • 5 years experience in safeguarding or related function in an international NGO
    • Proficient in coaching, influencing, facilitation, presentation, communication, analysis and problem solving
    • Expertise in child safeguarding issues, emergency relief, the UN CRC and the field of child protection
    • Excellent analytical, interpersonal, and collaboration skills in a diverse environment. Proven ability to work as an effective team member on cross-cultural teams
    • Experience developing and interpreting complex or challenging policies
    • Experience in communicating to and influencing organizational leadership and management decisions
    • Very strong organizational skills; ability to complete a complex variety of tasks in an organized manner and to quickly change and adapt to new priorities
