    Secretary Information & Broadcasting

    For appointment to this grade, a candidate must have:

    • Served for a minimum period of three (3) years in the grade of Director Information/Public Communications, CSG 5.
    • A Bachelor's degree in any of the following disciplines: communications/public relations studies, mass communication, journalism, public relations, communication studies, media studies/science, or its equivalent qualification from a recognized university in Kenya.
    • A Master's degree in any of the following disciplines: communications/public relations studies, development communications, corporate communications, or its equivalent qualifications from a recognized university in Kenya.
    • Membership to a professional body and in good standing (where applicable).
    • Demonstrated technical and professional competence, managerial and leadership capabilities, and thorough understanding of Information and Broadcasting.
    • Exhibited thorough understanding of national development policies, goals, legislations, and objectives and the ability to integrate them into Information and Broadcasting functions.

    Duties and Responsibilities

    • An officer at this level will report to the Principal Secretary for effective management and administration. Duties and responsibilities at this level will include:
    • Spearheading development, implementation, and review of policies, regulations, strategies, standards, and guidelines on information and broadcasting.
    • Providing technical advice on emerging trends in information and broadcasting.
    • Overseeing monitoring and reviewing information and broadcasting programs and initiatives.
    • Reviewing information and broadcasting reports/briefs and making recommendations.
    • Ensuring compliance with professional standards and ethics in the information and broadcasting sector in line with the Constitution and other related laws.
    • Moderating information and broadcasting content in line with Article 10 of the Constitution.
    • Collaborating with relevant stakeholders to establish partnerships and linkages on information management and broadcasting.
    • Ensuring adherence to international protocols, treaties, and conventions on information management and broadcasting.
    • Enhancing access to information to promote public engagement.
    • Coordinating research, innovation, and capacity building in information and broadcasting management.
    • Overseeing upgrading, expansion, and maintenance of information and broadcasting systems and infrastructure.
    • Overseeing development and implementation of the strategic plan, work plan, budget, procurement plans, performance contract, and staff appraisal.
    • Managing and developing staff information and broadcasting, ensuring prudent utilization of resources.
