    Senior Executive Officer

    Job Purpose

    The Senior Executive Officer will support the Africa's Regional Director with day to day fulfilment of tasks, supporting an effective relationship with internal and external partners and providing efficient and effective management to the Africa's Regional Office, including clear accountability. The position holder will support greater matrix management and coherence including clear accountability.

    Job Duties And Responsibilities

    The Executive Officer for Africa's Regional Office has the following duties and responsibilities:

    Management of RD office

    • Provide day-to-day research, drafting, editing and of the full range of the Africa Regional Director's external and internal statements, including speeches, presentations, reports, interventions and speaking points, media interviews and social media statements and other similar communications.
    • Accompany/support the Regional Director upon request to meetings, events and travel and provide necessary strategic advice, briefing notes, records and ensures effective dissemination and follow-up of actions/recommendations.
    • Serves as Secretary to the Regional Leadership Team (RLT) and advises on related issues.

    Coordination

    • Coordinates administrative and management projects that are cross cutting in nature and that require collaboration of several units or thematic areas. These will include return to office plan post COVID-19 Pandemic, restructuring for Strategy 2021 -2030, regional planning meetings and pan-Africa Conference.
    • Liaise with internal and external contacts/stakeholders to promote a good and positive image of the Federation through information exchange and professional feedback.
    • Ensure there is a great coordination between the 3 levels (Regional Office, Cluster offices and Country offices) and provide needed support for information sharing as well as promoting the matrix approach.

    Reporting and Tracking

    • Consolidates the quarterly reports for the Secretary General (SG) in consultation with the Director, Deputy Regional Director, Head of Operations, Cluster and Country offices.
    • Develops in coordination with the RLT, and other units, systems, and tools to support the RD in monitoring, evaluating, and reporting on key decisions.
    • Develop and manage systems for tracking commitments made by IFRC senior leadership teams in Africa. Elements to be tracked will include missions, projects, and assignments that are cross-cutting and of high impact to the Region.
    • Develop and manage systems for tracking significant changes at Partner and Africa National Societies. Information generated from the membership intelligence will be useful for pro-active decision making and for effective planning for support by the Membership.
    • Consolidate the quarterly reports for the Secretary General (SG) in consultation from the Director, DRD, Head of Operations, regional and Country offices.

    Staff Supervision.

    • Manage protocol services at the Regional Office. Tasks will include cultivating relationships with respective government offices, advising and monitoring protocol adherence by the Regional Office to ensure that they are compliant with the government procedures and policies.
    • Supervision of the executive support team: Executive Assistants, Protocol Officer
    • Any other duties as may be provided by the Africa's Regional Director.

    Education

    • Advanced university degree (master’s or equivalent) in management, public administration, social sciences, international relations, economics, law, or other relevant field of study; or a first level university degree in a relevant field combined with extensive relevant experience.
    • Additional advanced university degree (master’s) in a second relevant field of study; or training or certifications in relevant fields is preferred.

    Experience

    • Minimum 5+ years of progressively responsible professional experience in at least one of the following fields; Socio-economic development, communications, advocacy, partnership development, resource mobilization, strategic planning, institutional development, or M&E.
    • Demonstrated professional experience working in international organization, NGO, or other relevant international and cross-cultural environment.
    • Experience of working for the Red Cross and Red Crescent preferred.
    • Experience working with governmental and international non-governmental organizations, authorities, and agencies preferred.
    • Experience of handling confidential information.
    • Proven track record in executive communications.

    Knowledge, Skills and Languages

    • Excellent proficiency in design and preparation of state-of-the art electronic presentations including PowerPoint and Prezi.
    • Knowledge and ability to use state-of-the art electronic management monitoring and evaluation tools and programmes.
    • Leadership skills.
    • Strategic analysis, systematic planning, and implementation skills.
    • Interpersonal skills and ability to negotiate while maintaining effective working relations.
    • Discretion, loyalty, and ability to identify and handle sensitive issues and confidential information.
    • Fluently spoken and written English.
    • Good command of another IFRC official language (French, Spanish or Arabic) preferred
