SENIOR OFFICER, PROJECT PLANNING & ECONOMIC REGULATION (KET 5) ONE (1) POSITION REF: KETRACO/5/1C/40/173/VOL II – B (02/2025) ON PERMANENT & PENSIONABLE TERMS
Reporting to the Manager, Strategy and Corporate Planning
Job Purpose
-
This job is responsible for undertaking project planning, economic appraisal of projects, tariffs setting, and economic regulatory affairs in the Company.
Key Responsibilities
- Coordinating estimation of transmission license fees and other relevant national and regional economic regulatory obligations for the Company;
- Developing draft advisory services to the Management on Transmission tariffs and other regulatory obligations;
- Providing support for effective linkages with the Ministry of Energy, Regulatory Agency, and other utilities during Retail Tariffs reviews and hearings and during the development of national and sector plans;
- Reviewing the drafting Managing Director’s report, business performance review, and the Company’s performance review as inputs into the Company annual reports;
- Supervising performance and capacity building of the staff in the unit;
- Preparing Transmission tariffs and wheeling charges and providing inputs into the associated interconnection and wheeling agreements;
- Undertaking drafting of the Transmission Master Plan;
- Developing responses to the regulatory agency and other utilities during tariff reviews and hearings;
- Preparing proposals and concepts for financing & investment strategies for the organization in line with the Transmission Master Plan;
- Undertaking financial and economic evaluation of new projects during feasibility studies and project appraisals;
- Coordinating engagements and activities on the pilot PPP program with the Public Private Partnership (PPP) Unit and development partners including drafting of requests for support, framework development, and project preparation documents;
- Outlining frameworks for regional electricity trade and open access for the organization in liaison with other sector utilities and regional power organizations;
- Undertaking the drafting of the management paper on the estimated annual transmission license fees;
- Reviewing generation projects feasibility studies to ensure alignment with the company-planned projects, sector plans, and national plans and in line with the regulatory and policy framework;
- Representing the Company’s interest in the drafting of regional, national, and sector policies and regulatory frameworks.
Qualifications & Skills Required
- A Bachelor’s degree in Economics/Project Planning/Strategic Management or a related field from a recognized institution.
- Must have an Economic/Utility regulation course lasting not less than ten (10) days.
- Supervisory or Management course lasting not less than two (2) weeks.
- Must have six (6) years of relevant work experience.

- Current Clearance from the Ethics and Anti-Corruption Commission (EACC); and
- Current Report from an approved Credit Reference Bureau (CRB).
