    Senior Officer - Wholesale Financing/Special Projects

    Job Description

    • The officer will be responsible for execution of rigorous credit appraisals, institutional due diligence, and financial monitoring of participating financial institutions, ensuring strict compliance with operational policies, risk frameworks, and security perfection timelines to support the growth and quality of the wholesale lending portfolio.

    Duties and Responsibilities

    • Supporting the implementation and continuous review of wholesale financing operational policies, systems, processes, and procedures;
    • Conducting comprehensive credit assessments and scoring for participating financial institutions to inform board approval and credit management decisions.
    • Undertaking detailed project and refinancing appraisals in strict accordance with established Corporation’s policies.
    • Verifying security perfection, draft restructuring proposals, and process documentation to initiate authorizations for disbursements and bad loan provisions.
    • Assisting in the deployment and operational rollout of wholesale lending programs and revolving fund mechanisms.
    • Screening prospective institutional borrowers and maintain an active pipeline to meet annual disbursement and impact targets.
    • Verifying that proposed wholesale financing structures adhere to national economic goals and regulatory mandates.
    • Executing detailed institutional due diligence on intermediate borrowers, analysing their governance, operations, and capital adequacy.
    • Drafting terms for complex debt facilities, collateral requirements, and agreements to protect the safety of the fund.
    • Compiling data-driven credit memoranda and risk assessments for presentation to credit committees.
    • Preparing periodic management and data inputs for Board reports as required.
    • Providing inputs for departmental budget preparation and adhere to established internal budgetary controls.
    • Collaborating with the Risk Management and Compliance department to track facility performance and flag changes in risk profiles.
    • Liaising with the legal department and external agencies to expedite security perfection and support recovery activities for defaulting loans
    • Reviewing the financial health, financial statements, and covenant compliance of borrowing institutions.
    • Monitoring portfolio metrics to detect early-warning signs of credit deterioration and recommend timely risk mitigation strategies.

    Person Specifications

    • Bachelor’s degree in a Business-related field from a recognized institution;
    • A member of the Association of Certified Public Accountants (ICPAK) or Chartered Certified Accountants (ACCA) or its equivalent.
    • Minimum five (5) years’ experience in finance or a relevant field;
    • Professional expertise and industry Knowledge of loan management and credit policy;
    • Proven track record in evaluating the financial health, governance, and asset quality of financial intermediaries, such as SACCOs, micro-lenders, or cooperatives;
    • Regulatory Awareness: Familiarity with the banking sector regulations, SACCO Societies Regulatory Authority (SASRA) guidelines, and national development agendas;
    • Analytical Mindset, demonstrating high attention to detail when auditing compliance checklists and loan documentation;
    • Have knowledge in use of MS office packages
