    Senior Principal GIS Officer

    Job specifications

    Duties and responsibilities will include but not limited to;

    1. Coordinating GIS activities amongst various NEMA departments to promote and maximize on the use of GIS technology;
    2. Providing progress reports to the department head, oversight committees and supervisors;
    3. Ensuring the dissemination of the GIS data to other departments, other government agencies and the public;
    4. Directing and participating in the analysis and design of new and or revised GIS applications;
    5. Monitoring and supervising implementation of the systems by staff working under him/her;
    6. Developing and implementing short and long term strategic goals and objectives for the GIS division;
    7. Developing and implementing appropriate policies, procedures, standards, and work program for the GIS division;
    8. Participating in regional Spatial Data Infrastructure (SDI) development and sharing effort;
    9. Developing and administering GIS budget and billing of GIS services;
    10. Promoting use of GIS by NEMA departments and ensure that the geographic information needs of all NEMA departments are met with maximum utilization of the existing resources;
    11. Administering licensing agreements and frameworks of cooperation;
    12. Coordinating preparation of Work plans, Performance Contract and Progress Reports for the GIS Division;
    13. Coordinating implementation of the division’s strategic plan and realization of its objectives;
    14. Ensuring compliance with principles and values of good governance, transparency, accountability, ethics and integrity;
    15. Developing, training, supervising and appraising staff in the GIS division.

    Requirements for appointment:

    For appointment to this position, a candidate must have:

    • Bachelor’s degree in Cartography, photogrammetry and remote sensing, Geo-informatics or any other related field from a recognized institution;
    • Master’s degree in Cartography, photogrammetry and remote sensing, Geo-informatics or any other related field from a recognized institution;
    • Demonstrated ability to use GIS technology for mapping to generate geospatial products;
    • Expertise in geospatial technology applications, specifically in the areas of remote sensing, GIS, cartography and other related spatial information related field;
    • Technical knowledge of industry-standard GIS software, Spatial Data Infrastructure (SDI), and creation of geospatial data products in developing country environments;
    • Experience implementing geospatial meta-data standards, workflows, data-sharing protocols, and GIS best practices;
    • Ability to collect, manage and analyze remotely sensed and aerial data sets from disparate sources and in different formats;
    • Ability to establish geospatially-based management information systems (Geo-MIS);
    • Management course lasting not less four (4) weeks from a recognized institution;
    • A minimum of ten (10) years’ relevant work experience and at least three (3) Years’ experience in management role in Public Service or Private Sector;
    • Proficiency in Computer Applications;
    • Shown merit and ability as reflected in work performance and results;
    • Fulfill the requirements of Chapter 6 of the Constitution.
