Ships, Actions & Logistics Manager at Greenpeace

Key Tasks

• Operational support and guidance
• To strategically contribute, as part of projects within campaign teams, to the maintenance of the highest standards in the delivery and design of Greenpeace’s campaigns. Cooperate with designated teams designing and delivering campaign strategies, and contribute strategically and operational expertise in order to ensure effective and ambitious inclusion of Security, Ships, Actions and Investigations components
• Ensure a learning environment in the Actions Stream of work as required. Provide technical and logistical support and advice to Greenpeace Management staff as required
• Develop an integrated team which is flexible in skill set and operational environmental experience to meet the challenges, changes and ambition goals of Africa
• Foster integration and team work within strategies globally, Africa relevant, hub specific and locally within the various multi-disciplinary teams
• Designing actions and protest that are inspired by Africa history of protest and resistance
• Cooperating with other programme teams designing and delivering campaign strategies, and contribute strategic and operational expertise in order to ensure effective and ambitious inclusion of security, marine operations, actions and investigations
• Proactively and on request, provide Projects, Campaigns, Strategy and Africa’s ambition specialist and generic security, ships, actions and investigations advise
• Ensure that Action input into Management Strategy and Output is an underlying theme and that the legal, health and safety component is included in in all campaign strategies
• Liaise with GPI Capacity Development team to identify capacity development needs of Greenpeace Africa ships, actions and logistics

Smart Risk Taking: 

Key Tasks

• Promote innovation and best practice in contributing to spreading Smart Risk Taking (EPPAL) experiences across the organisation. Proactively and on request contribute to risk assessment, inquisition, sign off and EPPAL monitoring processes
• Inform and advise relevant parties (Greenpeace staff, visitors, Country Managers, partners, allies, activists, volunteers) on smart risk taking according to the Greenpeace EPPAL standards
• Support and Advice to the Actions & Investigation Officers in developing risk assessments in conjunction with teams and their terms of reference relative to planned activities (field trips, investigations, travels, press conference, etc.) in line with EPPAL
• Supporting Teams in conceptualizing smart risk taking and mitigation measures arising from risk analyses in projects in conjunction with Security Manager and Regional Country coordinators, Office Management and Country Coordinators
• Formulate Security assessments in consultation with the team members, risk assessments for actions, activities, press releases and movements if/when required
• Formulate security plans when required for marine operations, action NVDA, investigation, activities and training. Sign off on campaign & communications materials, tactics and strategies that may influence Action risk levels
• To ensure that all staff, volunteers, activists at Greenpeace Africa are working with EPPAL to promote a smart risk-taking Culture and providing guidance, support, management, direction and advice, tools and up to date protocols and procedure documents. Working regionally to coordination with all our offices in Africa and advise on ways forward for teams in office, in country, and in the field across Africa
• Support is given to ensure that the relevant parties are informed and advised in legal, risk and duty of care in Greenpeace’s name
• Supporting the Security Officers in their roles to contextualize the realities of working in the Sub-Saharan regions as risks and mitigation measure to properly discuss with the teams the risks Vs. the campaign benefits and what mitigations can be taken to alleviate intrinsic risks to residual risks
• Supporting Actions and Investigations Officers and Security Manager in facilitating discussions to ensure risk analysis is done and completed with the relevant teams/project leaders/managers – this assessment then dictates the security plan

Action:

Key Tasks

• Be a support and mentor for the logistical planning, coordination and execution of action
• Manage, Advise and Support to team members in Preparing, planning and coordinating the execution of direct actions and take part in any debrief and evaluation. Create and develop new forms of direct action, protest and intervention. Taking inspiration from wider Greenpeace and other protest groups
• Provide support for the work of other members of the Unit as required. Provide technical and logistical support and advice to Greenpeace programme staff as required
• To advise, participate in and assist management teams in developing and implementing action strategy.
• Ensure the appropriateness, relevance and quality of NVDA is at optimum, to create a less quantity and more quality baseline
• Support the team to deliver planned, researched, developed, implemented and coordinated action with all parties concerned
• Assist as a supporting and mentoring role where possible for actions & Investigations Officers and integrate to expand and learn where necessary
• Revise actions, events and activities undertaken in both office and in field environments including for campaign, engagement, fundraising and organisational projects before execution
• Be a voice in meetings and give input into projects (be a part of the core teams for project development and design)

Action Related Field Investigations: 

Key Tasks

• Support Actions & Investigation officers in research undertaken in both office and in field environments including investigations for campaign projects
• Formulate Security assessments in consultation with investigation officer risk assessments for investigation activities and movements if/when required
• Ensure a learning environment in the Investigations Stream of work as required. Provide technical and logistical support and advice to Greenpeace Management staff as required
• Manage, Advise and Support to team members in Preparing, planning and co-ordinating the execution of Investigations and take part in any debrief and evaluation. Ships:

Key Tasks:

• Be a support and mentor for team members who are ready to be responsible for the logistical planning, coordination and execution of action and marine operations
• Be responsible for the logistical planning, coordination and execution of marine operations linked to campaign, actions or investigation work with Security and Safety as a basis to work from
• Advise and assist project teams in developing, implementing and executing ship projects as requested by the relevant departments
• Ensure the appropriateness of targeting, campaigning relevance and tactics, the originality of approach, ambition, quality of research, development, detail planning, execution and evaluation of all ship work on board and on land with actions or investigations work
• Prepare, plan and coordinate the execution of ship projects and take part in any debrief and evaluation. Equip the team with tools and expertise on how to execute ship projects to their full potential.
• Support the team to deliver planned, researched, developed, implemented and coordinated marine operations with all parties concerned
• Support core team to ensure a successful application for a ship tour with regards to on board objectives (for 2019), people management and operational logistics. Further support AC/IO on ship tour on board objectives, people management and operational logistics
• Be a voice in meetings and give input into projects (be a part of the core teams for project development and design)
• Formulate risk assessments, in consultation with campaigns, actions, investigations and logistics, communications, fundraising and management staff as, and when required) including international teams and Greenpeace International operations unit

Ships : Responsibly manage the Ships, Actions and Logistics Unit budget

Key Tasks:

• Sign off of budget requirements
• Manage and allocate budget to various Unit streams (Security / Ships / Actions / Investigations)

Budget:

Key Tasks:

• Ensure proper use and maintenance of the action and Logistics unit storage facilities
• Monitor use, protocols and procedures of warehouse and equipment use
• Set up and develop an equipment purchase list for all storage warehouse facilities
• Ensure all Security equipment is being used in the correct manner, maintained and tested periodically
• Support the Actions and Investigations officers in keeping up to date equipment inventory, checking status of and integrity of equipment, which has been used on loan and come back. Advice on equipment use for investigations and action activities. Allow for trainings on use of equipment to be run
• Revise the protocols and procedures and make sure they are followed at all times. Upgrade the equipment when needed according to the budget available
• Keep equipment maintained and develop equipment purchase lists. Run end of the year evaluation on equipment use and deterioration with recommendations on next year purchases

Unit & People Management

Key Tasks:

• Lead and contribute to the campaign operations and advisory (S)SAI Unit
• Maintain excellent relations with the Security, Ships, Actions & Investigations staff throughout all Greenpeace offices
• Build external and internal networks with suppliers, activists and other stakeholders
• Assist the Senior Management Team to create a Security, Ships, Actions and Investigations culture within Africa
• Report on unit management and complete Admin and documentation
• Establish and maintain secure communication lines and filing system
• Create a feedback system which is constant and indicates areas of possible issues before they actualise

Training: Facilitate trainings where needed and actively add new trainings to the schedule, develop the core trainer team of Action Coordinators and Investigation Officers

Key Tasks:

• Attend and support trainings as needed
• Development of the training programme with the Unit Officers
• Assess Unit Officers strength and weaknesses, and assist in moving them along their development pathway
• Develop external training calendars for activists, partners and other team members to assist them along a Greenpeace development pathway
• Conduct Security Training
• Conduct Crisis Management Training
• Conduct Negotiation training

Qualifications and Experience 

• At least Bachelor’s degree in Political Science, Security, or related field and/or 3 years of experience in security, global physical security, or related field OR 3 years of experience in international security, or a related field.
• 5 years of supervisory/management experience
• 7 years minimum in similar role (Coordinating / leading projects and direct actions)
• Flexibility and ability to quickly come up with solutions in often high stress situations, anticipate risks and security situations and develop workable action scenarios
• Develop training skills and oversee workable and safe actions scenarios, knowledge of equipment, techniques, strategies, understanding of the role of non-violent actions as part of the action scenario, project and larger campaign
• Highly developed interpersonal skills
• Good technical and handcraft skills
• Positive attitude
• 3 years qualification/experience in logistics will serve as an added advantage
• Experience working or living in Africa is an advantage
• Good command of French and English (written and oral)

Experience as a trainer in one or more of the following;

• NVDA
• Climbing
• Hazmat
• Boat driving
• Security training
• Crisis management training
• With the ability to train and motivate people and is familiar with working with volunteers
• Experience working with Greenpeace ships or marine based knowledge an advantage
• Experience and/or training in risk assessment and security management an advantage
• Experience of maintaining own administrative systems
