    Social Economic and Civic Empowerment Phase II Project, Consultancy

     Job Description/Requirements

    TERMS OF REFERENCE

    REF NO: HIHEA/08-2021/OP

    SOCIAL ECONOMIC AND CIVIC EMPOWERMENT PHASE II PROJECT, CONSULTANCY ON ADVOCACY STRATEGY DEVELOPMENT AND TRAINING FOR STAFF AND CBOs.

    HiH EA‘s mandate is to work within the Eastern Africa region and is currently working in Kenya and Tanzania. The Organization strives to work with the marginalized communities in the area of economic and social empowerment through a participatory approach aimed at lifting themselves out of poverty and vulnerability.

    The Hand in Hand enterprise and job creation approach is based on a philosophy of self-help, providing training, skills and support to enable poor people, particularly women and community in general, to build and sustain independent, market-based, economic activities. This provides for a higher level of income for them and their families, which in turn contributes to greater food security, better education for their children, increased access to healthcare, improved housing and overall improved livelihoods.

    The model is based on a tried and tested approach to job creation of four interlinked components

    1. Social mobilisation
    2. Business training
    3. Access to credit
    4. Linking entrepreneurs to markets.

    The organization is implementing a social economic and civic empowerment project which is a Human Rights Based Approach (HRBA) project funded by ForumCiv, whose overall goal of this is to contribute to the reduction of poverty through socially and economically empowering poor and vulnerable women and girls to access and claim their rights for sustainable change at an individual, community and national level.
    The project is implemented in Kajiado County, but also targeting to strengthen one Community Based Organization (CBO) in Nairobi County.

    It aims at strengthening civil societies by focusing on the CBOs that had already been created in the previous phase. This is to facilitate them to develop advocacy messages, Action Plans and memoranda which they can present in public participation forums and to duty bearers for action. The CBOs are expected to carry out advocacy activities to ensure their priority needs within their areas and other human rights issues affecting them are addressed.
    In order to ensure the CBOs, have the capacity to carry out the advocacy activities, HiH EA wishes to develop an advocacy strategy for the project.

    Objectives of the Assignment

    This call therefore seeks to attract the services of a consultant to develop an advocacy strategy for the project. The consultant will also carry out a training on the advocacy strategy developed, for 5 days to 15 staff and 15 Community Based Organizations (CBOs) leaders.

    The advocacy Strategy should consist of the following:
    Background and situational analysis: An assessment of the rights issues and use them to develop the strategy i.e. what the problem is; why advocate on the issue.
    Goal: long term aims to contribute towards like SDG 4
    Objectives

    • Stakeholder mapping: who has the power to influence? Who has the power to make the changes?
    • Partners: whom to work with to build momentum and support.
    • Outputs: policy/research, advocacy, popular mobilization and key stakeholder engagement
    • Key strategic objectives for HiH EA and the project
    • Key advocacy activities
    • Key messaging: for target audiences

    Timelines
    Roles and responsibilities
    Budget: gaps, capacities etc.
    MEAL: Logical framework

    Methodology

    Applicants should propose how they plan to develop the advocacy strategy and the methodologies for carrying out the situation analysis, as well as the training. The training methodology should be highly participatory, involve use of case studies and group work or break-out sessions.  

    Deliverables

    An inception report including a comprehensive written plan on how to undertake the development of the advocacy strategy and the training, including training agenda.
    An advocacy strategy document for use in the project.
    Staff and CBOs members’ assessment report on their understanding of the advocacy strategy after the training.
    Well-structured teaching materials/aids/power point presentations in soft copies.

    Requests for Proposals

    HiH EA invites eligible and qualified individuals to express their interest in providing the services outlined above. Interested consultants must provide information indicating that they are qualified to perform the services, giving a description of similar assignments undertaken, experience with similar organizations in similar environments and conditions, and recommendations on the best approach for the assignment.

    Qualifications of Consultants

    The consultants should have more than three years’ experience in advocacy strategy development. Such professional experience within development organizations and NGOs is highly desirous. Experience rural/peri-urban contexts is an added advantage.

    Suggested timeframe

    • Advertisement and Tender bids deadline:  19th April– 30th of April 2021
    • Review and scoring of applications: 3rd – 4th of May 2021
    • Presentation of the proposals to HiH EA team by the shortlisted consultants-7th May 2021
    • Procurement meeting to appoint a consultant: 12th of May 2021
    • Introduction meeting with the consultant:   18th of May 2021.
    • Development of the advocacy strategy 19th of May–4th of June 2021
    • Sharing of the draft advocacy strategy with HiH EA, incorporation of feedback and finalization of the strategy 7th -11th of May 2021
    • Actual Trainings:  14th – 18th of June 2021.
    • Report on capacity assessments: 25th June 2021.

    Method of Application

    Interested consultancy institute/organization/firm/individuals with teams must submit a consultancy proposal specifying technical and financial information, and a short proposal that summarizes understanding of the TOR and details of how the consultant plans to execute the assignment, updated CVs of the team leader and team member via e-mail: procurement@handinhandea.org using the reference number as the email subject on or before 30th April 2021.
