Staff Health Coordinator at International Federation of Red Cross and Red Crescent Societies (IFRC)

Job Purpose

• Act as the focal point for staff health issues and follow-up on individual cases who require medical attention.
• Advisory role for all health staff related issues during COVID-19 in the African Regional Office and across the Africa region
• Make recommendations on how IFRC EVD should manage staff health issues effectively and with the needed care.
• Draft and review communication related to staff health and infection, prevention, and control for COVID-19 and any other infection disease, disseminating to staff across the Africa Region. Ensure communication is in line with corporate practice, aligns with existing policies and procedures, and reflects the advice of external health agencies that IFRC is either following or works with closely.
• Provide guidance to senior management on infection, prevention, and control measures to be adopted at the Africa Regional Office
• Support the review of business continuity plans in close coordination with the BCP surge delegate

Job Duties & Responsibilities 1

• Prevention
  • Context-specific Health risks assessment
  • Identify the health risks specific to Africa regional office and IFRC countries/clusters offices and discuss them with head of operations in order to evaluate the specific preventive measure (i.e. endemic disease, outbreaks, collapse of the health system).
  • Reduce the impact of environmental risk directly linked to working and living places in the office premises and the delegate residents.
  • Disseminate information from authorities and any regulatory body related to COVI-19 and any other emergency medical emergency
  • Liaise with HR Team in the Regional office and HR focal points in the Country offices and country clusters to ensure consistent messaging and advice.
  • Clarify immediately incorrect information on COVID-19, following WHO and IFRC guidelines.
  • Submit COVID-19 documents to internal platforms, such as Teams, used by IFRC to disseminate messages and share most recent documents.
• Health Briefings and Debriefings
  • Individual/collective health briefing for new staff arriving in the Federation, advising on specific local health risks (mental and somatic health) and on avoidable behavioural risks.
  • Briefing on management of medical emergencies (medical helpline, external services of emergency services, referral facilities, access to post-rape kits and first aid kit)
• Vaccination
• Ensure that vaccinations are complete for National staff
• Ensure that National employees exposed to professional risk receive adequate medication
• Ensure that all IFRC employees have access to information about risk of any disease, test and emergency treatment
• Medical screening/assessment
• Counselling for medical screening at recruitment of all future National staff and for “exposure missions”
• Monitoring of routine test for specific professional categories i.e. drivers’ eye
• Proceed with medical assessment for IFRC offices across the region
• Management of sick leave
• Monitor the sick leave certificates for both delegates and national staff as stipulated in the staff regulations
• First aid training & medical kits for staff
• Organize or train all staff on a regular basis on First aid
• Supervision of first aid kits (First aid kits during field trips, offices and residences: inventory, replenishment, storage, location.)
• Clinical care and emergencies
• Ensure and develop clear referral pathways for clinical care in Kenya. Working alongside the insurance companies
• Supporting Staff Health in Geneva to provide collaborated holistic care through the Staff Health network
• Assessment of referral facilities safety of access for all employees in Nairobi and Africa countries offices. A matrix of identified health facilities and related contacts is made available to all staff and regularly updated as needed.
• National reference structures for vertical program and for vaccinations are identified where appropriate

• Integration of Medical Contingency Plan (MCP) in the overall contingency plan of the Nairobi office and other countries/cluster offices.
• Case management, Medical evacuation and repatriation where necessary
• Run a 24/7 medical hotline for staff in Kenya
• Strict medical confidentiality is warranted towards individual medical information of all IFRC staff.
• Provide direct medical advice or to refer to external consultations as needed
• Standard IFRC guidelines should be applied in medical evacuation, accidents (including Post Exposure Prophylaxis) and illness of all staff.
• Direct Support is provided to Delegate or National staff assisted by IFRC Self-insurance through direct contact and follow up with local health providers. Employees are followed up individually when appropriate and when advice is sought.
• Stress management
• Post-incident and chronic stress management
• Ensure support to management in the implementation best institutional practices in stress management according to Institutional stress policy.
• Organization of peers support session in case of critical incidents according to Critical Incident Stress Management practices. This activity is organized in coordination with regional or HQ PSS.
• Primary evaluation of needs in order to make decision for evacuation
• Support staff with access to psychosocial support, ensuring clear communication on how staff are to access this support
• Psychological and sexual harassment in the workplace
• Ensure that all staff are informed about reporting mechanism in case of sexual harassment in the workplace according to IFRC guidelines and offer medical support if needed.
• Health insurance
• Liaising with Staff Health Geneva to ensure emergencies are streamlined
• Compliance with procedures related to medical insurance
• Case management for all staff is handled according to the relevant IFRC procedures for Delegates and National staff contracts (i.e.: ensuring that employees use the medical facilities selected, the request of the use of other facilities/specialists is case by case examined, ensuring that medical invoices for illnesses for National staff and their families are authentic and consistent with the prescription and clinical history)
• The arrangements regarding health insurance for employees and volunteers are explained
• The arrangements regarding health insurance for National staff are updated and adapted according to needs (i.e.in case change of reference structures and or new emerging needs).
• Support is provided for the administrative tasks related to staff health cases in strict medical confidentiality.
• Monitoring and evaluation
• Collect general medical data, produce a quarterly report and contribute to the client satisfaction monitoring in terms of their level of satisfaction and potential improvements to be made. The results of the analysis will be shared with all those involved with a view to continually improving the quality of the services provided
• Responsible for implementation of the national staff health policy

Education

Advanced university degree (master's or equivalent) in nursing or medicine

Experience

• Minimum 5 years’ experience in a similar function (nursing/medical & administration)
• Qualification and experience in general practice care or previous experience of Staff Health
• Experience working in a medical facility
• Experience working in an emergency operation
