    Stakeholders and Beneficiary Mapping in Laikipia

    BACKGROUND OF THE PROJECT

    • To conduct a comprehensive survey to identify and map 50 vulnerable partner families in selected locations in Laikipia County who are in need of improved housing and WASH solutions.
    • To profile these families, including their socio-economic status, health conditions, land tenure security, and current housing conditions.
    • To evaluate the current housing conditions of the vulnerable families and identify gaps in housing infrastructure, including the need for repairs, reconstruction, or new construction.
    • To determine the specific housing Situation of vulnerable groups, including the elderly, people living with chronic diseases, orphans, and vulnerable children.
    • To assess the availability and condition of water, sanitation, and hygiene (WASH) facilities among the vulnerable families.
    • To identify community-level WASH challenges, including access to clean water, sanitation infrastructure, and hygiene practices, and propose solutions.
    • To utilize HFHK Selection criteria for selecting the most vulnerable families who will benefit from HFHK’s housing improvement and construction programs.
    • To create a prioritized list of 50 potential beneficiaries based on the severity of housing needs and other vulnerability factors.
    • To identify and map relevant stakeholders, including local government bodies, community leaders, NGOs, and other partners who can support the housing and WASH initiatives.
    • To understand the roles and influence of these stakeholders in the planning, implementation, and sustainability of housing projects.

    OUTCOMES AND DELIVERABLES

    The outcomes and deliverables of this assignment are.

    • Stakeholders mapping survey questionnaire.
    • Discussion guide for focus group discussions.
    • Key Interview Guide for Key Informants
    • Transcripts for all focus group discussions.
    • Profile of all respondents (Age, gender, employment status etc.);
    • Comprehensive list of 50 beneficiaries selected for inclusion in the social housing database
    • A stakeholder mapping and management matrix ranking various stakeholders in order of need and priority as well as management strategies.
    • Key recommendations based on the magnitude of issues identified.
    • Detailed stakeholder report that explores each need in detail, presenting excerpts of respondent discussion “verbatim” to support various points made. The report should have a separate section on issues of water and sanitation at community level.
    • Soft copies of all data sets both quantitative and qualitative.
    • Abridged stakeholder report (10-15 pages long).
    • A master’s degree or higher in Social Sciences, Public Health, Development Studies, Disaster Management, Urban Planning, or a related field.
    • 10 years of professional experience in conducting situation assessments, needs assessments, and beneficiary mapping, particularly in housing, WASH, or disaster response sectors.
    • Demonstrated experience in data collection and analysis, using both qualitative and quantitative methods.
    • Previous experience working in similar geographic or thematic contexts (e.g., rural or disaster-prone areas).
    • Proven experience in developing assessment tools and conducting extensive baseline and impact surveys in Local Markets, Livelihoods/Income Generation, Cash Transfer Programs, WASH, Protection, and Education.
    • Proficiency in data collection tools and software (e.g., Kobo Toolbox, ODK, SPSS, GIS mapping).
    • Expertise in assessing vulnerabilities, land tenure, housing conditions, and WASH needs.
    • Knowledge of humanitarian and development standards such as Sphere Standards, core humanitarian standards, Humanitarian standards partnership and SDGs.
    • Strong quantitative data entry and analysis skills, with experience in statistical analysis software.
    • Ability to synthesize complex information into clear, actionable reports.
    • Excellent verbal and written communication skills in English, with the capacity to present findings to diverse audiences.
    • Ability to respond promptly and appropriately to comments and questions.
    • Familiarity with local socio-cultural, economic, and political dynamics of Laikipia County.
    • Experience working with diverse stakeholders, including the county government, community leaders, and vulnerable groups.
    • Understanding of ethical issues in research, including child protection, adult safeguarding and experience using participatory methodologies for data collection and analysis.
    • Proven experience managing and coordinating evaluation and research exercises, delivering outputs on time and within budget.
    • Strong organizational and time management skills, with the ability to manage teams effectively.
    • Knowledge of food security, water, smart farming, and climate change adaptation & mitigation.
    • Previous experience working with communities, with an advantage for those who can communicate in local languages.
