    System Strengthening Advisor

    About the Role

    • We are currently seeking qualified candidates for the position of SYSTEMS STRENGTHENING SPECIALIST on the anticipated Kuza Jamii project. The successful candidate will report directly to the CHASP ADVISORY Head of Programs.

    With the oversight of CHASP’s Head of Programs (HoP):

    • In alignment with the KUZA Jamii consortium and the wider organizational strategies and goals, coordinate and oversee effective, timely, and high-quality implementation of KUZA Jamii system strengthening activities in Turkana, Isiolo, Samburu, Marsabit, Wajir, Mandera, Garissa, and Tana River.
    • Lead and manage a team of 8 County Coordinators through the provision of technical and operational guidance including capacity strengthening and supportive supervision. Collaborate with CHASP HR teams in facilitating staff performance appraisals as per their professional development plans.
    • Coordinate effective implementation of KUZA Jamii and Social Protection sector systems strengthening interventions including but not limited to Enhanced Single Registry (ESR) data quality audits, development and testing of On Demand Registration (ODR) guidelines for Economic Inclusion Program (EIP), development and orientation of Shock Responsive guidelines for EIP , EIP Data integration workshop as well as provision of technical and coordination support to County Steering Groups on matters EIP.
    • Support in fostering strategic and collaborative partnerships with CHASP’s internal and external stakeholders at the national level by representing the organization in key social protection-related working groups such as KUZA Jamii secretariat, KUZA Jamii project implementation committees, NICHE steering committees, Social Protection multi-sectoral forums, County Steering Group meetings, Social protection periodic and ad-hoc meetings among others.
    • As guided by the HoP, collaborate and support in conceptualization, planning, implementation, and monitoring of other social protection-related projects led by CHASP.
    • Coordinate the development and roll-out of Monitoring, Evaluation, Accountability, and Learning (MEAL) plans, strategies, and tools for KUZA Jamii’s and sector system-strengthening interventions.
    • In collaboration with CHASP’s finance and logistics teams, ensure implementation of effective, efficient, and responsive procurement and grant management processes and procedures. Support county teams in providing timely submission of procurement and movement plans/requests as per the allocated budget lines/procedures.
    • In collaboration with CHASP’s communication specialist, ensure the development, submission, and dissemination of high-quality project and donor learning products including monthly shock-response situation reports, KUZA jamii system strengthening activity reports, ODR and shock-responsive guidelines for EIP, desk review reports, workshop reports, and project newsletters among others.
    • Consolidate and share evidence and experiences from KUZA Jamii and other EIP-related projects to inform learning and adaptation both internally (CHASP’s teams, projects, organizational strategies/culture) and externally (CHASP’s strategic and collaborative partners).
    • Any other duties as may arise and directed by the HoP and the Global Director

    REQUIREMENTS:

    Education & Experience

    • Master’s degree in policy, communications, social policy/social protection, economics, public health, governance, project management or related areas
    • Minimum of five year’s relevant work experience preferably in a development setting with an international non-governmental organization
    • Demonstrated experience in successful provision of technical assistance to government ministries and or/decentralized government structures.
    • Hands-on experience in leading and managing teams as well as projects.
    • Demonstrated experience in implementing systems-strengthening approaches with technical expertise in one or more of the following areas: policy reform, service coverage, supply chain management, information systems, workforce alignment and capacity development, stakeholder coordination, and/or related areas of system-strengthening.
    • Track record of managing multiple and dynamic relationships internally and externally with partners, government departments, and community institutions. Demonstrated experience working in multi-cultural and multi-disciplinary teams.
    • Experienced in conducting research-related interventions including desk reviews, consultations through key informant and focus group discussions, and use of quantitative and qualitative methodologies.
    • Demonstrated experience in driving proactive and innovative strategies to achieve results.
    • Demonstrated experience in developing and implementing MEAL-related plans, strategies, and activities.
    • Proven experience in the development and dissemination of high-quality reports/knowledge management

    Required/Desired Language: English and Kiswahili

    Travel required: 50% of the time to the Counties and Sub Counties

    Key Working Relationships:

    • Supervisory: 8 County Coordinators based in Turkana, Isiolo, Samburu, Marsabit, Wajir, Mandera, Garissa, and Tana River.
    • Internal: CHASP Global Director and Head of Programs, CHASP Finance and Human Resource leads, CHASP Practice Managers and other team members
    • External: KUZA Jamii teams, Social Protection team at national and county level, National Drought Management Authority, UNICEF, other social protection-related government bodies and authorities, Local Implementing partners, and private sector providers
