    This Opportunity:

    Palladium is seeking a Senior Technical Manager for DevOps to be based in Nairobi, Kenya. Palladium is a dynamic and innovative company working together to strengthen and harness digital and data ecosystems to accelerate development investments and outcomes.

    The Senior Technical Manager, DevOps oversees all software development and implementation for the Data, Informatics, and Analytic Solutions (DIAS) group of portfolios. DIAS is comprised of the following: Information Systems Portfolio; Measurement, Evaluation, Learning, & Analytics (MELA) Portfolio; and Digital Solutions & Transformation Portfolio.

    The Senior Technical Manager will lead the development and implementation of DevOps business processes for quality implementation of digital products and work with relevant staff across the company to meet the demand for software development technical assistance. S/he will ensure that industry standard best practices and standards are being met. The Senior Technical Manager will also work with the Director of Information Systems to develop and implement a strategic growth plan for the information system (IS) portfolio within DIAS and will supervise and mentor a team of DevOps/digital staff located in Nairobi, Kenya. Responsibilities require knowledge and experience in DevOps best practices, agile team management, managing client relationships as well as innovations in the domain area. This position will support external client project work (e.g., USAID, CDC, Global Fund, FCDO, etc.), not corporate Palladium information systems.

    Reporting and Supervision:

    • This position will report to the Director, Information Systems, Data Informatics and Analytical Solutions (DIAS)
    • This position will supervise and mentor a team of DevOps/digital staff located in Nairobi, Kenya
    • Weekly meetings (either in-person or via Teams/phone)
    • Emails and status reports as needed

    Primary Duties and Responsibilities

    Process improvement

    Develop and ensure implementation of processes to continuously improve digital products/services offered.  Optimize for speed, efficiency, cost, quality, and ease of delivery.  Specifically, strengthen existing and develop new standards & processes for:

    Work Intake

    • Develop systems to understand existing and future demand for software development and digital products
    • Strengthen work intake processes to rapidly respond to project teams with proposal for solution development and draft budget
    • Develop systems for agile staff management and to ensure appropriate and adequate human resources are available to staff requests, balance workloads
    • Ensure co-creation of digital products with product owners and product stakeholders
    • Work closely with the Director of Information systems to better integrate digital team with the rest of DIAS

    Project Management

    • Strengthen the PM function for DevOps through improved process management for the software development lifecycle (SDLC)
    • Improve processes and ensure implementation of processes for activity scoping and product budgeting; ensure linkages with project team to adjust scope and budget based on client requests; improve budget oversight
    • Ensure adherence to best practices, e.g., separating code development from code review, up to date documentation, automation of testing wherever possible, and cybersecurity measures in software development and infrastructure
    • Oversee design and implementation of secure automation solutions for development, testing, and production environments including CI/CD tools and components, and CI/CD pipelines across multiple environments
    • Serve as the main point of contact to manage cybersecurity for the information systems and digital tools developed/optimized; support implementation of policies, standards, and guidance to ensure cybersecurity of information systems are aligned with the company’s cybersecurity policies
    • Ensure adherence to Principles for Digital Development

    Quality Assurance

    • Strengthen processes to ensure all team members understand their role in working toward product requirements and their level of accountability in the quality assurance process
    • Strengthen overall quality assurance processes in the SDLC

    Technical Leadership & Innovation

    • Provide strategic and technical guidance to project and practice leadership on technical strategies for design, implementation, and scale of software solutions, serving as a resource for cross-country and cross-project learning
    • Collaborate with data scientists and other analysts to ensure analytic solutions align with principles for digital development and other best practices
    • Provide leadership and oversight on the application of global standards and best practices in software development throughout the SDLC of DIAS software projects
    • Promote innovation by supporting the application of new tools/technologies or known solutions to new challenges
    • Work with practice leadership to develop a communication strategy to communicate leadership, excellence and innovation in software and digital solutions
    • Lead a workstream of the DIAS Technical Exchange and Quality group to drive growth, excellence, and innovation; strengthen processes for technical exchange to sharing successes, learning and best practices
    • Identify, build, and maintain relationships with partners and consultant who can provide technical expertise in SDLC and digital solutions in other sectors of international development

    Strategic Growth and Business Development

    • Work with the Information Systems Director to develop a vision and strategic growth plan for the information systems portfolio with a focus growth in new areas – surveillance, environment & climate, education, etc.; collaborate with portfolio leads to identify potential for growth
    • Support proposal capture, the development of capability statements and the preparation of the technical response (including accurate budgeting) as requested
    • Manage existing regional relationships and cultivate new partnerships with clients, global communities of practices, technical working groups and events

    Staff Supervision and Mentorship 

    • Lead technical team of software developers, architects, business analysts, and data use experts through performance monitoring, supervision, coaching, and mentorship
    • Ensure the management of a pool of technical consultants to ensure the requisite technical capabilities are available to meet demands for digital solution development
    • Ensure staff retention through implementation of career pathing and ensuring regular professional development
    • Identify opportunities to build capacity and develop a strategy to ensure DRDC digital solution activities are implemented according to relevant international technical standards for global ICT
    • Support the Country Director, activity managers and in-country project teams with personnel management, project work planning, budgeting, and implementation progress reporting as determined by the Project Director

    Key Competencies Required:

    • Comprehensive understanding of HIE architecture, the SDLC and experience implementing and adapting open-source global good digital health software products such DHIS2, OpenLMIS, iHRIS, OpenIMIS, OpenMRS, CommCare
    • Experience developing processes and systems for developing, testing, and implementing information and data management systems
    • Experience managing CI/CD tools and components, and CI/CD pipelines across multiple environments
    • Experience establishing and implementing cybersecurity policies and measures for software development projects
    • Experience managing software development projects and applying the Principles for Digital Development.
      Strong analytical and communication skills, with the ability to communicate technical topics to management and non-technical audiences, as well as interface with clients
    • Highly detail-oriented and deadline-driven with strong organizational skills
    • Highly self-motivated and able to work independently as well as in team settings
    • Possess technical writing skills and ability to review others’ work products
    • Demonstrated ability to work effectively as a member of a fast-moving and multicultural team while maintaining a client-centered focus
    • Demonstrated experience managing a diverse team of software developers and digital solutions experts; ability to mentor, coach, lead, develop and evaluate staff

    Professional Expertise/Competencies Preferred:

    • Knowledge of education, environment, and climate information systems beneficial
    • Experience with information systems and analytic tools preferred
