    TOR - Consultancy Services

    PROJECT: Break Free

    • Project Background.: The Break Free Alliance is a joint lobby and advocacy programme implemented by Plan International Netherlands, SRHR Africa Trust (SAT), and FAWE Kenya, with technical support from The Royal Tropical Institute (KIT) and Rozaria Memorial Trust (RMT). The programme aims to ensure adolescents exercise their right to live free from teenage pregnancy (TP) and child marriage (CM), supported by empowered civil society organizations, youth-led groups, and strengthened policy frameworks.
    • FAWE Kenya implements the programme in 16 schools (11 in Kajiado and 5 in Nairobi), working closely with youth advocates, education stakeholders, and government agencies to improve access to education, enhance sexual and reproductive health rights (SRHR) services, and shift harmful social norms

    Purpose of the Documentary

    This documentary aims to:

    • Showcase the impact of the Break Free Alliance programme in preventing teenage pregnancies and child marriage.
    • Highlight the voices and lived experiences of adolescent girls, boys, youth advocates, and community members.
    • Document success stories, such as the transformation of beneficiaries 
    • Demonstrate the program’s contribution to policy advocacy, youth empowerment, and community awareness on SRHR.
    • Increase visibility of the programme to stakeholders, donors, and the general public.

    Objectives

    • Inspire action by showing the transformative impact of the programme on beneficiaries’ lives.
    • Educate audiences on the root causes and consequences of child marriage, teenage pregnancy, and harmful practices such as FGM.
    • Advocate for policy change by providing evidence and testimonies that influence decision-makers.
    • Celebrate youth leadership through showcasing Tuseme Clubs and youth advocacy initiatives.
    • Showcase partnerships and the collective efforts of FAWE Kenya, government institutions, and communities.

    Scope of Work

    The consultant/production team will:

    • Develop a storyboard and production plan in consultation with FAWE Kenya.
    • Conduct field visits to programme sites in Nairobi and Kajiado.

    Capture high-quality video footage of:

    • School activities (Tuseme Clubs, SRHR sessions, menstrual hygiene initiatives).
    • Beneficiary and stakeholder interviews.
    • Policy dissemination and advocacy events.
    • Edit and produce a 10–20-minute documentary plus a 2–3-minute short version for social media.
    • Provide high-resolution still photographs for use in reports.

    Target Audience

    • Policy makers and government agencies
    • Civil society organizations and SRHR advocates
    • Youth networks and community leaders
    • Learners and teachers.

    Expected Outcome

    • A compelling visual narrative that captures the scope, achievements, and impact of the Break Free Alliance programme.
    • Increased stakeholder awareness and engagement on preventing child marriage and teenage pregnancy.
    • Strengthened donor visibility and accountability through high-quality storytelling.
      • Inception report with script and production schedule.

    Deliverables. The consultant to provide

    • Raw footage from all filminglocations.
    • Final documentary (30–45minutes).
    • Summary version (10 minutes).
    • High-resolution photos from field visits.
    • Consent forms from all participants featured.

    Timeline

    • The review is expectedto be completed within 10 workingdays, in Kajiado and Nairobi counties

    CONSULTANT QUALIFICATIONS

    To be considered for this assignment, the consultant or production team must meet the following qualifications

    • A bachelor’s degree in communications, Journalism, or Media Studies or a relateddiscipline
    • A master’s degree in Gender Studies, Development Studies, Public Health, or a related field will be considered an added advantage.

    Professional Experience

    • Minimum of 5 years of professional experience in multimedia content creation and consultancy work, with a focus on social development themesincluding collaboration with NGOs, government agencies, and community-based organizations.
    • Extensive experience in documentary production for development communication, with demonstrated success in creating impactful stories around gender equality, youth empowerment, SRHR, and GBV.
    • Proven ability to conduct and moderate in-depth, participatory interviews with a wide range of stakeholders including adolescent and youth leaders, SRHR champions, healthcare providers, educators, and policy influencers ensuring representation of diverse and intersectional voices.
    • A robust portfolio of professionally producedvisual content, such as documentaries, advocacy videos, or short films focusedon SRHR, youth leadership, intersectionality, and gender justiceideally produced in collaboration with or commissioned by development organizations.

    Technical Skills

    • Strong storytelling and visual communication skills, with the ability to translate complexissues into compelling narratives.
    • Experienceworking with youthand marginalized communities, with sensitivity to cultural and social dynamics.
    • Excellent research and analytical skills,including the use of qualitative methods and data interpretation.
    • Ability to produce high-quality, evidence-based reports with strong writing and presentation skills.

    Key Competencies

    • Ability to maintain high standards of personal integrity, establishing productive relationships
    • Ability to work well and collaboratively with a team,lead own work, and disseminate information on a timely basis.
    • Facilitation and strong organizational skills.
    • Excellent oral and writtencommunication skills in English &Kiswahili is essential.
    • Analytical Skills:Should be able to translate data using the right software’s for report formulation.
    • Familiarity with SRHR, genderequality, and intersectionality frameworks is highlydesirable.
    • Capacity to work under tightdeadlines and deliver professional outputs within agreed timelines.

    Reporting and Management

    The consultant will work under the direct supervision of the Program Officer and will coordinate closely with the Communications and Advocacy Officeras well to ensure alignmentwith program goals and documentation standards.

    The consultant will be responsible for:

    • Submittingan inception report detailing the documentary concept, script outline,methodology, and production schedule for review and approval.
    • Providing weekly progressupdates via email or virtualcheck-ins, highlighting milestones achieved, emerging challenges, and any required course corrections.
    • Participating in two review meetings (mid-term and final), where raw footage, preliminary edits, and draft outputs will be presented for feedback.
    • Deliveringthe final documentary and all requiredoutputs for approval by the Chief Executive Officer, following quality assurance by the Program Officer and relevant technical staff.
    • All deliverables must be submittedin line with the agreedtimeline and approvedformats. Any delays or changes to the schedule must be communicated in writing and approved in advance.
