Town Management Committees (Ahero) (2 Posts) at County Government of Kisumu

Responsibilities:

• Oversee the affairs of the town;
• Develop and adopt policies, plans, strategies and programmes, and, may set
• targets for delivery of servicesl
• Formulate and imptement an inte gr ated develo pment plan; Control land userland sub-division, land development and zoningby prfulic and private sectors for any purpose, including industry, commerce, markets, shopping andother employment centres, residential areasrrecreational areas, parks, entertainment, passenger transport,, agriculttre, and freight andtranslt stations within the framework of the spatial andmaster plans for the town as maybe delegatedby the county government;
• As may be deLegated by the county government, promote and andertake tnfrastractural development and seritces within the town;
• Develop and manage schemes, incl:udrng site development tn coLlaboration with the relevant national and county agencies;
• Maintain a comprehensive database andinformatton system of the administration
• andprovide pttblic access thereto uponpayment of anominalfee to be determined by theboardl
• Administer andregulate its internal affairs;
• Implement applicable nattonal and county legislation;
• Enter into such contracts, partnerships or joint ventures as it may consider
• necessary for the discharge of its functions under this act or other written law;
• Monitor atdrwhere appropriaterregalate town services where those services are
• provided by service providers other thantheboard of the town;
• Prcpare its budget for approvalby the county executive committee and administer
• thebudget as approved;
• As may be delegatedby the county government, collect rates, taxes levies, duties,
• fees and surcharges on fees;
• Settle and implement tariff rates and tax and debt collection polici es as delegated by the county government;
• Monitor the impact and effectiveness of any services, policies, programmes or pl,ans;
• Establish, implement and monitor performance management systems;
• Promote a safe andhealthy environment; r) Facllitate andregulate public transport; and
• Perform such other functions as may be delegated to it by the county government or as may be provided for by any wrTtten law.

Qualifications:

• A person shallbe qualifiedfor appointment as a Chatrperson, Yice-chairperson or
• Member of a town management committee if hel she meets the following:-
• Holds atleast aKenya Certificate of Secondary Education or its equivalent and post - sec on dary e duc ation professional diploma.
• Has a distinguished career in a management position in either the private or public sector
• Has at least three years post qualification professional experience
• Satisfies the requirements of Chapter Six of the Constitution
• Is ordinarily a resident or has apermanent dwelling in the town for at least five years or carries on business in the county
