    Senior Project Officer – Health

    SENIOR PROJECT OFFICER-HEALTH-SPO/HEALTH /10/2021

    Job Description

    AMURT seeks to recruit a qualified Health officer for USAID Tujitegemee OVC/DREAMS project based in Mombasa and Kilifi counties large health program in Kenya. The Project officer will provide direct oversight to the roll out of services within the 95;95;95 HIV clinical cascade to project beneficiaries that includes OVC, HEI, AGYW, AYP and PLHIV. The project Officer will facilitate linkages with county health departments, provide oversight of the prevention components, including work planning and reporting. S/he will oversee all prevention activities in collaboration with other technical leads. S/he will also guide the care and support provided to children and adolescents living with HIV enrolled in the project. S/he will report to technical leads.

    Responsibilities

    1. Provide overall technical and monitoring support to the project and Implementing Partners to ensure access to HTS, PrEP Education and PrEP, STI screening and treatment and referral to appropriate biomedical care of eligible AGYW.
    2. Facilitate networking and linkage between DREAMS social workers, the SCHMTs, CHMTs and link facilities.
    3. Provide technical guidance to increase the uptake of HIV testing, linkage, retention, and adherence services among AGYW and their male sex partners.
    4. Provide strategic guidance to the DREAMS team on achieving targets for biomedical primary individual interventions as appropriate (HTS, PrEP education, Condom, and contraceptive education and secondary interventions including PrEP, FP uptake, Post GBV care.
    5. Represent the project, as directed, in SCHMT and CHMT meetings and respective TWGs on HTS, PrEP and adolescents.
    6. Liaising with health facilities to enhance commodity availability, reporting.
    7. Apply definitions contained in the ‘Layering in DREAMS’ (Jan 2021) guidance document in the scheduling and prioritization of biomedical services’ implementation for the AGYW sub-populations in the wards.
    8. Provide capacity building support to Implementing Partners staff and monitor continuous adherence to the DREAMS SOPs.
    9. Monitor implementation progress and provide remedial support to Implementing Partners, based on their approved work plan and the DREAMS Database entries, to ensure they are on track to achieve the allocated overall and specific DREAMS targets.
    10. Plan, execute and report on weekly support supervision, quality assurance and quality improvement visits to sampled DREAMS HTS, PrEP, CPP and CMM outreaches.
    11. Support referrals and treatment for Survivors of GBV to health facilities for appropriate care and link them to appropriate legal and social services.
    12. Support the development & utilization of annual work plans, project monitoring plan agreeing on the required standards with support from partners.
    13. Collate and deliver accurate, timely and informative County PrEP Monthly Summaries to the HSDSA Priority Populations Technical Advisor.
    14. Provide technical and networking support to ensure all HIV positive AGYW are enrolled for treatment.
    15. Collaborate closely with the USAID Stawisha HTS and ART Project Officers to plan, execute and monitor DREAMS contribution to towards the 95-95-95 strategy, as well as leverage resources.
    16. Ensure tracking and referrals of ANC and PNC for HIV negative pregnant caregivers and adolescents in partnership with Ministry of Health for testing and linkage to PMTCT and Care and Treatment services as appropriate.
    17. In liaison with MOH facilitate training of Facility staff on the bi-directional screening and referrals.
    18. Participate in Implementing Partners review meetings and provide support as appropriate.
    19. Work closely with the DREAMS M&E officers to ensure adherence to DATIM, DREAMS Database and Service Uptake Forms requirements.
    20. Lead the development, production and dissemination of biomedical IEC materials and Job AIDs for use in the project.
    21. Lead planning and implementation of access to care and treatment services to orphans and vulnerable children (OVC), adolescent’s girls and young women, and their families for the achievement of the project goals and objectives in a timely and cost-effective manner.
    22. Support MOH to conduct training and support supervision, DQAs, mentorship and on job training.
    23. Write and submit monthly progress reports.
    24. Document and present challenges and lessons learnt in implementing delivery of HTS and PrEP in the community.

    Qualifications

    1. Bachelor’s degree in clinical medicine or Bachelors of Nursing from reputable institution.
    2. At least 5 years work experience of which 2 years must be in a HIV care, treatment and Prevention environment.
    3. Must be registered with relevant professional MOH Board/council and eligible for clinical practice.
    4. Training by NASCOP on ART, PREP and HTS, will be an absolute must.
    5. Demonstrated knowledge of and experience with PEPFAR programming, including OVC /DREAMS, HIV prevention and programming for adolescents and young People will be desired attributes and added advantage.
    6. Familiarity with Kenya’s institutional, policy, and programming context for HIV.
    7. Demonstrated skills in project reporting, preferably for PEPFAR funded Programmes.
    8. Demonstrated writing and presentation skills.
    9. Experience managing the process of using mobile devices for client management and data collection.

    Finance Assistant

     Job Description
    To support in provision of sound financial and grants management to the department as part of AMURT’s execution of its mandate to partners.

    Responsibilities

    1. Receipt of cash and cheques and acknowledgement of funds using AMURT’s accounting systems.
    2. Receipt of invoices and processing of payments using AMURT’s accounting systems.
    3. Management of office petty cash, its replenishment, charging to various use projects and staff Imprests for trips and cash for office usage.
    4. Receipt of requests from the filed-on activities for support, arrange them appropriately, verify completeness of the documentation and accuracy of the reports and give feedback to the respective finance officers for action
    5. Maintaining records on all incoming invoices, cheques dispatched and assets movement to ensure accuracy, completeness and traceability are duly complied to as stipulated in the finance manual
    6. Filling of accounting documents in line with the accounting recording and system codes.
    7. Support the SFO where called upon to support in processing the organization payroll and management of 3rd party obligations i.e. HELB, NHIF and NSSF using a payroll software availed in the organization
    8.  Preparing and submitting of statutory returns as per requirement both in documentation and within the stipulated legal times both for the month and annual returns
    9. Support project accountants in cash books maintenance, bank reconciliations and preparation of the monthly report
    10. Support in preparation of budgets and cash flow statements both for implementing projects and HQ when called upon to do so
    11. Support in Logistics planning on activities, finances, and other related areas concerning implementation and reporting of projects
    12. Support the finance and Admin office in assets verification both at the HQ and field level.

    Qualifications

    1. Bachelor’s degree in commerce/ accounting with 3 years of experience in project accounting.
    2. Must be a certified accountant for the last three years.
    3. Knowledge and experience working in donor funded projects.
    4. Strong writing and communication skills.
    5. Evidence of previous generation of quality and timely project financial reports.
    6. High level of integrity, values, ethics and competence.

    Clinical Officer

    CLINICAL OFFICER -CO/AHCC/10/2021

    Job Description

    AMURT HEALTH CARE CENTRE seeks to recruit a clinical officer  who will be based in Nairobi clinic.

    Responsibilities

    1. Provide comprehensive and high-quality clinical services including (Take/review the patient’s history to ascertain the right clinical examinations and treatment and prescription of treatment) to patients using the system
    2. Order investigation and interpretation of results for diagnosis and explain the results to the patients and the intended treatment.
    3. Diagnose and institute appropriate treatment, prescriptions, and carry out other treatment activities while ensuring that established treatment protocols are effectively followed.
    4.  Refer patients to other departments for further investigation such as laboratory and x-ray.
    5. Attend to emergencies presenting to the clinic and recommend referrals for cases that cannot be managed.
    6. Ensure that all required observations and vitals, prescribed treatment and procedures are carried out and documented in the system.
    7. Conduct minor surgeries in minor theatre
    8. Create phenomenal patient experiences, including counselling and sensitizing patients through health talks on preventive and promotive health.
    9. Ensure effective clinical procedures, rules, regulations which are consistent with organization procedures and MOH guidelines.
    10. Participate in outreaches/medical camps or other activities such as health talks or community programs.
    11. Handle patient data/ information confidentially at all times.
    12. Prepare the weekly reports and attend weekly clinic meetings.
    13. Ensure that the clinic environment is safe and complies with infection control standards.
    14. Actively participate in clinical training programs, including on-job training and skills building.

    Qualifications

    1. Diploma in Clinical Medicine and Surgery from a recognized institution.
    2. Registered with Clinical Officers Council and have a valid practicing license
    3. Minimum of 5years post internship and 3 years in a busy OPD setup
    4. Ability to work under pressure with minimal supervision
    5. Outstanding patient interaction/customer care skills are a MUST.

    Data Clerk.

    DATA CLERK -DATA/FYJ/10/2021

    Job Description
    Reporting to the MEAL Officer, the Data Clerk is primarily responsible for data entry of and addressing system/hardware challenges. The role also includes continuous data cleaning, verification, validation and updating of the records.

    Responsibilities

    1. Ensure that client’s folders are up to date
    2. Working with primary service providers to resolve questions, inconsistencies or missing data and verify accuracy of data before entry into any electronic systems
    3. Ensure prompt entry of both summary and client level data from source documents into summary registers or data bases in the required format
    4. Generates summary reports and responds to enquiries regarding KEMRI issues through AMURT.
    5. Maintains confidentiality of information on source documents or in Data bases
    6. Assists in establishing and maintaining and effective and efficient records management for all patients on ART treatment with good audit trail
    7. Report monthly, quarterly, half yearly and annual progress on all project activities to program senior officer
    8. Monitor the sustainability of the project results
    9. Spear heading surge meeting while incorporating ccc team
    10. Ordering data equipment such as green card registers
    11. Assisting the CCC team to generate and implement work plan given by the partner
    12. Compiling the overall reports for the CCC department such as GBV reports, OVC, SAPN patient testing, rates of appointment keeping, TB cases
    13. Opening files for new patients, transfer in patients
    14. Recommend further improvement in CCC project activities where output is low
    15. Foreseeing that all CCC registers are up to date
    16. Updating CCC wall charts or flip charts on retention and suspension.

    Qualifications
    Education 

    1. At least a diploma in IT. A degree will an added advantage

    Knowledge

    1. Proven experience as data entry clerk or equivalent for at least 2 years
    2. Familiarity and experience with Health systems
    3. Data entry & data cleaning experience in USAID treatment and care project would be an added advantage
    4. Experience in training on data collection tools is a plus
    5. Fast typing skills; Knowledge of touch typing system is strongly preferred
    6. Excellent knowledge of word processing tools and spreadsheets (MS Office Word, Excel etc.)
    7. Working knowledge of office equipment and computer hardware and peripheral devices
    8. Basic understanding of databases
    9. Positive attitude & an open mind
