    Director, Risk Management and Internal Audit

    Job Details

    Reporting operationally to the Board and administratively to the Director General, the Director Risk Management and Internal Audit is responsible for providing independent and objective Audit, risk assurance and compliance, ensuring efficiency and effectiveness of the system of internal controls and compliance with existing laws, regulations, policies, plans and procedures, accounting pronouncements, and contractual obligations.

    Key Responsibilities

    • Prepare a risk-based annual audit for the approval of the Board Audit Committee;
    • Carry out investigation and special audit as requested by management, board, or red flag noted;
    • Reviewing audit findings with auditees, appraise the management and report to the Board Audit Committee; Prepare and guide the Audit committee on risk management and audit including secretariat services to the Audit Committee of the Board;
    • Identify the relevant operating risks that may affect the organization and assess their likelihood of occurrence and the potential impact on the business;
    • Reviewing and appraising the prudence, adequacy, application and efficiency of business processes and operating controls to mitigate risks and recommend remedial actions; and Assessing the reliability of management information utilized in decision-making processes.

    Personal Specifications

    • A minimum of a Masters and a Bachelors Degree in Business Administration, Commerce, Finance, Accounting or related field from a recognized university;
    • Relevant Professional Qualifications in CPA (K), ACCA, CFA, CIMA etc;
    • Possession of Certified Information Systems Auditor (CISA) qualifications;
    • Minimum of 10 years relevant work experience with 5 years in senior management;
    • and Must be a valid member of a relevant professional body.

    Director, Finance and Accounts

    Job Details

    Reporting to the Assistant Director General, Business Support, the Director, Finance and Accounts is responsible for providing strategic direction and leadership of the Finance and Accounts department of the Authority.

    Key Responsibilities

         • Contribute to the development and implementation of operational strategies, policies, regulations, procedures and standards for management of Finance and Accounts;
         • Oversee the preparation and implementation of periodic departmental and unit budgets and cash flow planning
         • Ensure safe custody of the Authority’s financial information;
         • Undertake sound financial investment in line with the organization investment policies;
         • Ensure preparation of periodic financial statements and annual accounts in line with International Reporting Standards as prescribed by the Public Sector Accounting                    Standard Board;
         • Ensure preparation of financial performance and management reports for the Board, Management, statutory and external agencies; and
         • Coordinate statutory audits and follow up actions with other departments.

    Director, Frequency Spectrum Management

    Reporting to the Assistant Director General, Communication and Infrastructure, the Director, Frequency Spectrum Management is responsible for providing strategic direction and leadership of the Frequency Spectrum Management department of the Authority.

    Key Responsibilities

    • Contribute to the development and implementation of operational strategies, policies, regulations, procedures and standards for management of frequency spectrum;
    • Direct the proper allocation of spectrum and assignment of frequencies;
    • Direct the licensing of radio communications and ensure quality control, effectiveness and efficiency in operations;
    • Coordinate effective maintenance of the radio monitoring facilities and radio frequency measuring equipment Coordinate preparation of the National Table of Frequencies (TOFA) and ensure proper record keeping and integrity of the frequency spectrum data;
    • Oversee spectrum monitoring inspections and enforcement activities, reviewing periodic operational reports and making appropriate recommendations as well as resolution of harmful interference; and Coordinate the preparation and review of the Frequency Spectrum Annual Reports.

    Assistant Director General, Business Support

    Reporting to the Director General, the Assistant Director General, Business Support is a member of Senior Executive team and is responsible for providing strategic direction, leadership and advice on business support services which include Human Capital and Administration, Finance and Accounts and Information Technology and Enterprise Resource Management divisions of the Authority.

    Key Responsibilities

    • Oversee the development and implementation of relevant operational strategies, policies, regulations, procedures and standards for the Authority;
    • Ensure prudent management and utilization of financial resources;
    • Provide and develop strategies to attract, motivate, retain and develop employees in the Authority;
    • Efficient provision of quality and cost effective administration services including security, maintenance of facilities, equipment and property to realize its business objectives;
    • Coordinate development and implementation of the Authority’s internal IT and automation Strategy, and Disaster Recovery and Business Continuity Planning;
    • Ensure compliance with the reporting requirements of the Kenya Information and Communications Act; Public Finance, Management & Accountability Act; and any other relevant Acts and Regulations; and
    • Act as liaison with government agencies, regional and international partners on capacity building.

    Assistant Director General, Regulation and Access

    Reporting to the Director General, the Assistant Director General, Regulation and Access is a member of Senior Executive team and is responsible for providing strategic direction, leadership and advice on the Competition Tariffs and Market Analysis, Licensing Compliance and Standards and Legal Services divisions of the Authority.

    Key Responsibilities

           • Oversee the development and implementation of relevant operational strategies, policies, regulations, procedures and standards for the Authority and the                                     telecommunications sector in general;
           • Spearhead studies and research to inform the determination of rates, fees and tariffs that may be charged for the provision of services offered by regulated communication           service providers;
           • Lead in the preparation of costing and pricing of communication services for approval by the Board of Directors;
           • Spearhead harmonization and standardization of ICT Services at Regional level and development of new or revised ICT licenses;
           • Institute dispute resolution mechanism and arbitrate disputes between stakeholders, whenever they arise;

           • Monitor international regulatory issues on telecommunication and other ICT issues affecting the sector and develop intervention measures; and 

           • Oversee and manage the enforcement of the provisions of the KICA Cap 411A, Regulations and License Conditions.

    Assistant Director General, Communications and Infrastructure

    Reporting to the Director General, the Assistant Director General, Communication and Infrastructure is a member of Senior Executive team and is responsible for providing strategic direction, leadership and advice on the Frequency Spectrum and Monitoring, Multimedia Services and Cybersecurity and E-Commerce divisions of the Authority.

    Key Responsibilities

          • Oversee the development and implementation of relevant operational strategies, policies, regulations, procedures and standards for the Authority and the                                    telecommunications sector in general;
          • Lead the development, review and implementation of the broadcasting framework including strategies on management and optimum utilization of frequency resources;
          • Be responsible for processing licenses with respect to various communication services and initiate interventions to spur growth in activities;
          • lead development of frameworks for adopting new technologies and formulation of ICT standards in line with global trends and best practice and update existing ones;
          • Develop a national cybersecurity framework and provide oversight to the national cybercrime management and manage the National Public Key Infrastructure framework;
          • Acting as a national trusted point of contact computer security incident response at the national level; and
          • Lead the development of E-Commerce in the country.

    Personal Specifications

    • A minimum of a Masters and a Bachelors Degree in Electrical, Electronics, Business Administration, Statistics, Telecommunication Engineering, ICT or related field from a     recognized university;
    • Minimum of 15 years relevant work experience with 10 years in senior management and Must be a valid member of a relevant professional body.

    • Certificate of Good Conduct from the Directorate of Criminal Investigations;
    • Clearance Certificate from the Higher Education Loans Board;
    • Tax Compliance Certificate from the Kenya Revenue Authority;
    • Clearance from the Ethics and Anti-Corruption Commission; and Report from an Approved Credit Reference Bureau.
