    Senior Officer, Humanitarian Information Analyst

    Job Duties and Responsibilities

    Support to IFRC emergency operations:

    • Collect, consolidate, and analyze all secondary data to identify information gaps and inform IFRC decision-making processes.
    • Support/develop IFRC Crisis Categorization analysis at the onset of emergencies, and update as relevant/required.
    • Support and Develop Emergency Operations Snapshot showcasing countries response activities at initial stages of the emergency to inform membership.
    • Support /develop IFRC Disaster Brief at the onset of emergencies and ongoing emergencies.
    • Support and Develop other relevant Humanitarian Information Analysis product such as the GLobal Analysis of N eeds Complex Emergencies, Situation Analysis of Risks in General Elections, etc.
    • Coordinate, support or advise on primary and secondary data collection, management, storage and archiving.
    • Support/develop Risk Watch forecast and humanitarian scenarios for the for-emergency operation in Africa
    • Support, advise or lead (when assigned) assessments design and implementation
    • Select and implement structured analytical techniques to improve the quality, credibility and rigor of the analysis.
    • Implement analysis and foresight best practices and methodologies to optimize efficiency in operation and decision-making process.

    Information Analysis Capacity Building and Development:

    • Act as the technical focal point for remote and in-country technical support and coordination, when requested by the operational requirements.
    • Participate in coordination meetings and working groups to share data-related updates, insights, and recommendations, fostering collaboration and alignment of efforts.
    • Provide technical guidance and support to colleagues, partners, and national societies regarding data-related matters, promoting a culture of data-driven decision-making and effective coordination
    • Maintain clear communication with the IM Coordinator and provide regular updates on ongoing tasks.
    • Harmonize and align data analytics standards and approaches in Africa.
    • Capacity building and strengthening in Humanitarian Information Analysis in Africa National Societies
    • Facilitate discussions, forums, and briefings on trends and analysis in the organization.
    • Design and facilitate scenario building workshops with various sectors and operations departments and Africa National Societies
    • Ensure lessons learnt are captured and fed into country and global level guidance or assessment preparedness activities.
    • Provide technical guidance and support to National Societies to improve their analytical capacities and disseminate IFRC products and tools to facilitate analysis in humanitarian settings.

    • Work actively towards the achievement of the Federation Secretariat’s goals.
    • Abide by and work in accordance with the Red Cross and Red Crescent principles.
    • Perform any other work-related duties and responsibilities that may be assigned by the line manager.

    Education

    • Relevant university degree / higher education or demonstrated equivalent humanitarian related experience. Required.
    • Relevant post-graduate degree. Preferred.
    • Relevant professional training courses. Preferred.

    Experience

    • 3 to 5 years of proven experience in information management and data analysis in humanitarian contexts. Required.
    • Experience in assessment design and data management related to large scale inter agency or sectoral needs assessments. Required.
    • Experience in undertaking and managing complex, large scale humanitarian needs. Required.
    • Experience in designing, conducting, and analyzing large surveys in emergencies. Required.
    • Ability to perform accurate data analysis even on a tight schedule. Required.
    • At least 2 years of experience of working for the Red Cross/Red Crescent Movement. Preferred.

    Senior Officer, Operations Quality and Delivery Analyst

    Job Duties and Responsibilities

    System Development and Optimization:

    • Assist in the development and set-up of data collection, consolidation, analysis, visualization and reporting tools and processes for emergency operations, including Federation-wide.
    • Ensure quality control over the system and processes and support the compliance of team members with the established tools and methodologies.
    • Contributing to IFRC Delegations and NS capacity building in data collection and monitoring of response efforts by supporting National Societies in their own data management process and ensuring a higher data quality overall.

    Data Collection and Validation:

    • Support the data collection and validation process for the emergency operation and programmes.
    • In coordination with the regional M&E focal point and in-country PMER, support IFRC and National Societies to contribute to the development and improvement of data collection tools and methodologies, as well as monthly KPI reports.
    • Lead the initial briefing, review, and feedback sessions for the data collection tools and methodologies in emergency operations.

    Data Analysis, Visualization, and Reporting:

    • Analyze the data collected for the emergency operation and programmes.
    • Support the data visualization efforts and respond to additional data analysis requests.
    • Maintain quality control of the data pipelines and regularly update operational dashboards.

    Data Protection, Responsibility, and Accountability:

    • Promote accountability in data processing and management.
    • Ensure responsible processing of data using ethical standards and data protection principles.
    • Support efforts to increase the usability of data for decision making and accountability to stakeholders.

    Education

    • Graduate degree in a relevant humanitarian or Social Sciences, ideally studies relating to data management, statistics etc. Required.
    • Post-graduate qualification in economics, statistics or data science. Preferred.
    • Basic Delegate Training Course or IMPACT, ERU, CAP Training or equivalent experience. Preferred.

    Experience

    • Demonstrated work experience (3+ years) especially working on large scale data collection, management, analysis and visualization and delivering on targets successfully. Required.
    • Strong background in the management of quantitative and qualitative data for the humanitarian sector. Required.
    • 3 or more years’ experience working for the RCRC Movement. Preferred.
    • Experience in NS capacity strengthening. Preferred.
    • Experience working in an emergency response context. Preferred.
