    WPE Manager

    Job Purpose/Objective

    The WPE/GBV Manager will be the focal point for IRC’s GBV program in Hagadera. With technical support from the GBV Coordinator and GBV Technical Unit, the GBV Manager will be responsible for implementing the GBV program in Hagadera refugee camp and ensuring that the goals and objectives of the program are met.

    He/She will provide technical and line management oversight to the field-based staff of GBV. The position reports to the WPE Coordinator in Nairobi.

    Key Responsibilities

    Programming

    • Provide ongoing leadership to the team and oversee implementation and coordination of activity plans to ensure targets are met.
    • Provide ongoing support to staff and partners through training and guidance to ensure programming meets GBV best practice and guiding principals that prioritizes the security of beneficiaries and staff.
    • Oversee the expansion of adolescent girls and women’s empowerment programming including women’s centre activities and work to achieve sustainable and community-owned management mechanisms for these.
    • Conduct/participate in ongoing GBV assessments to guide GBV programming in IRC Dadaab operations
    • Lead in the implementation of IRC’s Dadaab GBV strategy to meet the needs of GBV survivors.
    • Strengthen support mechanisms to ensure survivors can access services in a timely manner.
    • Ensure that the profile of the program and staff are maintained at the appropriate level and GBV staffs’ performance is managed in line with IRC practices and policies. The position line manages two GBV officers  in Hagadera and Kambioos Camps
    • Support the development of strategic partnerships with local organizations on GBV programming in Dadaab.

    Grant Management

    • Ensure adequate monitoring systems are in place which can be used to demonstrate project impacts and inform ongoing program design.
    • Manage and oversee all GBV grants in line with IRC policies and practices; develop and maintain work, spending and procurement plans for multiple projects. Participate in all WPE Grant Opening, Mid-Term and Closing meetings.
    • Ensure that all internal and donor reporting requirements are met and that reports are of a high quality and submitted on time.
    • In coordination with GBV Coordinator, DDP, Grants Unit and HQ Technical Unit, play a leading role in the development of proposals

    Staff and Community Capacity Building

    • Design and implement staff training plans for national and refugee team members.
    • Develop, conduct, and supervise trainings on GBV including basic counseling, clinical management of rape, GBV basics, and key GBV resources for partners, community members, and service providers.
    • Collaborate with the health team managers (clinical services, Nurtrition, Community health and HIV) to ensure that staff are well trained on GBV and support to survivors.

    Coordination and Networking

    • Work with partners, government, and other NGOs and UN agencies to establish appropriate systems to ensure survivors can access services in a timely and confidential manner.
    • Develop and maintain effective working relationships with all stakeholders– including community leaders, NGOs, UN agencies, and other IRC team members (especially HIV, and clinical services) to enhance multi-agency and multi sectoral cooperation and coordination.
    • Participate in the GBV Working Group Meetings at camp levels and Dadaab level.
    • Ensure GBV response and prevention are incorporated into other sectors and humanitarian activities, through trainings, advocacy and other mentoring or support.

    Administration

    • Recruit national staff in conjunction with Human Resources Department and maintain updated job descriptions, conduct interviews, orient new staff to the IRC and the GBV program.
    • Supervise GBV staff directly, as well as interns and consultants as needed.
    • Ensure Performance Management System documentation is in place and followed up regularly.
    • Recommend and implement a capacity building plan for project staff.
    • Ensure GBV staff understands and follows IRC and donor Policies and Procedures.

    Requirements

    • 3 years program management experience, including at least 1 year in a humanitarian context with GBV focus
      MA/S or equivalent in social science, humanities or related degree
    • Good interpersonal and team building skills
    • Community education/training experience desirable
    • Ability to live and work under pressure in an unstable security environment
    • Experience in proposal writing is preferred
    • Fluency in English. Somali language preference.

    Senior Training Coordination Officer-Dadaab

    Job Purpose

    The Senior Training Coordination Officer is a key program staff who work closely with partners and beneficiaries to identify and develop training programs, support assessment of skill development needs, provides input into training material and approaches, monitors training for effectiveness targeting refugee and hosting populations, and support development of approaches and strategies for employment. S/he will work under the direct administrative supervision of the Senior Field Coordinator and technical supervision of Health, RH/CHP and Nutrition Technical coordinators, and work closely with the IRC Somalia team and Economic Recovery and Development unit.

    Job Duties

      • Coordinate identification and assessment of potential partnerships and material for short-term skill acquisition in health related fields that will provide refugees and host community members’ additional skills that will lead to further employment.
      • Ensure delivery of training programmes that include class based sessions, web-based seminars, printed manuals, group sessions, training videos, and more.
      • Work with relevant stakeholders to determine training needs and requirements for the targeted population through meeting and /or administering surveys.
      • Reviews existing training materials produced by third parties to determine appropriateness and relevance.
      • Coordinate training schedules/ sessions, organizes information technology and other equipment, and manages course enrolment
      • Establishes and implements a monitoring framework to track progress of training beneficiaries
      • Works with technical leads and other sectors to address learning issues, instruction problems, or new educational needs
      • Coordinates with IRC Somalia teams in order to ensure coordination of approaches to build employment skills in the health sector and monitor repatriation of skilled workers for promotion of employment approaches in Somalia.
      • Manages costs for Kenya training activities and works with the Senior Field Coordinator and Grants department to ensure budget and cost compliance and tracking.
      • Prepare donor reports and contributes to overall program reporting against results frameworks, providing summaries of training approaches, results and lessons learned.
      • Keeps current on the program activities and sector needs by attending regular meetings, conferences, and seminars
      • Maintains understanding of new educational and training techniques and methods related to building health sector employment skills for refugees and vulnerable Kenyans.

    Skills And Qualifications

      • Bachelor's or Higher Diploma in health ,social science, education required
      • At least three years’ experience in capacity building or health skill acquisition programs required
      • Understanding of health sector employment needs and trends and demonstrated experience working with community health professionals required
      • Demonstrated experience in program management, monitoring training activities, and working with vulnerable populations in camp settings preferred
      • Demonstrated experience in stakeholder management or similar setting
      • Strong Written and Verbal Communication, Interpersonal Communication, Problem Solving, Critical Thinking, Planning Skills, Time Management, Attention to Detail, Decision Making skills preferred.
      • Demonstrated experience in ensuring quality data collection and analysis to measure outcomes and improve approaches.

    Work Environment

    The position will be based in IRC’s office in Dadaab refugee camp and work on a daily basis on identified training sites in the camp areas and nearby. The position will involve regular travel to Nairobi.
