    Deputy Commissioner – West of Nairobi (Tax Service Office)

    Purpose of the job:

    The Deputy Commissioner – West of Nairobi (Tax Service Office). This role is responsible for managing, directing and controlling all operations within the Tax Service Office.

    Key Responsibilities of the job:

    1. Managerial / Supervisory Responsibilities
      1. Responsible for improving data availability, accessibility, quality and utilization by coordinating development of Data policies procedures and standards.
      2. Provide vision, expertise, and long-range planning in enterprise data architecture, data integration, master data management, enterprise data governance to support advanced analytics & Business Intelligence.
      3. Coordinate the activities of Data Warehouse and Analytics processes through the systematic collection, analysis and maintenance of relevant taxpayers’ data/intelligence.
      4. Manage the data analytics team to optimize taxpayer data for visualization purposes and develop high-end data visualizations for revenue forecasting.
      5. Managing the protection of sensitive data and information assets by ensuring alignment to internal & external laws, policies and regulations.
      6. Establish structures that ensure Design and development of data models, extraction code and cleansing routines utilizing typical data quality functions.
      7. Work with the business departments to interpret their data processing needs and provide the most optimal solutions using Business Intelligence software/tools.
      8. Responsible for producing data sets that will be useful for improved revenue forecasting, enhancing compliance and widening the tax base.
      9. Chair and coordinate the Board of the Data governance and Information management Thematic Area of Transformation.
      10. Develop strategies to respond to any technological, legislative, and environmental changes that require adjustments in data governance and analytics process, tools and skills
      11. Drive initiatives to improve ethics, culture and facilitate change management in the division.
    2. Operational Responsibilities / Tasks
      1. Facilitate implementation of the work plans for the following corporate initiatives in the Division: Audit, Integrity, QMS and Risk Management.
      2. Development and management of the divisional work plan and budget.
      3. Day-to-day operations, supervision, management of performance and development of staff in the Division
      4. Review and approval of data strategies, policies, frameworks and standards
      5. Establish relationship with 3rd party data stakeholders/partners
      6. Monitor implementation of data strategies, policies, frameworks and standards
      7. Recommend strategies to address gaps in data governance and utilization
      8. Coordinate data governance and utilization boards, committees and focus groups
      9. Identify and monitor implementation of divisional KPI’s
      10. Give strategic direction in data utilization and management

    The job holder should possess the following minimum qualifications:

    • A university degree in Data Governance, Data Science, Information Management, Computer Science, Information Technology, Statistics, Mathematics or related field from a recognized institution.
    • Certified Data Governance Professional, Certified Data Management Professional or any other equivalent Professional qualification and membership to relevant professional bodies will be an added advantage.
    • Minimum of Ten (10) years’ work experience in a similar role with at least Five (5) years in a senior management role.

    Assistant Manager - Application Development

    Job Summary:

    The job holder is responsible for;

    1. Co-ordination and supervision of systems development teams
    2. Providing continual improvements to existing DTD business systems and supporting systems by ensuring that solutions designed to address business needs meet the required quality standards.
    3. Development or enhancements of new systems as per the Requests for Change(RFC’s) and in line with procedures and standards

    Key Responsibilities

    1. Leads development team in hand-on application development work
    2. Reviews application development tasks allocated to staff to ensure that they are accomplished within the set requirements and that they meet highest standards of quality.
    3. Monitors development of applications assigned to the section to ensure that they are delivered within the set timelines and that they conform to the approved designs
    4. Ensures that solutions which have been build and are ready for release have the requisite documentation (User manuals, technical manuals, deployment plans, roll back plans) before they are packaged for submission.
    5. Reviews Change requests for completeness/clarity and liaises with stakeholders to address identified inadequacies
    6. Reviews Development and Maintenance procedure manuals to guarantee continued relevance and forwards to the Manager for approval
    7. Plans for system demonstrations (demos) for new solutions/enhancements developed, by coordinating with the relevant sections
    8. Reviews Quality Assurance(QA) test results, and ensure issues arising from QA are addressed by the developer
    9. Reviews unit and modular based test results and maintains the documentation
    10. Reviews Application development coding standards and seeks the requisite approvals
    11. Forms and coordinates the peer review teams within the unit and maintains review report
    12. Prepares and submits reports as required including providing stakeholders with regular progress/ status reports
    13. Monitors performance of business systems architecture components, evaluates their effectiveness and advises the manager on areas requiring review/improvement
    14. Reviews business automation work plans and associated activity schedules
    15. Develops the unit’s Annual Work Plan and draft budget and coordinates their implementation;
    16. Prepares monthly, quarterly, annual and ad hoc reports for the unit;
    17. Develops, mentors and coaches staff in the unit;

    Job Summary

    The job holder is responsible for;

    1. Supervision of systems development teams
    2. Development of new systems to automate business processes and maintenance of existing
