    Governance Policy and Regulations Expert

    Governance Policy and Regulations Expert
    Reporting to the Project Manager, the Governance, Policy and Regulations Expert will be responsible for the provision of technical support in the formulation, review and implementation of policy, regulations and standards in ASGM sector.

    Duties and Responsibilities

    Reporting to the Project Manager the position holder will: –

    1. Provide technical support and guidance on the development and implementation of an advocacy strategy to deliver impact in ASGM;
    2. Initiate and oversee the review of policy and regulations and make recommendations to advance ASGM sector;
    3. Carry out Capacity Needs Assessment of sector stakeholders and recommend appropriate interventions required to advance the formalization and promotion of non-mercury alternatives in ASGM;
    4. Respond to and guide local initiatives on strengthening ASGM Governance and Policy for enhanced livelihoods.

    Requirements for the Position

    Qualifications.

    Applicants must possess the following to be considered for appointment to the position:

    1. Bachelor’s Degree in Social Sciences, Law or Environmental Science/Studies; or any other related subjects;
    2. Master’s Degree in Public Policy, Political Science, Governance, Public Administration, Law, Environmental Science/Studies or any other related area;
    3. PhD in any of the above or a related area/s will be an added advantage;
    4. 4. Certificates in any of the following from recognizable institutions will be added advantages:
      1. Managerial/ Supervisory Skills Development;
      2. Journalism/ Mass Communication;
      3.  Advocacy/ Governance; each lasting a duration of at least four (4) weeks.

    Experience

    In addition, the applicant should possess the following:-

    1. Proven work experience of a minimum of five (5)years in Policy formulation and/or Analysis, Governance working in a legislative/ regulatory environment, preferably in Public sector: with sound judgement, sensitivity and in-depth understanding of the functioning and relationship of key players;
    2. Two (2) of which must have been in environment projects related to sound chemicals management.
    3. Proven experience with donor funded projects in ASGM sector and/or extractive industries will be of definitive advantage.

    Skills and Competences

    In addition, the applicant should demonstrate the following:-

    1. In-depth understanding and appreciation of intergovernmental relations;
    2. In-depth knowledge and appreciation of the political and socio-economic environment in respect to ASGM at the international, national and county levels;
    3. A thorough understanding of policy and regulatory framework, particularly in environment and extractive sectors;
    4. Working knowledge of toxic chemicals management and Mercury use in Gold mining;
    5. Ability to work effectively with people of diverse backgrounds;

    The applicant should also possess the following;

    1. Excellent communication skills in Kiswahili; and
    2. Excellent language skills in English (writing, speaking and reading), and;
    3. Excellent analytical, advocacy, persuasion, negotiation and public presentation skills.

    Project Gender Officer

    Project manager, the Project Gender Officer will be responsible for the mainstreaming of gender in project
    implementation.
    Terms of Engagement: The position shall be for an initial twelve (12) months contract with possibility for extension.

    Duties and Responsibilities:

    Specific responsibilities will include:

    1. Oversee the development and implementation of the Project Gender Action Plan;
    2. Monitoring, Evaluation and Reporting on the implementation of the Project Gender Action Plan and review corresponding management plan as necessary;
    3. Provide technical support to the project in ensuring that all project related activities include gender dimensions including but not restricted to the following:
    4. Development and Review of the Mining Policy and Regulatory Framework;
      1. That the Project supports mining groups and miners in access to finances and financial products; and the establishment of ASGM Associations and Cooperatives;
      2. Development and Inclusion of gender sensitization modules in all training activities.
      3. Carry out Gender Impact Assessment; and
      4. Make recommendations on how the Project can further improve its gender related interventions.

    Requirements for the Position

    Qualifications

    Applicants must possess the following, in order to be considered for appointment to the position:

    1. Bachelor’s degree in Gender studies, Development Studies, Community Development, Social Sciences, Law, Sustainable Development or any other related discipline.
    2. Master’s degree in gender studies, gender and development, sustainable development or closely related area (will be added advantage).
    3. Certificates in the following areas from recognized institutions will also be added advantages:
    4. Managerial / Supervisory Skills Development;
    5. Project Management, Monitoring and Evaluation;
    6. Training of Trainers; each lasting a minimum of four (4) weeks in duration; and /or
    7. Report Writing; lasting not less than one (1) week in duration.

    Experience

    The applicant should also possess the following:

    • Minimum three (3) years’ of proven work experience in gender mainstreaming, women’s empowerment and sustainable development in Kenya; and
    • Proven experience with donor funded projects will be an added advantage;
    • Experience in working with ASGM and/or extractive industries will be of definite distinct advantage.

    Skills and Competences

    The applicant should, in addition demonstrate the following:-

    1. In-depth-knowledge of issues related to women’s empowerment and sustainable development in Kenya;
    2. Ability to develop training modules in regard to gender responsive capacity building;
    3. Knowledge and appreciation of environmental management;
    4. The applicant should also possess the following;
      1. Excellent communication skills in Kiswahili,
      2. Excellent language skills in English ( speaking and reading)
      3. Excellent analytical, advocacy and presentation skills.
      4. Report writing skills.

    Chief Technical Advisor

    Reporting to the Project Manager, the Chief Technical Advisor will be responsible for providing technical backstopping and management support in enabling the delivery of the Project objective. Terms of Engagement: The position shall be on an initial twelve (12) months contract with possibility for extension.

    Key Duties and Responsibilities

    Reporting to the Project Manager, the Chief Technical Advisor will provide technical support and guidance in enabling the following:

    • Preparation of Evidence-Based Economic Models in the establishment of chemical free pilot plants, based on Best Environmental Practice in ASGM;
    • Formalization of ASGM groups;
    • Development of policy briefs on the project deliverables to aid decision making by stakeholders;
    • The training of miners and mining groups by trainers;
    •  Coordination and supervision of Regional Project Officers (RPOs) in the delivery of their set targets;
    • Fostering of partnerships, collaborations and building of synergies among stakeholders;

    Requirements for the Position

    Qualifications

    Applicants must possess the following, in order to be considered for appointment to the position:

    • Bachelor’s degree in the field of Mining, Environmental Management, Chemistry, Bio-Chemistry or a related field; 
    • Master’s degree in any of the above or related field;
    • PhD in any of the above areas will be an added advantage
    • Certificates in any of the following areas from recognizable institutions will also be added advantage:
      • Managerial / Supervisory Skills Development; and or
      • Project Management, Monitoring and Evaluation; lasting at least four (4) weeks in duration;
      • Report writing; lasting not less than one (1) week.

    Experience

    Applicants will also be expected to have:-

    1. A minimum of five (5) years’ proven work experience in the environment sector;
    2. Two (2) of which (years) must have been in sound chemicals management;
    3. Experience in ASGM sector will be an added advantage.
