    Child Protection Specialist (Gender Based Violence in Emergencies (GBViE))

    The GBViE Specialist (P-4) will be responsible for providing high quality technical guidance and on GBViE prevention, risk mitigation and response for the design, planning and expansion of programming across UNICEF programming in ESAR. Support will also be provided to operatonalise UNICEF ESARO’s work on its Collective Focus Area on violence against girls, boys and women across the humanitarian-development-peace nexus. Under the supervision of the ESARO Child Protection in Emergencies (CPiE) Specialist, the incumbent will provide oversight for quality assurance and coherence with UNICEF’s global level GBViE Operational Guidance and Resource Pack, as well as other global standards and guidelines and the UNICEF Strategic Plan and Gender Action Plan. S/he will ensure that the GBViE programming is aligned with the Core Commitments for Children and  global and regional priorities related to violence against girls, boys and women under UNICEF’s Strategic Plan and the Child Protection Strategy.

    The GBViE Specialist will work directly with UNICEF GBViE Specialists, officers and focal points in the Child Protection teams at the country offices and will work collaboratively with UNICEF Child Protection Specialists at the regional office and headquarters (HQ) and across sectors. S/he will coordinate closely with other UN agencies and non-governmental partners (NGO) that specialise in Child Protection and GBViE with a focus on women-led organisations.

    Major Duties and Responsibilities

    Provide strategic and technical support to UNICEF ESARO and COs to scale up efforts to address GBViE 

    • Support COs and partners to deliver on organizational commitments in line with UNICEF GBViE programming approaches covering the three pillars approach as per the UNICEF GBViE Operational Guide: response, risk mitigation and prevention adapted to the operating environments in COs.
    • Lead and coordinate implementation of the multi-year GBViE funding to scaling-up GBViE programming in Ethiopia and Somalia providing adequate technical support and guidance to achieve objectives.   
    • Work with the UNICEF HQ, regional and country offices, Child Protection teams and across other UNICEF sectors to design, plan and coordinate scale-up of GBViE interventions for priority COs.
    • Support the planning, design and development of partnerships with women-led organisations to enhance GBV service delivery and their leadership and participation in humanitarian responses in support of UNICEF GBViE expansion in ESAR.
    • Work with COs to adapt and roll-out a structured and context appropriate interventions to target adolescent girls in humanitarian settings and respond to their unique needs and building assets, skills and confidence through mentoring and empowerment.
    • Provide guidance to support trainings and capacity building initiatives to strengthen GBV case management including caring for child survivors of sexual abuse.

    Work with the UNICEF sectors, clusters and inter-agency partners to ensure GBV prevention, risk mitigation and response is adequately integrated across sectors and actions to reduces risks of GBV are implemented.

    • At the regional office and across COs, work closely with priority UNICEF sectors and clusters to develop plans to integrate GBV risk mitigation measures across programming in line with the Interagency Minimum Standards and the IASC GBV Guidelines.
    • Engage with UNICEF Nutrition to improve GBV risk mitigation measures are in place to improve women and girls’ safer access to nutrition facilities and increase nutrition outcomes for children.
    • Work closely with ESARO PSEA Specialist and COs PSEA counterparts to ensure that GBV risk mitigation efforts reduce vulnerability to SEA particularly in humanitarian settings.
    • Support UNICEF regional office and COs efforts to promote safer programming and develop plans to integrate GBV/SEA risk mitigation across programming that are aligned to the new Strategic Plan  Change Strategy indicator H5.5. Percentage of country offices that have implemented a minimum set of gender-based violence risk-mitigation actions and create plans to meet requirements including sector specific safety audits, community consultations and risk analysis.

    Strengthen knowledge management and policy development on GBViE for ESARO and COs

    • Contribute to the development of new global and regional guidance, strategies and resource development on GBViE and work closely with the Child Protection Specialists to address violence against girls, boys and women
    • Document lessons learned and good practices from UNICEF’s partnerships with new and existing women’s organisations and GBV risk mitigation efforts for onwards dissemination across ESAR.
    • Keep abreast of developments with GBViE and make appropriate recommendations for UNICEF ESARO on enhancing prevention and response strategies.
    • Support documentation of good practices, learning exchanges and forums on GBViE interventions and regularly update the SharePoint sites for ESAR staff to access policy and guidance materials studies on GBViE.
    • Actively monitor financial and human resource capacity to ensure sufficient resources are in place to effectively achieve UNICEF GBViE commitments particularly in emergency settings.
    • Promote the inclusion of GBViE into resource mobilization efforts, reports, proposals, ToRs, humanitarian appeal processes, advocacy materials and other relevant documents, as required.
    • Provide updates and briefings on GBViE for senior management at the CO, RO and/or HQ levels to ensure understanding and prioritization of programming to address GBVIE.

      Improve coordination of UNICEF GBViE interventions internally and at the inter-agency level.

    • Represent UNICEF on the inter-agency Regional GBV Working Group to ensure there is a comprehensive plan of action to better address GBV across all humanitarian interventions.
    • Actively engage in and provide technical support on UNICEF HQ coordination groups and maintain close relationship with GBViE and PSEA Specialists at HQ and in other regions.
    • Support UNICEF GBViE Specialists and focal points at COs by organizing regular meetings, providing trainings, enhancing communication and information sharing among COs on GBViE.
    • Participate in the Regional Child Protection Network to ensure there is a comprehensive plan of action to better address GBV across all humanitarian interventions.
    • Engage closely with UNICEF ESARO Child Protection Specialists on key intersecting issues including efforts to address social norms and harmful practices in humanitarian and protected crises, sexual violence in conflict, children on the move and improving social service workforce strengthening.
    • Liaise with UNICEF  UNICEF sections  including WASH, Health, Education, Nutrition, to ensure GBV prevention, risk mitigation and response is increasingly addressed as a cross-cutting issue, in line with the IASC GBV Guidelines, and is monitored accordingly.

    To qualify as an advocate for every child you will have…

    • An advanced university degree (Master’s or higher) in  psychology, social work, human rights and public health or other related degree, or equivalent programming experience
    • A minimum of eight of relevant professional experience in  GBViE prevention and response in humanitarian settings (with UN agencies and/or NGOs).
    • Strong understanding of GBV case management system, GBV programming approaches, practices and applications i.e. on Adolescent Girl Programming, GBViE Minimum Standards, GBVIMS, IASC GBV guidelines.
    • Demonstrated skills in planning and facilitating workshops and other capacity-building modalities.
    • Excellent interpersonal and communication skills: the ability to liaise with people successfully and effectively in a wide range of functions in a multi-cultural environment.
    • Experience of coordinating regional multi-year donor projects across countries.
    • Strong planning, project management and budget skills required.
    • Ability to work independently and productively, with multiple stakeholders in a fast-paced environment.
    • Flexible work attitude: the ability to work productively in a team environment and independently, and to handle requests or issues as they arise.
    • Ability to collect, collate and analyse data in a scientific and effective manner and strong writing skills.
    • Availability to travel frequently in the region.
    • Developing country work experience and/or familiarity with emergency is considered an asset.
    • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

    Programme Associate, GS6

    Under the supervision and guidance of the Regional HIV/AIDS Adviser in collaboration with the Regional ECD Adviser, the Programme Associate supports the HIV and ECD sections by carrying out a range of programme support functions to help develop, implement and monitor their portfolios, ensuring effective and timely delivery that is consistent with UNICEF rules and regulations.

    The Programme Associate works in close collaboration with a range of staff in the Regional Office (RO), external partners and agency counterparts in support of the sections’ work. S/He provides regular feedback on the status of activities through monitoring milestones and advises on improvements to keep activities on track.

    How can you make a difference?

    The Programme Associate is responsible for the following key functions/accountabilities:

    • Facilitating the development of programme cooperation agreements (PCAs) by providing information and drafting selected sections of it.
    • Ensuring the timely and accurate recording and administrative processing of proposals and requests for direct cash transfers (DCTs).
    • Helping conduct regular spot checks of partner’s projects to assess their financial record-keeping, expenditure controls and reporting systems.
    • Supporting the programme section in researching, compiling and analyzing qualitative and quantitative data and information from a variety of sources on subject matters relevant to the work of the section to facilitate programme delivery as well as preparation of reports, working papers and presentations.
    • Carrying out transactions in VISION ensuring programme results, activities and programme coding are as per annual work plans (AWPs), and making amendments and alterations as per section revisions when necessary.
    • Carrying out transactions in VISION pertaining to grants, contracts, and programme-related items for his/her section including but not limited to registering grant allotments and tracking expiring programme grants.
    • Preparing monitoring and reporting information for supervisor and team on agreed performance indicators to drive more efficient management and accountability for results.
    • Regularly monitoring budgets and financial expenditures of section by employing applicable tools, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision and/or follow up.
    • Helping prepare periodic or ad-hoc financial reports relating to regional and country offices and donors to support the office in optimizing use of programme funds.
    • Organize all logistical and administrative arrangements for internal and external meetings for the sections including leave and travel planning, events scheduling, liaison with travel agency, online knowledge management and preparation of travel/field mission plans for section members.
    • Executes other regular and ad hoc tasks to ensure the smooth running of the RO Sections.

    • Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization.
    • A minimum of six years of administrative or clerical work experience is required.

    Partnerships Specialist

    ow can you make a difference?

    The Partnership Specialist position’s purpose is to deepen collaboration with key stakeholders and provide an interface for environmental scanning, knowledge exchange, resource mobilization, and policy influence within the scope of assignment.   S/He may also serve as focal point and resource for colleagues on specific thematic areas of strategic relevance for partnership development. The key result is to ensure greater visibility for UNICEF and influence in support of its mission. 

    This position will encompass partnerships strategy; initiating and managing private sector partnerships; National Committee fundraising; celebrity management; supporting programme Sections on partnerships and fundraising and managing a Resource Mobilization Officer.

    Under the supervision of the Chief of Communication, Advocacy and Partnerships (CAP), the incumbent will:

    • Partnerships strategy: Lead the implementation of the UNICEF Kenya partnerships strategy to support UNICEF Kenya advocacy on key children’s issues, with the aim of influencing policy change, raising public awareness and generating additional funds for programmes. This should be in line with the new UNICEF Kenya Country Programme (2022-26), KCO Communication, Advocacy and Partnerships Strategy and office-wide advocacy priorities. Update the Kenya private sector mapping and identify new partners as needed. Contribute to strategies for donor engagement and communication plans to enhance UNICEF’s visibility and influence with existing and prospective partners. Provide analysis of the current environment and trends, make recommendations, and provide strategic and technical advice to senior management and other UNICEF staff on corporate and partner engagement.
    • Initiate new partnerships: In consultation with the Chief of CAP, lead the development of new country level partnerships, including prospect research, networking, and exploratory meetings with potential private sector partners, in line with country office priorities. A strong network of private sector contacts will be required. Support KCO programme sections with new sector-level partnership processes, including completing due diligence reviews and coordination with the regional office and HQ. Receive and screen inquiries from potential partners and coordinate with relevant UNICEF programme sections. Monitor external environment within designated partnership area for opportunities and risks and share information in a timely fashion with relevant UNICEF staff. Expand UNICEF’s network to build stronger relationships with development institutions, foundations, civil society organizations and international financial institutions.
    • Manage existing partnerships: Manage and develop existing partnerships with the private sector, including office-wide partnerships with Rotary Kenya, Safaricom, Airtel and others, with the goal of implementing, expanding and/or renewing the partnerships. Manage and develop relationships with celebrity supporters, to help promote and raise awareness of UNICEF’s work for children and to support advocacy on priority issues.
    • Fundraising: Lead on fundraising from international business and foundations, including through UNICEF National Committees (NatComs). Identify opportunities, prepare pitches together with programme sections and coordinate with communication colleagues to create fundraising content. Together with the Resource Mobilization Officer, support programme sections with partnerships and fundraising, including identifying potential new donors.
    • Resource Mobilization: Manage the Resource Mobilization Officer (NOB) to support programme sections to develop high-quality fundraising proposals, consolidate donor reports, monitor the schedule of reports, manage grants and prepare briefing documents and analytics. Coordinate with communication colleagues to produce human interest stories and visibility materials for donors. Providing oversight of proposals and donor reports, guide section chiefs on agreements negotiated with partners, guide implementation of the Resource Mobilization Strategy, review donor intelligence briefs and analytics for sharing with senior management.
    • Coordination: Coordinate the UNICEF Kenya KCO Partnerships Hub to leverage fundraising and partnership opportunities (financial and non-financial). Coordinate with KCO programme sections on public partnerships and fundraising. Maintain a register of office-wide partnerships that describes the status of agreements, due diligence undertaken, and performance. Coordinate with the ESARO regional office on regional partnerships and keep UNISON updated with details of private sector engagements. Coordinate with One UN on the National Business Compact on COVID-19 (NBCC) and the UN SDG Partnership.
    • Networking: Organize meetings and forums with CEOs and other senior business figures, foundations and celebrities, as needed, to discuss priority issues for children. Develop and maintain a partnerships map and contact list of key individuals, groups, organizations and fora whose support can assist in achieving UNICEF Kenya objectives. Develop and adapt materials for use in private sector interactions, in collaboration with communication and programme sections.
    • Education and WASH: Provide support to the Education and Water, Sanitation and Hygiene (WASH) Sections on fundraising from the private sector, foundations, UNICEF National Committees, and others. This includes the Out of School Children programme, girls education and Connecting Schools to the Internet for Education, and drought response and climate change for WASH. Support the WASH Section and UNEP to fundraise for climate change response by accessing climate financing. Work with programme sections across UNICEF Kenya Country Office to develop and pitch proposals for joined up climate programming.

    To qualify as an advocate for every child you will have…

    • An advanced university degree is required in one of the following fields: international relations, political science, communications, international development, or another relevant technical field.
    • A minimum of five years of professional experience in one or more of the following areas is required: public affairs, programme management, resource mobilization, external relations, or other relevant area.
    • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
