    Consultancy to Support Donor Transition and Monitoring of Government-to-Government Financing Framewo

    About the role
    Palladium Data.Fi seeks to engage an individual with expertise in public financial management and intergovernmental fiscal relations, on consultancy basis, to provide technical support on the implementation of the Government-to-Government funding model. The consultant will work closely with the Ministry of Health, the National Treasury, Council of Governors and individual county governments to continually monitor budgetary commitments and funds flows across the framework’s priority areas and entities. Specifically, the consultant will:

    • Work with established stakeholders’ engagement structures to outline co-financing mechanisms at both national and county levels
    • Review national and county program-based budget structures and ensure the cooperation agreement priority programs are included within appropriate program codes
    • Monitor government budgetary commitments and funds disbursements
    • Work with COG and county governments to mobilize necessary budgetary allocations to support transition
    • Organize and support the development of a costed transition framework for vertical programmes.
    • Work with GoK to develop a G2G tracker

    Primary Duties and Responsibilities: 

    The consultant will work with the Palladium’s and USG technical teams as well as national, and county governments across the following workstreams

    Resource Mobilization and PFM support
    The consultant will

    • Review national and county PFM systems and identify opportunities for streamlining using HIS data for enhanced accountability and reporting
    • Develop a resource mobilization plan aligned with donor transition timelines
    • Engage the national and county level policy makers and resource allocation panels in the MTEF budget process to mobilize government budgetary commitments and meet funding transition milestones

    Program Design and G2G Monitoring

    • Conduct a detailed review of different G2G funding approaches and advise on suitable contextual arrangements
    • Work with the MOH and COG coordination structures to operationalize an implementation plan as outlined in the implementation framework.
    • Track implementation of the implementation plan and submit reports on key milestones and challenges
    • Monitor counterpart commitments and funds flows to priority programs

    Period of performance: March 15 to June 30, 2026, with total LOE not exceeding 10 days per month.
    Required Qualifications:

    • Education: Degree in Economics or health related course with a post graduate qualification in health economics and policy
    • At least 8 years’ experience in health policy including UHC policy, health financing and public financial management,
    • Deep understanding of Kenya’s PFM landscape and devolved governance
    • Proven hands-on experience in implementing programs with a nexus of public financial management and health service delivery,
    • Demonstrated capacity in evidence generation including conducting budget and expenditure analyses,
    • Proven experience in leading engagements with MOH and Council of Governors.

    Reporting and Coordination
    The consultant will report directly to the Data.Fi project lead and work closely with

    • The MOH G2G coordination team
    • Council of Governors health secretariat
    • Selected Counties
    • Other relevant stakeholders

    Consultancy to Support MOH to Conduct a Rapid Update of Annual National and County Health Budget Analyses and Integration of Evidence to Inform Ongoing Health Sector Financing Reforms

    Primary Duties and Responsibilities: 

    • Organize and facilitate conceptualization and planning meeting with MOH task force members, firming final task implementation plan,
    • Develop draft proposals for revision of contents and approaches of NCBA to align with ongoing health financing reforms,
    • Organize and conduct national and county consultative meetings in 4 counties and acquire additional information needs as required under task (ii) above,
    • Organize meeting with task team to enrich draft content proposals and present to wider stakeholders,
    • Obtain documents or data and sources identified under (i) above in preparation for data analysis in accordance with format and contents agreed upon under task (ii) above,
    • Lead and guide data collection, collation, analysis and produce essential data tables,
    • Organize and facilitate report writing workshop for the task team members to prepare a first draft and with preliminary finding and recommendations,
    • Lead the presentation of draft preliminary findings to key stakeholders for validation and obtain appropriate feedback including from counties,
    • Finalize report and follow on for MOH adoption and publishing, followed by summary slides for high level presentation,
    • Prepare for, organize and facilitate a workshop to plan for institutionalization of the process and integration into mainstream MOH and county activities leveraging HIS.
    • Provide guidance to task team to present final report to general audience,
    • Prepare an appropriate policy brief to be approved internally by Palladium Data.FI and thereafter widely shared with all stakeholders in the health sector.

     Required Qualifications:

    • Master’s degree in public health or health economics and policy or closely related field is required. A combination of post-graduate public health and health economics is highly desirable,
    • At least 10 years of experience in national arena of health and UHC policy, financing and governance,
    • Proven hands-on experience in health financing strategies and good understanding of health financing reforms in Kenya,
    • At least 8 years’ experience analyzing national and county budgets and tracking of public financial resources,
    • Proven experience in leading engagements with MOH and other stakeholders to achieve health financing milestone.
