    Consultant - Case Management for Health Emergencies

    Purpose of consultancy

    To provide technical expertise to the clinical management and operations team to implement and perform different activities.

    Deliverables

    Deliverable 1: Provide technical expertise to the development of disease specific operational and optimized support care guidance.
    Disease specific guidance will include:

    • Clinical and nursing standards of care.
    • Standard Operating Procedures (SOPs).
    • Facility Checklists.
    • Medical supply checklists.
    • Tools to monitor consumption of required medicines, supplies and equipment.
    • Data management including case report forms (CRF) and patient level documentation tools.
    • Disease specific care pathways and algorithms.

    Deliverable 2: Provide technical expertise in the development of clinical and nursing quality improvement indicators:

    • Contribute to scoping review on quality of relevant clinical management assessment tools and quality improvement in outbreak response.
    • Contribute to Delphi process to decide on items and domains of the assessment.
    • Contribute to Delphi results synthesis.
    • Coordinate publication and dissemination of final indicators. 

    Deliverable 3: Provide technical expertise in the development, coordination, and implementation of expanded access protocols (monitored emergency use of unregistered interventions) in emergency contexts, responsibilities will include:

    • Protocol development.
    • CRF development data management.
    • Communication with WHO Ethics Review Committee.
    • Coordination with regional and countries implementing expanded access protocols.
    • Deliver and coordinate site training for data management, data sharing and reporting.
    • Communication with Data Management Committee.
    • Coordination on logistics and supply requirements for the protocol implementation with headquarters teams, regions and countries.

    Deliverable 4: Develop and disseminate disease specific training and material development for health workers:

    • Contribute to the training material development.
    • Coordinate the editorial and design processes of the training material in line with WHO style guide and publication standards.
    • Participate in training delivery and /or dissemination planning. 

    Deliverable 5: Provide clinical and coordination expertise to active health emergencies:

    • Flexibility for response deployment as required.
    • Support Partner coordination.

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    • An advanced university degree in public health, research, or related field combined with a university degree in nursing, health science or related field.

    Experience

    Essential:

    • Over 10 years of relevant experience in senior nursing or coordination management roles in disease outbreak settings inclusive but not exclusively VHF, Arboviruses, COVID-19 and Cholera.
    • 10 years of experience in complex humanitarian emergencies.
    • Research experience (clinical research and or clinical trials).
    • Experience in development of materials and trainings for health workers.
    • Demonstrated experience with developing and implementing quality improvement processes in healthcare settings. 
    • Medical data management experience in emergency settings.
    • Medical supply planning experience.

    Desirable:

    • Previous experience with WHO.

    Skills/Knowledge:

    Essential:

    • Clinical presenter skills.
    • Ability to work in a multi-disciplinary and cross-cutting environment.
    • Excellent organizational skills combined with the ability to multi-task and produce accurate results under pressure.
    • Excellent interpersonal skills, diplomacy, tact and discretion, sound judgment and initiative.
    • Ability to work under pressure and to clearly articulate and present concepts and procedures to a broad range of audiences

    Consultant – Nutritional Epidemiology and Ageing

    Purpose of consultancy

    To contribute to the measurement and monitoring of nutritional status and nutritional care services among older persons under the WHO TAG4MHA (Technical Advisory Group for Measurement of Healthy Ageing) and WHO TEAM (Technical Expert Advisory Group on nutrition Monitoring

    Deliverables

    Task 1: Contribute to the development of technical guidance for the measurement of coverage of nutrition care services in older people.
    Expected by: July 2023.

    • Deliverable 1: Prepare a draft outline of the technical report in consultation with the WHO Technical Advisory Group (TAG4MHA and TEAM).
    • Deliverable 2:  Analyse the data with academic partners and consolidate the findings to prepare the technical guidance for countries. 
    • Deliverable 3:  Draft the technical guidance based on preliminary data analysis and discussion with the WHO Technical Advisory Groups.

    Task 2: Coordinate the data collection and the global estimation of undernutrition and overweight in older persons.
    Expected by: August 2023.

    • Deliverable 1: Review the best available population survey data on older persons that collect information about undernutrition and overweight in older persons.
    • Deliverable 2: Develop methods for producing global estimation of undernutrition and overweight in older persons. 
    • Deliverable 3: Prepare a manuscript complying with the GATHER guidelines for reporting the global prevalence of underweight and overweight in older persons.

    Task 3: Contribute to a policy brief on the multi-stakeholder action to address determinants and strategies to improve the nutritional status of older persons.
    Expected by: November 2023.

    • Deliverable 1: Review the policy documents gathered from Member States in the UN Decade of Healthy Ageing Process Evaluation Survey (2022-2023) and summarize the results.
    • Deliverable 2: Perform content analysis of national policy and action plans that includes nutrition care strategies.
    • Deliverable 3: Draft a policy brief for dissemination.

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    • Advanced university degree in nutrition and public health.

    Desirable:

    • Advanced university degree in epidemiology.

    Experience

    Essential:

    • At least 5 to 7 years’ relevant experience in nutrition and research.
    • Experience in project management in international development.
    • Track record of conducting literature reviews, evidence synthesis, data analysis, documentation and implementation.

    Desirable:

    • At least one year of experience in epidemiological research on nutrition. 
    • At least one year of experience in global health estimates (e.g., meta-analysis of prevalence and incidence data).
    • At least one year of experience in nutrition and research in ageing population.

    Skills/Knowledge:

    Essential:

    • Excellent knowledge of WHO tools and guidelines on nutrition. 
    • Excellent knowledge of MS Office applications including e-mail, PowerPoint, Excel, and word processing.
    • Excellent knowledge of STATA or R software. 
    • Excellent planning and organizational skills and ability to deliver under tight deadlines.
    • Excellent knowledge of process, method and reporting of global health estimates.
    • Excellent epidemiological and statistical skills in multi-country data analysis.
