    Consultant - Biosecurity and Health Security

    Purpose of consultancy

    To facilitate all aspects of the Biosecurity and Health Security Protection Unit’s work and explore new opportunities for cooperation with programs and stakeholders internal and external to WHO. 

    Deliverables

    Deliverable 1: Facilitate all BSP unit’s activities related to preparedness and readiness. 

    • 1.1: Attend and facilitate the regular BSP meetings.
    • 1.2: Contribute to the major projects related to preparedness and readiness activities linked to Deliberate Event management in arranging the meetings, taking the minutes of major meetings and calls, participating in training implementations, simulation exercises and providing organizational services and maintaining business continuity when emergencies occur.
    • 1.3: Participate in and facilitate the HSI-TAG and Deliberate Event Task Force related meetings.
    • 1.4: Contribute to the Incident Management Structure (IMS) e.g Ukraine Technological/Environmental Hazards Working Group in providing administrative and organizational back up and participating in after action review or simulation exercises depending on the needs. 

    Deliverable 2: Facilitate BSP communication activities. 

    • 1.2: Contribute to the update of the BSP web pages.
    • 1.3: Contribute to communication material dedicated to conference, workshop such as poster, reviewing training material, reviewing papers and PowerPoint presentations.

    All deliverables are expected by 15/12/2023.

    Qualifications, experience, skills and languages

    Educational Qualifications:

    Essential:

    • First university degree in health, public health, political science, social science, international relations or a related field.

    Desirable: 

    • Doctoral level degree in public health, or political science, or international relations.

    Experience

    Essential:

    • At least two years of relevant experience in the field of Health security and / or CBRN.

    Desirable:

    • Previous experience with WHO or in UN organizations/agencies, international institutions or NGOs.

    Skills/Knowledge:

    • Expert knowledge of chemical and biological deliberate events, at a policy, academic, or operational level. 
    • Sound knowledge of WHO’s mandate and goals or experience.

    Consultant - Fundraising/Resource Mobilization/Donor Mapping

    Purpose of consultancy

    To provide technical support to the Secretariat of the WHO Framework Convention on Tobacco Control (Convention Secretariat) in fine-tuning its draft fundraising strategy.

    Deliverables: 

    • Deliverable 1: Desk review/mapping of potential donors for each respective treaty (WHO FCTC and Protocol).
      Expected by: 1 March 2023.
    • Deliverable 2: Identification of potential areas of interest for donors (including brief write-ups) for each treaty.
      Expected by: 15 March 2023.
    • Deliverable 3: Based on donor mapping and analysis, develop a prioritized potential donor target list for each Treaty.
      Expected by: 31 March 2023.

    Qualifications, experience, skills and languages.

    Educational Qualifications:

    Essential:

    • University degree in public health, global health, international development or other related field.

    Desirable: 

    • Credentials/certificate in development financing and/or resource mobilization.

    Experience

    Essential:

    • Minimum five years’ experience working in global health/international development.
    • Experience in fundraising particularly for multilateral organizations.
    • Experience in the development of both Case for Support materials and fundraising strategies/plans.

    Desirable: 

    • Previous experience working with WHO or other UN organizations.

    Skills

    • Strong understanding of the development assistance arena including key stakeholders, players and actors working in this area.
    • Strong writing, communication and presentation skills.
    • Proficient in standard MS Office software applications and modern enterprise communication technology (e.g., Zoom and MS Teams).

    Consultants – Mixed Methods Research in Perinatal and Child Health

    Purpose of consultancy

    Facilitate the mix method research, support adaptation of instruments at each country site implementing the project.

    Deliverables: 

    Deliverable 1: 

    • Discuss and iteratively adapt the development of study protocols and research study instruments. 
    • Follow up on the implementation and trouble shoot problems with country teams. 

    Expected by month 6: a write up of the study methods and the instruments developed, for each country project site.  
      
    Deliverable 2:  

    • Provide inputs to country teams on coding for qualitative analysis, data collection and input for quantitative study.
    • Facilitate the development of a clean dataset and supporting the analysis and write up. 

    Expected by month 11:   Written report on the implementation, results and analysis. 

    Qualifications, experience, skills and languages.

    Educational Qualifications:

    Essential:

    • Advanced university degree in public health/ social sciences/ nursing.

    Desirable:

    • Doctoral research focused on perinatal health.

    Experience

    Essential:

    • At least 5 years' experience in implementation research and health service research in low- and middle-income countries in the field of perinatology/ child health.
    • Experience with qualitative and quantitative methods.

    Skills/knowledge

    Essential:

    • Knowledge of qualitative and quantitative research methods as evidenced by peer reviewed publications related to maternal, newborn and child health, in the context of delivery of health programmes and public health.
