    Commercial Officer

    Role Purpose:

    • The role of the Commercial Officer will be to supervise all the financial transactions and payments of the WISH 2 programme which are carried out by the IPFFAR financial operations team to ensure correct and timely finance function to support the activities of the Hub. They will work closely with IPPF London Office to ensure timely book-keeping and maintenance of records and support the WISH 2 team with their operational finance queries.
    • The Commercial Officer will also support IPPFAR where required on procurement and travel logistics for the WISH 2 team and work with the Commercial Manager to ensure compliance and record keeping in up to date. The role has the possibility for expansion in supporting the Commercial in the financial monitoring of the programme.
    • The Commercial Officer will also support on the financial management of assigned Member Association’s and consortium partners with the support of the Commercial Manager to implement a performance by results efficient implementation and value for money spend according to the contract targets and donor compliance.

    Context of Role:

    • WISH 2 (Women’s Integrated Sexual Health) is one of three components of the overarching WISH Dividend programme that is being procured by the UK Foreign, Commonwealth, and Development Office (FCDO). This programme is central to delivering the UK’s priorities on empowering women and girls as set out in the
    • International Development Strategy, the UK’s strategic approach to sub-Saharan Africa and the International Women and Girls Strategy.
    • WISH 2 will be divided into two geographic Lots. IPPFAR is planning on submitting a bid as prime for Lot 2 which covers Burundi, Ethiopia, Madagascar, Somalia, South Sudan, Sudan, and Zambia.

    Deliverables:

    • Review all account postings to ensure they are in line with contract instructions, donor requirements, IPPF’s global finance manual and local finance legislation.
    • Identify incorrect charges and take remidial action to resolve issues.
    • Reconcile programme funding and balances and support the process of month-end and year-end closures.
    • Compile actuals vs budget data across the programme to identify funding risk areas.
    • Monitor Shared Services Unit payments are within agreed supplier timeframes.
    • Prepare WISH 2 inter-company payments and reports in Netsuite to enable correctly and timely payments.
    • Produce monthly financial reports for review by the Commercial Manager and the Deputy Team Leader.
    • Verify Member Association (MA) and partner financial reports in line with programme finance requirements that will allow for donor payment.
    • Collaborate with stakeholder finance teams to correct accounting errors and reconcile data for reporting.
    • Train partners and MAs on key programme financial controls and processes required to ensure donor compliant finance management.
    • Review programmatic documents and other approval request documents to ensure budget feasibility, compliance with forward-funding guidelines, appropriate methods of financing/payment and adequacy of financial reporting.

    Expertise:

    • Experience working in project management accounting.
    • Experience of working with multimillion-pound budgets.
    • Experience of working with restricted/statutory funded projects.
    • Experience of working internationally, ideally in a not for profit & often challenging environment.

    • Experience working with NetSuite is desirable.

    Regional Humanitarian Advisor, Africa Region (ARO)

    JOB PURPOSE

    • To contribute to upholding Sexual and Reproductive Health and Rights (SRHR) of all people, particularly the most marginalized and vulnerable in humanitarian settings in IPPF’s Africa region, by building institutional capacities of Member Associations (MAs) across the regions to provide life-saving SRH services at the onset of humanitarian crises.
    • To provide programmatic and strategic oversight to the humanitarian portfolio within/across the Africa region
    • To collaborate closely with other colleagues across the IPPF Secretariat and Federation including other members of the global humanitarian team, technical team, strategic partnerships and programmes teams to ensure the sound design, development and delivery of humanitarian programmes in the Africa region
    • To contribute to IPPF’s global and Africa regional profile through representation in relevant platforms and with key stakeholdersto advance IPPF humanitarian priorities, needs and capacities

    KEY TASKS

    • Support MAs in leveraging timely, efficient and life-saving responses by advising, promoting, orienting, training and providing guidance on IPPF’s Emergency Activation System, the IPPF
    • Emergency Response Fund (Stream 3), Global Surge Roster and relevant policies, procedures, standards, technical tools and systems.
    • Develop the Africa regions’ overall capacity on crisis preparedness, response and recovery through remote and in-country support to MAs focused on scaling service delivery, developing strategic partnerships and engaging in advocacy initiatives.
    • Provide programmatic and strategic support to MAs in the design, preparation, implementation and monitoring of humanitarian programmes.
    • Foster and reinforce linkages between/among MAs (federation-wide) to enhance humanitarian responses, knowledge sharing and leveraging of resources.
    • Facilitate resource mobilization in support of response efforts, including through assistance to MAs to access humanitarian pooled funds, the UNCERF and other relevant mechanisms for ongoing, new and/or emerging emergencies in the Africa region.
    • Assist MAs to develop proposals, workplans, budgets and quality reports for humanitarian projects in line with IPPF and donor requirements.
    • Represent IPPF at external regional humanitarian forums, conferences and working groups with the aim to showcase IPPF humanitarian programming, build strategic partnerships and identify funding opportunities.
    • Actively participate as a member of the Global Humanitarian Team, to ensure alignment with global strategic initiatives, advocacy priorities and technical approaches related to humanitarian.
    • Act as the focal point for all activities related to IPPF humanitarian response in the Africa region, when engaging with internal and external stakeholders.
    • Liaise with other Africa regional colleagues, departments and units as appropriate for the implementation of the above tasks.
    • Build and maintain positive working relations with all members of staff and contacts both within and outside the Federation, and work in close collaboration with other team members to ensure integrated execution of quality and timely humanitarian preparedness, response and recovery activities.
    • Stimulate a learning environment within the regional offices and among MAs, in collaboration with colleagues from the global humanitarian team and other departments to contribute to learning on humanitarian issues.

    • Safeguarding: Oversight/provision of incident co-ordination resulting from concerns raised within MAs or by clients of MAs on IPPF’s Safe Report, when required. Escalate issues relating to MA financial transparency and accountability as set out in the risk assurance framework.     • Thorough technical knowledge of sexual and reproductive health and rights in humanitarian contexts.
    • Established connections to relevant SRH/humanitarian stakeholders and networks, particularly in the Africa region.

    SKILLS

    • Advanced project management, financial management, analytical and problem-solving skills, including the ability to think creatively and suggest alternatives.
    • Strong organisational, administrative and time management skills.
    • Strong attention to detail and follow-up.
    • Advanced computing skills in MS Office Suite (Word, Excel, PowerPoint, Outlook).

    Senior Monitoring and Evaluation (M&E) Officer

    Role Purpose:

    • The Senior Monitoring & Evaluation (M&E) Officer is responsible for gathering and integrating data from disparate sources to extract trends and programme insights. They will work across the WISH2 team and partners to identify and respond to data analysis needs, ensuring data visualisation and reporting. The Senior M&E Officer will work closely with the Programme and Financial Teams to assess the performance of the programme in a cohort of selected countries under WISH 2.

    Deliverables:

    • Oversee data collection, identifying trends and anomalies that can be used to derive insights into programme progress.
    • Log data into the project database.
    • Evaluate data quality across partners and Member Associations (MAs) and recommend improvements to data capturing that meets the reporting requirmements of the programme.
    • Guide partners and MAs on implementing data collection for key performance tracking indicators, logframe indicators and programmatic projections/targets.
    • Train partners and MAs on the use of data systems and toolkits.
    • Collaborate with the finance team to provide data analysis in support of financial performance metrics.
    • Visualise data and analysis for Programme Managers and Country Managers that can be used to derive programmatic solutions.
    • Review programme performance against key metrics with Programme and Country Managers based on collected data.

    Reporting/Management Responsibility:

    Expertise:

    • Prior experience working in an M&E position with a particular focus on multi-country programmes with a health/SRHR focus.
    • Strong technical knowledge related to data ecosystems, data analysis and generation of evidence for action in improved programming.
    • Proven experience working across teams.
    • Technical expertise in data models, database design development, data mining and segmentation techniques.
    • Knowledge of statistics and experience using statistical packages for analysing datasets (Excel, SPSS, SAS etc).
    • Experience presenting and explaining information in an accessible way.
    • Experience with supportive capacity-building approaches for field-based partners.
    • Previous not-for-profit experience desirable.
    • International experience (particularly developing countries) desirable.

    Regional External Relations Director (Re-advertisement)

    Role Purpose:

    • The post holder will be expected to lead the positioning of IPPF in the region; to move the sexuality agenda forward and build solidarity for change by shifting norms, building strategic partnerships and supporting social movements, and amplifying the work of IPPF. They will also lead on IPPFs commitment to stand up, and speak out as defined in IPPF Strategy2028.

    Context of role:

    • Works as part of the Regional Senior Leadership Team to promote, position, develop and grow the work of the Federation.
    • Leads on nurturing and maintaining strategic partnerships in the region that will ensure IPPF is well connected and resonant.
    • Ensures adequate resourcing. Leads on the relationship with regional donors, overseeing proposal development and resource mobilization at regional and supports the same at MA levels.

    Learning and Communications Officer

    Role Purpose:

    Senior Research Officer

    Role Purpose:

    • The Senior Research Officer compiles feedback from in-country investigators to finalize the development of research protocols and data collection tools; work with in-country research partners to compile, submit and track ethical review application packages; plan and oversee in-country training of data enumerator teams; conduct field monitoring visits to ensure standardised data collection processes; maintain a database of quality assurance issues and their resolution; support the data analyst/statistician in during data analysis and reporting.

    • Implement relevant study protocols, data collection tools and log all ethical/country-level for researchrelated activities in Lot 2 countries.
    • Advise on research collection standardization and implementation across the programme supporting the deployment of new approaches and methodologies based on emerging trends.
    • Oversee the local recruitment and training of enumerators in collaboration with in-country teams.
    • Monitor the programme-related research activities, travelling to countries to provide technical advice with a particular focus on fidelity to research processes and reviewing research data quality.
    • Disseminate research information to stakeholders on the progress of programme objectives.
    • Prepare research products including technical reports, peer-reviewed manuscripts, conference abstracts and presentations, evidence and policy briefs for use at outreach events.

    Expertise:

    • Experience working in a research position with a particular focus on programmatic surveys and operational research studies for multi-country programmes with a health/SRHR focus.
    • Experience planning and managing large-scale surveys.
    • Experience in implementing and refining data collection tools e.g., KOBO, iField.
    • Experience working in matrix organisations.

    Skills:

    • Interpersonal skills with a proven ability to influence and negotiate.
    • Verbal and written English communication skills with French and/or Arabic an advantage.
    • Project management skills including experience of reporting to donors.

    Contracts and Risk Officer

    Role Purpose:

    • The Contracts and Risk Officer will be responsible for conducting and supporting reviews and follow up actions to ensure that the WISH 2 consortium is in compliance with FCDO contract/funding requirements, internal policies, laws and regulations and applicable standards.
    • The Contracts and Risk Officer will support the Contracts and Risk Manager in keeping the programme risk register updated for each operational area (national, sub-national, community) within the WISH 2 countries and put in place mitigation measures to manage risks.

    Context of Role:

    • WISH 2 (Women’s Integrated Sexual Health) is one of three components of the overarching WISH Dividend programme that is being procured by the UK Foreign, Commonwealth, and Development Office (FCDO). This programme is central to delivering the UK’s priorities on empowering women and girls as set out in the International Development Strategy, the UK’s strategic approach to sub-Saharan Africa and the International Women and Girls Strategy.
    • WISH 2 will be divided into two geographic Lots. IPPFAR is planning on submitting a bid as prime for Lot 2 which covers Burundi, Ethiopia, Madagascar, Somalia, South Sudan, Sudan, and Zambia.

    Deliverables:
    Contract Management

    • Draft contract and contract amendments for partners and Member Associations (MAs) in line with paternship agreements.

    Risk Management

    • Guide partners and MAs on the programmes risk management’s processes, tools and templates, providing training to upskill users that aligns with IPPF and FCDO requirements.
    • Advise partners and MAs on the effect of policy and process changes on administration tasks and timelines.
    • Track the provision and quality of risk register data, leveraging senior influence where data provision does not meet requirements. Reconcile reported data with the requirements of IPPF’s Risk Management System.

    Audit

    • Plan audit visits with in country team colleagues and brief auditors on arrangements relating to the visit.
    • Investigate and report on issues identified through audits and reviews.
    • Track action plans and progress highlighting missed targets and rsk areas in order for appropriate action to be taken.

    Complaince

    • Train partners and MAs on the use of IPPF systems and practices.
    • Track incident management case progress on behalf of the programme, aligned with IPPF’s established SafeReport practice.
    • Advise on programme information sharing procotols that enhances the flow of data in a safe, secure and accessible way.
    • Conduct due diligence checks on sub-contractors as required by IPPF and FCDO codes of practice.
    • Conduct asset verification and disposal as part of the programmes requirements.

    Reporting/Management Responsibility:

    • None.

    Expertise:

    • Experience in risk management, compliance and/or audit in international aid field contexts with an understanding of ethical (including both fiduciary and safeguarding), safety and security issues in the development sector.
    • Experience in reviewing and/ or supporting an ongoing risk management/ assurance process.
    • Demonstrated experience in facilitating processes with cross-functional, multiple stakeholders.
    • Experience working in matrix organisations.

    Skills:

    • Excellent interpersonal skills and an ability to work effectively with people from different countries and cultures.
    • Discretion in handling confidential information.
    • Strong verbal communication skills required to train staff and to convey complex financial information in an easily understandable form to non-financial staff.
    • Fluent in English (verbal and written)
    • Strong IT skills (including spreadsheet applications, especially Microsoft Excel, and databases).
    • Strong analytical and research skills.
    • Excellent time management and organisational skills.
