Job Purpose

• Reporting to Managing Commissioner, the successful candidate will be responsible for undertaking maintenance, repair and construction activities in the Commission

Duties and Responsibilities will entail:

• Overseeing the development, implementation and review of policies, strategies, guidelines and procedures on plant operations;
• Facilitating the development of specifications and cost analysis of buildings, motor vehicles and plant;
• Spearheading the preparation and installation of various equipment;
• Overseeing inspection and evaluation of buildings and construction works and motor vehicles;
• Overseeing the preparation of specifications and estimates for building renovations and maintenance works;
• Facilitating maintenance, repair and construction activities in the Commission;
• Ensuring economical generation of steam and electrical power usage;
• Ensuring prescribed standards for industrial safety are applied as required by statutory regulating bodies;
• Overseeing all KMC projects from design, implementation to completion; Management of capex;
• Ensuring occupation safety and health within the Commission;
• Overseeing refrigeration and cold chain management;
• Ensuring maintenance of records for the plant;
• Ensuring availability of adequate water, machine spares, working tools and equipment;
• Spearheading the development and implementation of the Department’s plans, budgets and performance contract;
• Ensuring compliance with good governance and code of ethics; and Managing and developing staff in the Department and any other duties appropriate to his/her grade which the Managing Commissioner or other duly authorized officer may from time to time call upon him to perform

Person Specifications

 For appointment to this grade, an officer must have a minimum of:

• Bachelor’s degree in any of the following disciplines: Mechanical Engineering (plant/production option), Electrical and Electronic Engineering from a recognized University;
• Minimum Ten (10) years relevant experience;
• Work experience with manufacturing industry preferably in the following areas;
  • Meat processing
  • Refrigeration systems
  • Canning line machines
  • Steam generation and distribution systems
  • Project designs, Supervision and management
• Served in the grade of Assistant Manager, Plant Operations or in a comparable and relevant position in the relevant field and at least 3 years in a senior management level;
• Membership to the Institution of Engineers of Kenya (IEK) and a registered professional Engineer with Engineers board of Kenya (EBK)in good standing;
• Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution;
• Proficiency in computer application skills;
• Fulfilled the requirements of Chapter Six (6) of the Constitution;
• Demonstrated merit and ability as reflected in work performance and results.
• Exhibited a thorough understanding of national goals, policies, objectives and ability to relate them to proper management of the plant operation

Job Specification

• Reporting to Plant Engineer, Kenya Meat Commission.

Duties and Responsibilities at this level will entail:

• Updating the safety board on site;
• Ensuring the set safety procedures are adhered to by all staff and visitors;
• Coordinating the safety teams in the Commission on the laid down safety requirements
• Ensuring all incidents/accidents in the Commission are effectively investigated;
• Identifying and coordinating relevant statutory health and safety trainings for KMC staff;
• Inspecting and testing machinery and equipment to ensure they reach safety regulation standards;
• Preparing and continuously reviewing emergency response and evacuation plan;
• Enforcing the use of relevant personal protective equipment by employees and contractors;
• Providing technical advice to work place safety and health committees;
• Identifying specifications and ensuring procurement of personal protective equipment, service providers, first aid items and safety equipment;
• Ensuring all employees, visitors and contractors adhere to occupational safety and health regulations as well as KMC’s safety rules;
• Coordinating regular workplace inspections to identify hazards and risks and recommending corrective actions;
• Ensuring preparation of reports on safety performance;
• Maintaining contacts with Directorate of Occupational Safety and Health Services (DOSHS) and ensuring all workplaces are registered; and Promoting awareness on health and safety

Person Specifications

 For appointment to this grade, an officer must have:

• Served in the grade of Safety Officer or in a comparable and relevant position for a minimum period of four (4) years;
• Bachelor’s degree in any of the following disciplines: Engineering, Physics, Biochemistry, Computer Science or equivalent qualification from a recognized institution;
• Certificate in Occupational Safety and Health from a recognized institution;
• Proficiency in computer application skills;
• Fulfilled the requirements of Chapter Six (6) of the Constitution; and
• Shown merit and ability as reflected in work performance and
