    Communications Manager - Cash Consortium of Sudan (CCS)

    • The CCS Communications Manager is a bold and proactive individual. The Communications Manager will work very closely with the CCS Secretariat as well as national and international partner organizations. The Communications Manager will be a critical member of CCS team, tasked with keeping abreast of developments in the country, Reporting of projects and stakeholder communications and the creation of communication materials and communications surrounding our programs, strategies and impact. The Communications Manager is responsible for ensuring that existing and future donors, partners and stakeholders are aware of CCS programs and activities, ensuring that staff within our organization have the right information, knowledge and assets to communicate with their relevant stakeholders. The Communications Manager is expected to be tech-savvy, innovative and a fast thinker. The Communications Manager oversees a Communications Officer based in Sudan.

    Essential Job Responsibilities
    Communications

    • Develop a communications plan, including development of a website and social media presence.
    • Write, edit, and distribute various types of content, including material for a website, press releases, marketing material and other types of content that take the message to the public.
    • Lead and/ or support partners to collect content, such as interviews with program participants, success stories, video, and photo coverage of program events for dissemination to various audiences and reports.
    • Create and produce internal newsletters for the consortium.

    Accountability to Beneficiaries

    Knowledge and Experience

    • Hold a degree in Communications, Political Sciences, Public Information, International Relations, or a related field, Master’s preferred.
    • Minimum 4 years of relevant experience working in media, journalism, advocacy, or communications and marketing, or in closely related external relations contexts.
    • Very good technical affinity for media contexts including knowledge of a wide range of multimedia, web, and digital tools.
    • Outstanding newswriting and editing skills and social media skills.
    • Graphic design skills are strongly preferred.
    • Fluency in English and Arabic, both written and verbal

    Grants Manager - Cash Consortium of Sudan (CCS)

    • The purpose of the CCS Grants Coordinator position is to provide essential oversight and coordination of all reporting, proposal development, and communication tasks for the CCS. S/he will coordinate effectively with CCS partners to prepare high quality and timely donor reports, lead proposal development and produce high quality external communication products. S/he will assist the CCS Director with other reporting activities including: responding to information requests, writing success stories, and monitoring and reporting on program impact. S/he will coordinate with donors, partners, and other NGOs as required by the CCS Director and will attend key coordination meetings and support information sharing across partners. S/he will provide guidance and direction to the CCS Communications Officer.

    Essential Job Functions
    Program Development

    • Engage with the CCS Secretariat team, CCS partners and grant holder headquarters to develop high quality concept notes and proposals.
    • Support the CCS Director with the development of strategy and/ or position papers.
    • Support donor cultivation for unsolicited opportunities, as well as tracking of relevant donor calls for proposals.

    Documentation and Reporting

    • Ensure establishment and maintenance of CCS reporting and proposal pipeline.
    • Engage with CCS Secretariat team, CCS partners, and grant holder headquarters to prepare donor reports on program progress, ensuring all reporting requirements are delivered on time and in a quality manner.
    • Ensure quality of program writing, including program activity plans, reports and informal updates.
    • Schedule various CCS coordination meetings as needed; ensure meeting minutes are documented and filed.
    • Respond to information requests, draft success stories, monitor and report on the impact of the various CCS programs.
    • When appropriate, develop and release public communications.
    • Engage with CCS Secretariat team (Finance, MEAL, Policy, Research & Advocacy, grant holder headquarters) and with CCS partners in the development of proposals, reports, success stories, briefs, grant/sub-grant maintenance and other tasks as assigned by the CCS Director.

    Program Management & Quality

    • Support the CCS Director in developing and managing project consolidation tools for use by the CCS and Steering Committee for decision-making, including regular progress reports and key program highlights/ issues.
    • Facilitate coordination and communication with CCS partner grants focal points through quarterly CCS Grants meetings.
    • Maintain program files and ensure key materials are correctly filed.
    • Coordinate with CCS partners in writing reports and success stories.
    • Ensure that partners are aware of requirements and conditions of grant agreements and contracts, through the use of grant opening/mid/closing meetings and other methods.
    • Ensure that grant coordination systems and processes are successfully implemented across the life of all grants.
    • Ensure that key controls are in place to support effective management of the funding portfolio and compliance with the donor requirements.
    • Oversee development and usage of standard visibility materials, both for CCS and its donors.
    • Visit CCS partner programming field sites on regular basis.

    Finance & Compliance Management

    • Ensure the consortium activities are compliant with donor and grant holder rules and regulations
    • Manage the consortium budget and ensure partner expenditures are in line with agreed upon budgets
    • Monitor expenditures and forecasts, ensure timely identification of under/over spends and propose and implement solutions
    • Ensure timely submission of donor financial reports

    Representation and Coordination

    • Participate where relevant in external representation of the consortium with various groups, including donors, UN agencies, the World Bank and local authorities as feasible.
    • Represent consortium progress to donors as well as within the Cash Working Group, the Emergency Livelihoods Cluster, other relevant clusters, working groups related to Social Protection, and other coordination fora as strategic.
    • Share learning from the consortium with the greater humanitarian and development community within Sudan as well as regionally and globally, as relevant.

      • Budget management experience;
      • Managing work plans;
      • Representing programs with donors and external stakeholders.
    • Proven ability to work cooperatively with internal and external stakeholders, and to play a leadership role in convening groups. Astute skills in relationship building and coordination.
    • Experience working with ECHO, SDC and USAID/BHA, FCDO highly desired.
    • Ability to represent the CCS to donors, NGO and UN counterparts, local groups, community members and local authorities is essential.

    Partnerships Manager - Group Cash Transfers - Cash Consortium of Sudan (CCS)

    • The purpose of the CCS Partnerships Manager - Group Cash Transfers is to lead CCS’ activities related to community level assistance through GCTs through CBOs (inclusive of both formal and informal CBOs). The Partnerships Manager - GCTs is responsible to oversee a common approach and good practices for partnership between international partners and Sudanese CBOs delivering GCTs to respond to basic needs and priorities in their communities. Beyond the CBOs, s/he will coordinate with the CCS Secretariat, representatives of international partners, and other NGOs and will attend key coordination meetings and support information sharing across partners.

    Essential Job Functions
    Strategy

    • Develop relationships with representatives of CBOs (formal and informal), including through regular participation in the Localization Council to shape and refine the vision of the consortium’s ability to support local actors through GCTs.
    • Regular liaison with INGO partners on lessons learned and good practices related to GCTs to shape and refine the vision of the consortium’s ability to support local actors through GCTs.

    Program Management & Quality

    • Ensure all GCT activities follow CCS GCT standard operating procedures (SOPs).
    • Support refinement of GCT SOPs based on learning from ongoing implementation in partnership with Secretariat and partner program & MEL teams.
    • Maintain accurate records of GCT activities, prepare periodic progress reports, and contribute to donor reporting requirements as relates to the CCS GCT activities.
    • Visit CBO GCT program sites, and/ or provide guidance to other team members to support visits as possible.
    • Support CCS coordination as needed, ensuring appropriate linkages between CBOs, national and international partners.

    • Previous experience with focus on localization initiatives and/or engagement with civil society is required
    • Prior experience in cash programming strongly preferred
    • Combination of direct and remote management experience required

    Partnerships Manager - Capacity Strengthening - Cash Consortium of Sudan (CCS)

    • The purpose of the CCS Partnerships Manager - Capacity Strengthening is to lead in supporting activities under the CCS pillar 3) strengthening capacity of local partner organizations with an emphasis on accompaniment and mentorship. The Partnerships Manager - Capacity Strengthening is responsible to establish a common approach and good practices for partnership between international and local partner organizations, and to manage a team to support accompaniment and mentorship with CCS’ local partner organizations.     • Develop strong relationships with all partner organizations– national and international.
    • Lead common due diligence exercises for all national partners.
    • Lead common capacity assessments for all national partners.
    • Establish local partner capacity strengthening agenda for the CCS.
    • Coordinate with CCS and partner teams to plan capacity strengthening sessions as needed, managing resource allocation to work with any other country, regional and/ or global support colleagues, consultants, etc.

    Knowledge and Experience

    • Bachelor's or Master's degree in international development, social sciences, management, or a related field.
    • At least 3-5 years of relevant experience in capacity building, organizational development, or NGO management, preferably in Sudan or similar contexts.
    • Prior experience with civil society programming and interest required; strong preference for previous capacity building, community mobilization, advocacy, or grassroots organizing experience (particularly in crisis setting).
    • Previous team management and training skills are required.
    • Proven experience in conducting capacity assessments, designing capacity building interventions, and delivering training and mentoring support to local organizations.
    • Strong understanding of capacity development methodologies, adult learning principles, and participatory approaches.
    • Excellent communication, facilitation, and interpersonal skills, with the ability to work effectively with diverse stakeholders.
    • Fluency in English and Arabic, both written and verbal
    • Commitment to the principles of partnership, local ownership, and sustainability in development programming.
