    Feasibility Fund Legal Consultant

    RESPONSIBILITIES

    Under the overall supervision of the Special Advisor to the Executive Director and Director (a.i), External Relations, Strategy, Knowledge, and Innovation (ERSKI) Division, the consultant will be responsible for the following tasks:

    • Conduct a status analysis of CIF and recommend an optimal legal framework for establishing the Fund
    • Research and recommend suitable vehicle design from governance, jurisdictional and regulatory perspectives
    • Define the evaluation criteria (Legal) for assessing submissions to host the Feasibility Fund;
    • Define the selection and evaluation process and governance for potential candidates.
    • Define the vehicle’s legal structure (i.e. donor funded Fund or Charity) that best aligns with CIF’s mission;
    • Determine which jurisdiction the Vehicle is to be domiciled to optimize and facilitate fund flows from donors (direct giving, private foundations), DAFS, collaborative giving) to projects and implementing partners - taking into account: costs, regulations, transparency, tax relief structures;
    • Determine what, if any, licenses or permits are required locally to implement the vehicle;
    • Draft protocol which considers any potential legal risks CIF may be subject to.
    • Provide a reasonable estimate for timelines, legal expense, licensing and any other pertinent workflows/requirements not defined within the scope of this ToR as they pertain to the establishment of the Vehicle. Further provide reasonable estimates for the ongoing operational overheads associated with managing the Vehicle;
    • Liaise, where appropriate, with other UN facilities/agencies that operate similar vehicles, to understand key challenges.

    Qualifications/special skills

    • A minimum advanced university degree (Master’s degree or equivalent) in sustainable urban planning, urban governance, corporate or financial law, or a related field in development studies, business administration, geography, management, or economics is required.    
    • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
    • 5-years relevant experience in financial law, international law, resource mobilization, sustainability, finance, or commercial investment is required.
    • A proven track record in international financial legal, taxation and compliance is required.
    • Relevant knowledge of sustainable urban development project financing and development is desirable. 
    • Other studies relevant to sustainable urban development and advising on urban planning frameworks and institutions is desirable.

    Languages

    • English and French are the working languages of the United Nations Secretariat. For this post, fluency in spoken and written English is required. Experience of other UN languages is an added advantage.

    Urban Advocacy and Campaigns

    Responsibility 
    Under the overall supervision by Head of Advocacy and Campaigns Unit the incumbent will be required to perform the following functions:

    • Prepare the partners and events database and related roadmap for the Egypt Urban Campaign (EUC)
    • Manage and update the EUC partners and event database with contents on solutions, events results and speakers
    • Prepare web-based content for the EUC: save the dates and other announcements, stories on results and solutions for the WUC/EUC website as well as the WUF12 communication channels 
    • Prepare and manage social media content for the EUC
    • Prepare and update materials, toolkits and Trello boards for the partners
    • Prepare EUC partners meetings, presentations, minutes and outcomes reports
    • Prepare key messages for the EUC
    • Support in the dissemination of WUF12 key messages through the WUC and EUC 
    • Prepare a series of speakers profiles identified in the EUC and the WUC for consideration as speakers for the 12th session of the World Urban Forum 
    • Handles independently a wide range of complex information requests and inquiries; responds, or drafts responses, to a diverse range of questions from the EUC and WUC partners.
    • Ensures time keeping of current tasks.
    • Perform other duties as required.

    Qualifications/special skills

    • A Masters Degree is required in relation to urbanization and human settlements.
    • A minimum of two (2) years of experience in urban issues and communication.
    • Experience of the Egyptian context is a value added.

    Languages

    • Excellent writing skills in both oral and written English is required

    Low Carbon and Innovative Urban Mobility Consultant

    The consultant will assist the work of the Urban Mobility Team in the Urban Basic Services Section by providing the following:

    • Activity 1: Support the development of publications, toolkits and proposals on the topic of sustainable urban mobility;
    • Activity 2: Support the development of electric mobility knowledge products and fact sheets under the SOLUTIONSplus project;
    • Activity 3: Support the development of the SOLUTIONSplus flagship report; 
    • Activity 4: Support the implementation of pilot projects with a particular focus on Ecuador and Argentina under the ACCESS project;
    • Activity 5: Support the review and development of sub-national policies and plans in the ACCESS partner countries and cities;
    • Activity 6: Support the development of national policy frameworks under the ACCESS project that promote sustainable urban mobility planning and evidence-based public policy using digital platforms and data collection.

    Qualifications/special skills

    • First-Level University degree (Bachelor's degree or equivalent) in Urban Planning, Urban Management and Development, Transport Planning, Mobility Management, Engineering, Geography, or a related field is required.
    • At least 2 years working experience in Urban/Transport Planning or Research is required.
    • A good understanding of transport planning, urban planning, urban development, decarbonisation, urban policy and legislation and sustainable urbanisation is an asset;
    • Excellent analytical and communication skills.
    • Good interpersonal skills, previous exposure to cross cultural environments is advantageous.
    • Knowledge of International Organisations, including working experience in urban projects is an asset;
    • Fluency in English, written and verbal, is required. Spanish language skills are an asset.

    Climate Smart Cities Consultant Curitiba

    Duties and Responsibilities:
    Under the overall supervision of the Chief of Knowledge and Innovation Branch and and a Programme Management Officer, the consultant will perform the following duties and responsibilities:

    Contribute to orchestrating the system demonstrator, by collaborating with project partners, which may include: 

    • Movement building – coordinating between city government, innovators and other stakeholders and building a shared vision and action plan 
    • Systems understanding -– providing and / or commissioning additional research to better understand the system dynamics 
    • Delivery planning –- supporting innovator teams and other stakeholders to act on the ground 
    • Strategic learning –- facilitating reflection learning sessions and socialising the findings 
    • Contribute to mobilizing resources (fundraise) for subsequent phases of implementation and scaling of the system demonstrator 
    • Contribute to written reporting for Curitiba, Brazil to validate progress and results 
    • Participate in meetings, which includes developing and delivering appropriate presentations related to city challenges 
    • Serve as the local focal point for the Climate Smart Cities Challenge in Curitiba, Brazil

    Qualifications/special skills

    • Advanced university degree (Master's degree or equivalent) in public policy and management, social sciences connected to the fields of creativity and innovation; international development, urban studies, climate action, SDGs and related fields, or relevant work experience is required. A first-level degree (Bachelor's degree or equivalent) in the specified fields of studies with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree.
    • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
    • A minimum of (2) years’ experiences of working in the field in research, data analytics, urban mobility, logistics, climate action, sustainable urban development in general relating to the same, and/or promoting low-carbon development in particular is required.
    • Experience and knowledge of innovation processes and methodology, including challenge-driven innovation, design thinking, user research, product design and systems demonstrators is desirable.
    • Good general knowledge of the issues of sustainable development is desirable.
    • Experience of policy communication, including writing policy briefs, reports and producing publications is desirable.
    • Previous working experience with UN or any other international organization is desirable.
